Job Purpose

The Senior Planning, Monitoring & Evaluation Officer is responsible for leading the organization’s strategies, coordination, design and implementation of planning, monitoring, and evaluation activities to ensure the organization’s strategies, programs, and projects achieve intended results. The role involves developing robust frameworks, providing analytical insights, ensuring evidence-based decision-making, and building PME capacity across the organization.

Specific Duties and Responsivities 

A. Strategic Planning

  • Lead the design, preparation, and review of strategic, medium-term, and annual organizational plans, ensuring alignment with organizational vision, mission, and goals.

  • Coordinate with departments to set measurable objectives, performance indicators, and targets. 

  • Conduct situational, environmental, and needs analyses to guide strategic direction and inform priority setting.

  • Provide technical support in the formulation of program and project logical frameworks, ensuring that plans are results-oriented and realistic.

B. Monitoring

  • Design, develop, and regularly update monitoring frameworks, methodologies, and tools (including KPIs, scorecards, and reporting templates).

  • Oversee and coordinate the systematic tracking of progress against planned outputs, timelines, outcomes, budgets, and implementation timelines.

  • Provide timely monitoring reports and recommend corrective actions.

  • Provide timely, evidence-based progress monitoring reports highlighting achievements, gaps, and recommended corrective actions.

  • Facilitate field visits and data verification activities.

  • Conduct field monitoring visits and facilitate data quality assurance, verification, and validation activities.

  • Build a feedback mechanism to ensure monitoring findings inform program adjustments and improvements.

C. Evaluation

  • Design and manage evaluation frameworks for projects and organizational performance.

  • Conduct mid-term and end-line evaluations, impact assessments, and lessons-learned studies.

  • Ensure evaluation findings are disseminated and integrated into planning cycles.

  • Ensure that evaluation findings and recommendations are well-documented, disseminated, and integrated into organizational learning and planning cycles.

D. Data Management & Reporting

  • Oversee data collection, validation, and analysis for accurate and reliable reporting.

  • Prepare comprehensive quarterly, biannual, and annual performance reports.

  • Prepare and submit high-quality PME reports, including quarterly, bi-annual, and annual performance reports, for internal management and other stakeholders.

  • Use statistical and analytical tools to interpret performance trends.

  • Produce analytical dashboards, presentations, and briefs to support evidence-based decision-making.

E. Capacity Building & Technical Support

  • Provide technical guidance and mentoring to program staff and relevant stakeholders on PME concepts, tools, and best practices.
  • Promote a culture of accountability, learning, and continuous improvement through PME knowledge sharing.
  • Degree or above in Economics, Statistics, Management, Development Studies, Project Management, or related field 

  • Minimum of 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of progressive, relevant experience in planning, monitoring, and evaluation.

  • Proven track record in results-based management, logical framework approaches, and M&E system design.

  • Proven experience in conducting evaluations, data analysis, and reporting within development, humanitarian, or organizational settings.

Skills & Competencies:

  • Strong analytical, critical-thinking, and report-writing skills.
  • Proficiency in statistical analysis and data visualization tools (SPSS, STATA, Power BI, Excel).
  • Excellent organizational, communication, and facilitation skills with the ability to engage stakeholders at all levels.
  • Ability to manage multiple priorities, meet deadlines, and deliver high-quality outputs under pressure.
  • Strong interpersonal skills and ability to work collaboratively within diverse, multidisciplinary, and cross-cultural teams.
  • Commitment to accuracy, data integrity, and confidentiality in handling organizational information.
