Job Summary
Field Accountant and Admin Officer is responsible for managing the day-to-day administrative (Attendance and log sheet) and financial functions of the CDP. This role combines financial oversight with office management duties, ensuring efficient operational support and sound financial practices. The officer handles budgeting, financial reporting, payment, and compliance, while also overseeing general office administrative support to CDP manager. The ideal candidate is detail-oriented, organized, and capable of maintaining confidentiality while ensuring accuracy and efficiency in all tasks assigned to him/her.
Duties and Responsibilities
1. Financial Management
- Develop, monitor, and report on organizational and project budgets.
- Maintain accurate financial records including ledgers, invoices, receipts, and payments.
- Manage accounts payable and receivable processes timely.
- Reconcile bank statements monthly and ensure financial integrity.
- Prepare financial reports (monthly, quarterly, and annual) for management and donors.
- Ensure compliance with financial regulations, policies, and donor requirements.
- Assist with internal and external audits.
2. Payroll and Statutory Compliance
- Prepare and process payroll, ensuring timely payment of salaries.
- Ensure deductions for taxes, pensions, and other statutory requirements are accurate and timely.
- Maintain staff payroll records and related financial documentation in soft and hard copy at project level and settle financial document to HO finance department on monthly basis.
3. Administration and Office Management
- Oversee daily administrative operations of the organization.
- Supervise administrative support staff and ensure efficiency in office processes.
- Maintain and update office systems, policies, and procedures are practiced at CDP level.
- Manage office supplies, equipment procurement, and vendor relationships.
- Ensure the office premises are safe, clean, and fully functional.
4. Human Resources Support
- Support HR processes including recruitment, onboarding, leave management, and performance appraisals.
- Maintain accurate and confidential personnel files and HR records.
- Ensure compliance with labor laws and internal HR policies.
5. Documentation and Reporting
- Draft and manage correspondence, reports, meeting minutes, and official documents.
- Ensure secure filing and archiving of both financial and administrative documents.
- Report monthly financial execution timely after the documents are approved by the concerned bodies.
- Perform other duties as assigned by immediate supervisor.
Qualifications:
- Education:
- Bachelor's degree in Accounting and Finance.
- Skills:
- Proficiency in accounting software (e.g., QuickBooks, Xero, Sage) and MS Office (Excel, Word, PowerPoint).
- Strong understanding of financial reporting, budgeting, and financial analysis.
- Knowledge of administrative procedures, office management, and HR practices.
- Excellent communication, organizational, and time management skills.
- Ability to work independently and as part of a team.
- Additional Qualifications (Preferred):
- Experience with payroll systems and tax compliance.
- Familiarity with grant management and donor reporting (for NGO or project-based environments).
- Familiarity with data protection and confidentiality regulations.
Experience:
- Work Experience:
- Minimum of 3–5 years of experience in a finance role, ideally within NGO experience.
- Previous experience in managing office operations, bookkeeping, and payroll functions.
- Experience with financial planning, budgeting, and monthly/annual financial reporting.
- Proven track record of managing procurement, vendor relationships, and office supplies.
