GOAL: GOAL has been working in Ethiopia since the early 1980s. GOAL operates a countrywide multi-sector humanitarian and development program focusing on alleviating poverty and responding to sudden-onset and protracted humanitarian crises affecting the most vulnerable communities and groups. Primarily responding to the effects of drought, conflict, displacement, and chronic poverty, GOAL’s key areas of focus include nutrition, WASH, economic and food security, health, and shelter. GOAL’s program targets children under five, pregnant and lactating women, internally displaced communities, refugees, pastoral and agro-pastoralist communities, rural smallholder farmers, and street-connected children and youth. 

General Description of the Program

Pastoral Value Chain Intervention in South Omo, South Ethiopia region, Ethiopia is an economic pillar that will focus on supporting the development of strong and competitive local economies, based on the pastoralism sector, promoting sustainable growth and creating jobs. Among the various activities planned under the economic pillar is pastoral value chain interventions focusing on extensive pastoral value chain assessments, establishing and/or strengthening pastoralist production groups, training of pastoralists, including women and youth, on developing business skills to boost their entrepreneurial capacity in the border areas of Karamoja within South Omo Zone of South Ethiopia.

About the Position: 

The Senior Value Chain Officer will provide technical leadership and oversight in the design, implementation, and monitoring of value chain development interventions under the project. The officer will play a key role in engaging stakeholders, strengthening pastoralist production and marketing groups, facilitating innovation platforms, and enhancing access to financial and market opportunities. S/he will ensure that the interventions are conflict-sensitive, gender-responsive, and aligned with sustainable livelihood strategies

Key Areas of Accountability/Duties 

1. Value Chain Development & Stakeholder Engagement

  • Lead mapping and assessment of existing value chain platforms in Mandera and Karamoja clusters.

  • Establish and strengthen six (6) local innovation platforms (4 in Mandera, 2 in Karamoja) for networking, cross-learning, and knowledge sharing.

  • Organize and facilitate trade fairs, business-to-business forums, and livestock shows to promote market linkages and establish conflict-sensitive public-private partnerships (PPPs).

  • Provide Training of Trainers (ToT) for 24 government staff on market-oriented extension and value chain approaches.

2. Pastoralist Groups Formation & Capacity Building

  • Identify, establish, and strengthen pastoralist production groups (14 groups: 8 in Mandera, 6 in Karamoja) based on priority value chains (livestock, fodder, milk, and fish).

  • Provide tailored training and coaching in production, processing, entrepreneurship, marketing, and access to finance.

  • Support creation and capacity building of at least 5 fisheries groups with 125 fishermen/women, including training and provision of fishing gear.

  • Facilitate market linkages and diversification of livelihoods for pastoralist groups.

  • Oversee delivery of 14 rounds of business skills training targeting women and youth to boost entrepreneurship and enhance job creation.

3. Livestock Marketing Ecosystem Strengthening

  • Provide technical support and capacity building for 50 government staff managing markets (25 per cluster).

  • Lead development or improvement of two livestock market information platforms/tools to ensure reliable data and dissemination to value chain actors.

  • Strengthen linkages between marketing groups, value chains, and market information systems.

4. Project Management, Coordination & Learning

  • Ensure quality planning, timely implementation, and reporting of all value chain activities.

  • Build strong relationships with government institutions, private sector actors, pastoralist groups, and other stakeholders.

  • Ensure integration of gender, youth, and conflict sensitivity into all value chain activities.

  • Document lessons learned, best practices, and success stories for knowledge sharing and donor reporting.

  • Provide regular supervision, coaching, and technical support to Value Chain Officers and field teams.

KEY AREAS OF ACCOUNTABILITY/DUTIES (detailed list of tasks and outputs categorized by “daily” “weekly” “monthly” or any other category that fits the role)

Key Duties

  • Management - oversee the FAO value chain implementation 

  • Coordination - with UN agencies, NGOs, and government departments. 

  • Reporting - internal reporting as required by GOAL.

  • Monitoring and evaluation - ensure that appropriate M&E is collected from the responses in line with program design requirements, and donor reporting.

  • Preparedness - review emergency preparedness and emergency response capacity should further shocks be felt and develop ways of working in the ever-changing environment, including IDP influxes and set up of new responses in new woreda that may be opened by the upcoming grant.

  • Technical support - work with technical Managers to ensure that the emergency response is adequately supported.

  • Travel frequently to all areas of operation and address any issues which may be affecting program quality.

  • Compliance - ensure logistics, HR, and finance protocols are followed by all programs team members.

  • Gaps/opportunities - advise senior management on key gaps/opportunities. 

  • Capacity – build the capacities of staff to best ensure quality program delivery. 

  • Donor visits, etc – support visits, information, etc, as requested by senior management. 

  • Carry out other duties as requested by the line manager.

REQUIREMENTS

Qualifications and Experience

  • Master’s or bachelor’s degree in Agricultural Economics, Agribusiness, Rural Development, Livestock Production, or related fields.

  • At least 5–7 years of progressive experience in value chain development, livestock marketing, agribusiness, or livelihoods programming, preferably in pastoral or agro-pastoral contexts.

  • Proven experience in stakeholder engagement, PPP facilitation, and innovation platforms.

  • Solid knowledge and practical skills in training/coaching pastoralist groups, particularly in livestock, dairy, fodder, and fisheries value chains.

  • Demonstrated experience in market systems development, business skills training, and financial inclusion.

  • Experience working with government institutions, private sector actors, and community groups.

  • Strong leadership, team management, and project coordination skills.

  • Excellent communication, facilitation, and report writing skills.
