In Ethiopia, JSI has been working to improve health outcomes for more than 30 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Position Summary
The Senior Country Operations Manager is responsible for providing management support to the Country Office and Regional Offices in ensuring that operations systems and internal controls are in place and in line with donor rules and regulations, JSI policies and procedures, and the government of Ethiopia’s (GoE) laws. The SOM supervises the office management, warehouse management, procurement management and vehicle, and transportation management functions and reports to the Country Finance and Operations Director.
KEY DUTIES AND RESPONSIBILITES
Office Management
- Oversee and manage daily office operations, ensuring efficiency and compliance with JSI policies and donor rules and regulations.
- Oversee facility management, including office maintenance, utilities, safety protocols, cleaning and security services.
- Maintain office lease agreements and ensure timely renewal.
- Ensure all applicable insurance policies are secured and renewed in a timely manner.
- Manage office operation budgets and office supplies.
- Oversee the management of all internal and external events, meetings, and trainings.
- Oversee the management of all local and international travel arrangements.
- Oversee the management and disposal of fixed assets and ensure that the list is regularly updated.
- Oversee the proper planning, distribution and reporting of program materials.
- Support in developing and implementing operational policies and procedures to improve efficiency.
Procurement Management
- Ensure cost-effective procurement of goods and services and compliance with JSI policies, donor policies, and local requirements.
- Develop, implement, and manage procurement strategies aligned with JSI’s needs.
- Collaborate with finance and project teams to determine procurement needs, budget and timelines.
- Source and negotiate with suppliers to obtain the best pricing, terms, and quality.
- Maintain accurate procurement records, track and report procurement progress, and ensure timely delivery of materials and services.
- Evaluate supplier performance and ensure compliance with JSI’s standards and policies.
- Analyze market trends to identify opportunities for cost savings and risk mitigation.
Warehouse Management
- Oversee daily warehouse operations, including receiving, storing, inventory management, and dispatching.
- Facilitate efficient coordination with procurement, logistics, and other units to ensure smooth supply chain flow.
- Implement strategies to ensure accurate inventory control.
- Implement and maintain warehouse layout, organization, and space optimization.
- Develop and enforce standard operating procedures (SOPs) for warehouse processes.
Transportation and Logistics Management
- Oversee the acquisition, maintenance, scheduling, and disposal of JSI vehicles.
- Monitor vehicle performance, fuel consumption, service records, and track preventive and corrective maintenance to reduce downtime.
- Ensure compliance with transportation laws and safety standards, inspection, licensing, and insurance, etc.
- Implement and oversee GPS tracking systems and fleet management software.
- Develop and implement policies for vehicle use and driver safety, continuously evaluate and recommend improvements in fleet operations.
- Analyze data and generate reports on fleet utilization and costs.
- Manage vendor relationships (rental vehicles, fuel suppliers).
- Investigate vehicle incidents and manage insurance claims and documentation.
- MA in business administration or other related social science fields from recognized university.
- More than 10 years’ experience in Management, Logistics and Procurement in an NGO setting.
- Knowledge of various donor requirements.
- Proficient in MS Office use.
- Strong communication and interpersonal skills.
- Proven ability to work in a challenging and progressive working environment.
- Proven ability to work collaboratively in a multidisciplinary team environment and experience in managing a team.
- Ability to work independently and under pressure, as well in a team.
- Ability to manage multiple priorities, work to deadlines and take initiative.
- Willingness and ability to travel out-of-post when required.
