Full timeI. JOB SUMMARY
The Facilitator for Empowerment provides technical and organizational support to the local level community and plays a facilitation role. S/he builds the capacities of the community and its institutions. In addition, s/he promotes community transformation through awareness creation; sharing technology and best practices; and education, information and communication. S/he supports people’s empowerment through collective action, solidarity, social inclusion, and gender equity. S/he facilitates and encourages active participation of individuals and communities in recognizing problems, identifying solutions, and implementing project activities to address the identified solutions. The Facilitator for Empowerment establishes and maintains a close working relationship with communities and community organizations in her/his working area, and works closely with kebele- and village-level task force leaders and local government development agents to ensure that project messages are disseminated and understood at all levels. The Facilitator for Empowerment prepares and submits monthly and quarterly reports to Woreda Team Leader (WTL) to report on progress with all field-level project activities.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Facilitate community action planning and targeting (20%)
Facilitates targeting of Livelihoods for Resilience participant households, with active participation of the Keble food security taskforce and community
Facilitates community meetings and community action plan (CAP) preparation and ensures that the participation of each community group in problem identification, planning, implementation, monitoring and evaluation
Ensures that within all community analysis and action plan activities—value chain activities, microfinance, micro-franchising, etc.—CARE’s key program principles of accountability, empowerment, and non-discrimination are followed
Facilitates community livelihoods analysis with partners and responsible body from the kebele
Assesses market chain constraints with the community and develops participatory solutions
Reviews the plan with partners, community representatives, and supervisor at PA level
Prepares final community action plan by quarters and months, submits it to her/his supervisor, and ensures that it is submitted at the kebele level.
Ensures that all value chain activities, microfinance, gender, nutrition, climate change adaptation, and other project related activities are implemented with full participation of respective kebele level partners and the communities
Prepares kebele map as an input into the design of micro franchise saleswomen’s route maps
Is observant of any misbehavior regarding gender, and reports it to the responsible person
Produces sex-disaggregated data at the household and community level, as appropriate

Job Responsibility #2Strengthen Accountability to Affected People (20%)
Ensure beneficiary voices are heard by organizing feedback sessions, capturing concerns shared during local dialogues, and ensuring incorporation of local-level input into strategy refinement.
Coordinate with cooperative leadership, kebele officials, and households during community dialogues.
Design and maintain feedback mechanisms (e.g., suggestion boxes, dialogue circles) to improve project responsiveness.
Address community concerns through follow-up, recommendations, or integration into program adjustments.
Job Responsibility #3: Facilitate implementation of project activities and monitoring (20%)
Establishes and strengthens Village Economic and Savings Associations (VESAs)
Cascade training for VESAs on group governance, Business skills, IGA-SPM, climate change adaptation, graduation and others as required
Mobilizes communities and households to save and engage in livelihood diversification activities.
Support PSNP HHs to have increased income from off-farm activities
Support the training of VESA members choosing the employment pathway on life skills, negotiation skills, and/or job skills
Follow the implementation of child care pilots to enable women to participate in income-generation and marketing activities .
Ensures that Livelihoods for Resilience’s on-the-ground implementation is informed by CARE’s core programming approaches and principles, gender equity and community level advocacy in particular
Provides technical and organizational assistance to community promoters, development agents (DAs) and other members of the Kebele Food Security Task Forces, PA and village representatives, and community members
Links project participant households with financial service providers and tracks the use of loans vis-à-vis their intended household asset building effect
Supports capacity assessments for village level institutions and community-based organizations
Holds demonstration and awareness creation sessions on health, saving and asset creation, marketing, and agricultural technologies, using participatory tools such as dramas, role plays, songs, etc where appropriate
Facilitates dissemination of market information for shoat, vegetable, and honey value chains, and ensure that market information is accessed and understood by the community
Arranges/facilitates cross visits and conducts on-site trainings for community leaders, committees, elders, youth groups, and saving group (VESA) members
Supports micro-franchise activities by ensuring that saleswomen are selling regularly and providing facilitation support to ensure the availability of product for saleswomen
Follows up with communities on the practice of new technologies and improved practices based on training packages provided through Livelihoods for Resilience
Builds capacities of community representatives and committees to undertake participatory monitoring of the implementation of project activities
Meets regularly with Kebele Food Security Task Force to discuss project progress updates, exchange information, discuss challenges, and share tasks accordingly
Records and documents lessons learned and reports to her/his supervisor
Job Responsibility #4: Strengthen partnership, institutional linkages and working relationship (20%)
Selects potential community promoters from the community with relevant government stakeholders/partners and arranges training for them with the Woreda Team Leader
Represents CARE at kebele level as a member of the Food Security Task Force
Promotes the integration of the Livelihoods for Resilience community action plan into the Kebele plan
Works closely with development agents, government institutions, community-based organizations and communities to build trust and ensure a strong working relationship with the PSNP 4 at the local level
Job Responsibility #4: Reporting and Learning (15%)
Prepares weekly, monthly, and quarterly reports on project activities, and submits these to her/his supervisor both in the appropriate formats
Documents saleswomen and wholesalers’ profile and submits it to Woreda Team Leader
Supports and facilitates community involvement in annual innovation and knowledge fairs
Collects basic information, best practices, case studies and lessons and report to her/his supervisor
Undertakes professional development initiatives identified with his/her supervisor
Job Responsibility #5: Perform other duties as assigned, (5%)

Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion, and PSEAH (safeguarding), as evidenced in previous positions/programming.
IV. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Diploma in Agriculture, Economics, Natural Resource Management, Social Science , Health Science, Environmental Science, Sociology, Agriculture, water supply and sanitation, development studies, or a related field.
B) EXPERIENCE
Required:
3 years of relevant experience with Diploma and 2 years of relevant experience with first degree.
Desired:
Demonstrated experience in local partnership building and community mobilization, awareness-raising initiatives, and effective engagement at the grassroots level
Experience working with NGOs, particularly on similar projects, with a strong understanding of NGO operations and implementation approaches.
C) TECHNICAL SKILLS
Required:
Knowledge of local language;
Communication skills, good human relations
Willingness to reside in rural areas/targeted Kebeles.
Firm belief in teamwork and gender equality, and sensitivity to HIV/AIDS
Conceptual understanding of participatory approach and sustainable development.
Well organized, which gives attention to details and has some analytical skills.
D) COMPETENCIES:
