About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title: Construction and WASH projects supervisor
Work Unit: Legal and Contract Administration service
Reports to: Head of Legal and Contract Administration service
Terms of employment: Contract for 9 Months with possible extension
Place of Work: Addis Ababa and frequent travel to project sites
Salary: Negotiable
Key Duties and Responsibilities:
Project Planning and Implementation
- Ensure the quality of technical assessments by the technical team
- Review designs, detailed plans, drawings, and bills of quantities for WASH and infrastructure interventions.
- Ensure technical soundness and quality assurance of all construction and rehabilitation works.
- Monitor the implementation of construction works ensuring adherence to design, timeframe, and budget.
- Provide on-site supervision and support to contractors, technicians, and field teams.
- Ensure community participation and engagement during the design and implementation phases.
- Facilitate the handover of completed projects to communities, local authorities, and stakeholders.
Contract Administration and Compliance
- Contract Administration
- Proficiency and experience in drafting clear and concise technical documents, including contracts, reports, and correspondence that also includes reviewing, and managing contracts. Knowledge in construction projects from initiation to completion.
- Knowledge of legal terms and conditions related to construction contracts.
- Dispute Resolution: Involvement in resolving contract disputes and claims. Also Experience with negotiation and mediation processes.
- Change Management: Experience in managing change orders and variations. Also Ability to assess impacts on project scope and costs.
- Cost Estimation and Budgeting (Ability to use tools for cost estimation and financial tracking)
- Skill of Site Supervision as per the specification
- Ability to analyze contract terms, project performance data, and financial reports.
- Skills in using document control systems for organizing and managing project documentation.
- Understanding of local, state, and federal regulations affecting construction projects.
- Familiarity with construction methods, materials, and best practices.
- Knowledge of quality standards and procedures to ensure compliance during construction.
- Monitor compliance with contractual obligations, technical specifications, and timelines.
- Verify payment certificates and ensure proper documentation for contractual payments.
- Report any deviations, delays, or technical issues to the Legal and Contract Administration service.
Financial Oversight
- Support budget planning and revisions for WASH and construction activities.
Monitoring, Evaluation, and Reporting
- Develop and implement monitoring tools for tracking project progress and quality.
- Conduct regular field visits and prepare supervision reports.
- Compile and submit periodic reports (monthly, quarterly, annually) on construction/WASH activities.
- Document lessons learned success stories, and technical challenges.
Coordination and Representation
- Maintain coordination with internal departments, field teams, and implementing branches.
Capacity Building and Technical Support
- Provide training and mentoring to ERCS staff and outreach workers on WASH hardware standards.
- Develop technical guidelines and construction supervision checklists.
- Promote gender-sensitive and inclusive infrastructure design.
Cross-cutting Integration and Mainstreaming
- Ensure the integration of protection, gender, disability inclusion, environmental sustainability, and community accountability in all infrastructure and WASH works.
- Ensure Incorporation of DRR and climate adaptation considerations in construction designs.
Required Qualifications and Experience:
- Education: MSc/BSc in Civil, Hydraulic, Water Resources Engineering, or related fields.
- Experience: Minimum 4 years (MSc) or 6 years (BSc) of experience in construction, WASH hardware and infrastructure construction, preferably in humanitarian/NGO contexts. Prior experience with Red Cross is an advantage.
Required Skills and Competencies:
- Advanced Technical Knowledge: In-depth understanding of engineering principles, construction methods, and materials, contract types,
- Proven experience in rural and urban water supply, sanitation, buildings, and community infrastructure development.
- Strong project supervision, contract management, and reporting skills.
- Engineering Software Proficiency: Familiarity with design and project management software (e.g., AutoCAD, Civil 3D, MS Project (Primavera), MS Office or similar tools).
- Experience working with communities, government offices, and humanitarian partners.
- Knowledge of public health, protection, and accountability standards in WASH.
- Excellent interpersonal, communication, and organizational skills.
- Ability to work in remote or hardship locations under challenging conditions.
- Strong commitment to humanitarian values and Red Cross principles.
- Communication Skills Fluency in English and Amharic (spoken and written).
- Verbal and Written: Excellent communication skills for interacting with clients, stakeholders, and team members.
- Presentation Skills: Ability to present complex information clearly to diverse audiences
