Job Title: Supply Chain Manager

Reports To: DeputyChief Executive Officer

Job Summary:

The Supply Chain Manager is responsible for the strategic and operational leadership of the supply chain department, covering procurement, expediting, transportation, logistics, customs clearance, supplier quality, and contract management. The role will ensure that goods and services are procured and delivered on time, within budget, and in full compliance with quality and regulatory standards.

Key Responsibilities

1.Strategic Supply Chain Management

  • Develop and execute integrated supply chain strategies aligned with business objectives.

  • Identify opportunities for cost reduction, risk mitigation, and process optimization.

  • Drive continuous improvement through data-driven decision-making and benchmarking.

2. Purchasing & Strategic Sourcing

  • Lead all procurement activities, from supplier identification and RFP/RFQ processes to contract negotiations and award.

  • Develop annual procurement plans based on demand forecasts, project timelines, and inventory levels.

  • Establish framework agreements and long-term supplier contracts to ensure price stability and supply security.

  • Ensure compliance with procurement policies and donor or regulatory requirements.

3.Expediting & Order Management

  • Track and manage purchase orders from issuance through delivery to ensure on-time performance.

  • Maintain close communication with suppliers to expedite delayed orders and resolve issues proactively.

  • Coordinate with internal departments to align delivery schedules with operational needs.

  • Maintain a PO tracking system and generate status reports for stakeholders.

4.Traffic, Logistics, and Freight Forwarding

  • Plan and manage all inbound and outbound transportation, including domestic and international shipments.

  • Select and manage freight forwarders and third-party logistics providers (3PLs), ensuring service-level adherence.

  • Optimize transportation modes (air, sea, land) based on cost, time, and risk considerations.

  • Resolve logistics disruptions, delays, or damages and implement contingency plans.

5.Customs Clearance & Compliance

  • Ensure accurate and timely customs documentation (commercial invoices, packing lists, HS codes, COO certificates).

  • Coordinate customs clearance with freight forwarders, customs brokers, and regulatory authorities.

  • Monitor changes in trade compliance laws and import/export regulations to ensure adherence.

  • Maintain records of imports/exports and support audit readiness.

6.Supplier Relationship & Quality Management

  • Qualify new suppliers through assessment processes including audits and technical evaluations.

  • Conduct regular supplier performance evaluations based on delivery, quality, and responsiveness.

  • Manage non-conformances and implement corrective action plans.

  • Establish and enforce supplier quality standards in collaboration with QA/QC teams.

7.Inventory & Warehouse Coordination

  • Coordinate closely with warehouse and inventory teams to align stock levels with procurement plans.

  • Minimize excess inventory and stockouts through effective demand planning and stock monitoring.

  • Implement inventory optimization tools and techniques (e.g., ABC analysis, EOQ, safety stock).

8.Team Management and Capacity Building

  • Lead, mentor, and develop supply chain team members across multiple locations.

  • Assign tasks, set KPIs, and monitor performance.

  • Foster a culture of accountability, transparency, and continuous improvement.

9.Reporting Line and Collaboration

    The Supply Chain Manager will report to the D/CEO and collaborate with:

  • Finance and Accounting

  • Program/Project Teams

  • Warehouse and Inventory Teams

  • Legal and Compliance

  • External suppliers, customs brokers, and logistics providers

Key Performance Indicators (KPIs):

The Supply Chain Manager will be evaluated based on the following KPIs:

  • Strategic Leadership: Development, implementation, and evaluation of strategic plans that align with organisational goals.

  • Operational Excellence: Timely delivery of projects, KPIs, and strategic objectives within allocated resources and budgets.

  • Financial Management: Efficient budget management, cost control, and financial decision-making to ensure organisational profitability.

  • Staff and Organizational Development: Achievement of workforce goals, effective talent management, and employee satisfaction.

  • Stakeholder Relations: Effective communication and relationship-building with key internal and external stakeholders.

  • Compliance and Risk Management: Ensuring compliance with all statutory regulations, industry standards, and organisational policies.

  • Annual and quarterly procurement and logistics plans.
  • Monthly procurement and logistics performance reports (KPIs: OTD, cost savings, lead times)
  • Supplier evaluation and audit reports
  • Compliance and customs clearance documentation reports
  • Logistics risk and contingency planning reports
  • Team development and training plans

Qualifications and Experience

  • Bachelor’s degree in Supply Chain Management, Logistics, Business, or a combination of education and experience in a related field; Master’s preferred.

  • Professional certifications (e.g., CSCP, CPIM, CIPS, PMP, Lean Six Sigma) are highly desirable.

  • Minimum of 7–10 years of experience in a senior supply chain role managing end-to-end operations.

  • Proven experience with international shipping, Incoterms, customs clearance, and freight forwarding.

  • Strong command of supply chain systems (e.g., SAP, Oracle, NetSuite, or other ERPs).

  • Solid knowledge of procurement ethics, compliance regulations, and trade controls.
