BACKGROUND
As part of its envisioning to achieve Universal Health insurance Coverage, Ethiopian Health Insurance service in its three years medium term health insurance investment plan targeted to expand Community Based Health Insurance (CBHI) schemes in 95% of woredas and to enroll at least 80% of eligible households in CBHI implementing woredas at the end of the 2026. In line with the Health insurance medium term investment plan, Ethiopian health insurance service (EHIS) has identified 4 strategic objectives to ensure effective and efficient implementation of health insurance system in all regions and city administrations to ensure that all people have equal access to quality health services without having financial hardship.
To this end EHIS is rigorously implementing Community Based Health Insurance system for the informal sector population which includes rural households and urban poor. Currently, more than 1052 Woredas are implementing CBHI in all regions and City Administrations which needs to overcome technical, operational, and administrative challenges as well as provision of high- level evidence based strategic leadership to ensure effectiveness and sustainability of community health insurance program.
Hence meeting the envisioned strategic objectives and targets sated at all levels, strengthening vertical alignment and horizontal harmonization process, enhancing monitoring and evaluation system at all levels to generate accurate information and evidence for policy decisions is very crucial. Besides building the capacity of staffs engaged in planning, monitoring, and reporting at head office, cluster and branch offices are paramount important. Therefore, EHIS is planned to recruit competent technical assistant to capacitate strategic affairs executive office to meet the aforementioned major interventions.
Justification
Hiring technical assistance for strategic affairs is essential to effectively implement interventions and activities to achieve the targets set for each of the strategic objectives. It will also ensure vertical and horizonal integration of work process and enhance the monitoring and evaluation system of EHIS.
OBJECTIVES, PURPOSE & EXPECTED RESULTS
The overall objective and responsibility of the Technical Assistants will be expected to provide strategic and technical support to chief executive officer as well as provide operational support to the strategic affairs executive to ensure effective and efficient implementation of targets sated in operational and strategic plan.
DESCRIPTION OF THE ASSIGNEMENT
DELIVERABLES / REPORTING REQUIREMENTS
The TAt will report key performances and outputs at the end of each month. The hard copy report should be kept at EHIS main office located in Addis Ababa and should be shared to MoH. The consultant shall submit PDF hard copies to Client on monthly bases.
Major Tasks
GENERAL CONDITIONS: PROCEDURES AND LOGISTICS
List specific competencies, qualifications and responsibilities required of the third-party staff, so that the level of the staff will be determined.
