Introduction

The two-year conflict in the Tigray region has caused extensive damage to both public and infrastructure, including the health sector. A joint assessment conducted in collaboration with partners indicated that 86% of health facilities were partially damaged and 3% fully destroyed. Additionally, the Regional Health Bureau (RHB), in collaboration with Mekelle University, assessed the status of the health workforce. The findings revealed that many health professionals were displaced, with a particularly high turnover among senior professionals, disrupting healthcare services.

The collapse of health systems, compounded by internal displacement and reduced productivity, has led to the resurgence of previously controlled diseases. These include mental health issues, malnutrition, malaria, respiratory infections, and scabies. The remaining healthcare facilities are struggling to meet the urgent physical and psychological needs of the population.

In response, the government, in collaboration with various partners, has made efforts to address these challenges. However, the RHB has identified the need to enhance coordination among partners working in the region. To support this, the RHB is seeking to recruit a Senior Regional Coordinator Advisor with relevant qualifications and experience.

Previously, USAID, through its Feed the Future Ethiopia Community Nutrition Activity (FHI360 CNA), seconded Mr. Mebrahtom Belay Redda to the RHB for one year. He significantly contributed to strengthening coordination among implementing partners. However, his contract was terminated due to interruptions in the USAID program. The RHB has now requested the Federal Ministry of Health to recruit him using available resources to continue the support. 

Objective

The main objective of recruiting the Senior Regional Coordinator Advisor is to strengthen coordination mechanisms among partners and to provide technical assistance to Tigray RHB. This will facilitate effective response to the ongoing humanitarian crisis and contribute to the health system recovery. The role also aims to enhance aid effectiveness and efficiency through the implementation of the “One Plan, One Budget, One Report” approach across all levels of the regional health system.

Summary of the Position

The Senior Regional Coordinator Advisor, seconded to the Tigray RHB, will report directly to the Head of the Bureau and Client. The Advisor will provide programmatic and technical support to coordinate and guide the activities of partners operating in the region, particularly in health and nutrition. Responsibilities include supporting the development and implementation of joint plans, organizing review meetings, monitoring performance, and advocating for coordinated responses. The Advisor will also work closely with both Client funded and non-Client partners, international agencies, and other stakeholders to ensure harmonized, evidence-based, and results-driven interventions.

Roles and Responsibilities

A. Strengthen Coordination of Health and Nutrition IP Forum Activities

  1. Planning and Coordination
    • Facilitate development of joint work plans among IPs.
    • Develop and maintain coordination tools such as trackers and implementation monitoring dashboards.
    • Support service delivery improvement in areas including MHPSS, DHIS2, WASH, RMNCH, and health supplies in IDP sites.
    • Convene and manage regular IP coordination meetings.
    • Ensure regular sharing of updates, lessons, and success stories among IPs.
    • Participate in key regional technical working groups (TWGs).
    • Enhance and update the ToR for the IP forum as needed.
  2. Monitoring and Evaluation
    • Lead development and use of results frameworks for IP activities.
    • Monitor progress and recommend improvement measures.
    • Share regional performance updates and identify best practices.
    • Promote adherence to standardized guidelines and joint monitoring activities.
    • Support RHB in organizing and following up on coordination meetings.
    • Track implementation of action points.
    • Assist in partner mapping and resource mobilization.
    • Support partners in the implementation of agreed EPRR work plans.
    • Represent USAID IPs in RHB clusters and TWGs.
    • Promote evidence-based decision-making through advocacy and sharing of success stories and reports.
    • Encourage adoption of proven interventions into RHB frameworks.
    • Facilitate information exchange between IPs, UN agencies, INGOs, and government structures.
    • Promote widespread dissemination of coordination outcomes to inform decision-making.

  • Provide technical support for nutrition programming, especially for IDPs.
  • Coordinate activities with project components such as Crisis Response Teams.
  • Ensure high-quality delivery of emergency health and nutrition services.
  • Align response efforts with national and regional standards.
  • Work closely with M&E teams for data quality and reporting.

 Partnership Management and Networking

  • Build collaborative relationships with RHB counterparts.
  • Represent IPs in platforms related to health and nutrition.
  • Develop and monitor a partnership management strategy.
  • Ensure active engagement in regional workshops and follow-up actions.

Quality Assurance

  • Establish and maintain quality standards for coordination.
  • Ensure compliance with donor and regulatory requirements.

Expected Outputs and Outcomes

  • Established effective coordination platforms at regional, zonal, and woreda levels.
  • Partner plans aligned with RHB priorities.
  • Reduced duplication and ensured equitable partner distribution.
  • Improved efficiency and effectiveness of health and nutrition program implementation.
  • Strengthened health system recovery efforts in the region.

Expected Background and Experience

  • Master's degree in either Medicine, Public Health or Nutrition
  •  Proven track record of at least 5 years ' experience in emergency responses 
  • Experience in providing capacity building (training, mentoring, supervising)
  • Experience in MHPSS, DHIS2, WASH, RMNCH, and health supplies
  • Good knowledge of the local language is required
  • Fluency in English (verbal and written).
