Full timeThe Multisectoral Program Manager will be responsible for the overall planning, management, coordination, and quality delivery of Concern Worldwide’s multisectoral humanitarian and development programs in Tigray. The role ensures that program implementation aligns with Concern’s strategic priorities, donor requirements, and the needs of conflict-affected communities.
The post holder will provide leadership, technical guidance, and managerial oversight to sectoral teams (Nutrition, Health, WASH, Livelihoods, and Emergency Response), while fostering strong partnerships, learning, and accountability.
Specific Duties & Responsibilities:
1. Program Management and Coordination
Lead the overall planning, implementation, monitoring, and reporting of all Concern programs in Tigray.
Ensure effective coordination among different sectoral projects (Nutrition, WASH, Health, Livelihoods, education Protection, and Emergency Response).
Oversee the integration of cross-cutting issues (gender, protection, safeguarding, accountability, and conflict sensitivity) in all program activities.
Ensure program quality, timely delivery, and compliance with donor and organizational standards.
Develop and regularly update work plans and implementation strategies.
2. Leadership and Team Management
Provide line management, guidance, and capacity building to sector leads and program staff.
Foster a positive team culture of learning, accountability, and innovation.
Conduct regular performance reviews, mentorship, and professional development support for staff.
3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
Ensure robust monitoring systems are in place to track program progress and results.
Support MEAL teams to strengthen evidence-based programming, knowledge management, and adaptive learning.
Ensure timely donor and internal reports with high-quality narrative and data.
4. Financial and Grant Management
Manage program budgets in collaboration with finance and grants teams.
Monitor expenditure against budgets and ensure compliance with donor and Concern financial procedures.
Contribute to donor proposals, ensuring technical soundness and feasibility of design.
5. Representation and Coordination
Represent Concern in cluster coordination meetings, NGO forums, government platforms, and with donors at the regional level.
Strengthen partnerships with local authorities, UN agencies, civil society organizations, and communities.
Actively engage in advocacy on humanitarian and development priorities in the Tigray region.
6. Risk Management and Compliance
Identify and manage programmatic risks, including conflict-related operational constraints.
Ensure safeguarding, accountability to affected populations (AAP), and adherence to Concern’s Code of Conduct.
Maintain high standards of security awareness and compliance with Concern’s security guidelines.

Person specification:
Essential knowledge, skills and experience
Master’s degree in development studies, Project management, Public Health, WASH, Humanitarian Affairs, or related field
Minimum 7 years of progressive experience in managing multisectoral humanitarian and development programs, preferably in complex emergency settings.
Proven experience in team leadership, budget management, and donor reporting (ECHO, USAID/BHA, UN Agencies (WFP, and UNICE), Irish Aid, Czech aid, FCDO etc.).
Strong knowledge of nutrition, health, WASH, livelihoods, education, and protection programming.
Demonstrated experience in working with government counterparts, humanitarian clusters, and local partners.
Excellent communication, analytical, and problem-solving skills.
Fluency in English (spoken and written).
Desirable
Previous work experience in Tigray, Ethiopia or Horn of Africa conflict/post-conflict settings.
Knowledge of Tigrigna or Amharic.
Experience with conflict-sensitive programming and resilience approaches.
