Consultancy Title: Rapid Assessment and Training Provision on Credit Life Micro-insurance for three financial institutions in Mekelle, Tigray.

Background of the Programme

The Economic Recovery for Conflict-Affected Population Project (ER-CAP) is a five-year project aiming to improve the economic adaptation, protection, and recovery of populations affected by conflict. The programme, led by Mercy Corps in collaboration with the Danish Refugee Council (DRC) and First Consult, uses an integrated conflict-sensitive, systems-strengthening, climate-smart, and inclusive approach to enhancing systems that support the economic recovery of communities in three regions. The programme aims to benefit 43,540 individuals, with a specific focus on Internally Displaced Persons (IDP) and returnee women, youth, and other marginalized groups

In this specific assignment, the consulting firm will be responsible for conducting rapid assessments on credit life micro-insurance product features and delivery channels of the three partner financial institutions, preparing three days credit life micro-insurance training manual and power point presentation with training schedule. The training will be held in Mekelle in collaboration with ER-CAP access to finance staff. The target trainees will be ER-CAP partner financial institutions (Adeday MFI, Lideta MFI, Fana youth SACCO) relevant staff and ER-CAP staff. 

Objective of the Assignment

  • Conduct rapid assessment and review the credit life micro-insurance products and services of the three financial institutions,

  • Identify the challenges and opportunities of the existing credit life micro-insurance product of each financial institution,

  • Develop credit life micro-insurance training manual based on the assessment findings, national and international experiences,

  • Develop performance tracking and reporting templates,

  • Facilitate three days training including practical exercises on underwriting and claim processing to partner financial institutions staff as per the time schedule,

  • Prepare Rapid assessment and training report.

Scope

  • The study will be conducted in the Tigray Region, Mekelle city in two MFIs and one SACCO. 

Deliverables 

  • Conduct rapid assessment and review the credit life micro-insurance products and services of the three financial institutions,

  • Identify the challenges and opportunities of the existing credit life micro-insurance product of each financial institution,

  • Assess the regulatory conditions of the credit life micro-insurance service by MFIs and SACCOs. 

  • Develop credit life micro-insurance training manual based on the assessment findings, national and international experiences,

  • Prepare training schedule in consultation with ER-CAP access to finance team,

  • Facilitate five days training including practical exercises on underwriting and claim processing to partner financial institutions staff as per the time schedule,

  • Share the word document and power point presentation training material to the training participants. 

Methodology 

The rapid assessment will deploy a qualitative survey using different tools for secondary data sources. It will be done using desk/document review (reports, policyholders contract agreements, micro-insurance product documents, premium collection reports, claim settlement actual reports, etc.  Moreover, Key Informant Interview will be conducted with senior officials, risk management and compliance focal persons, internal auditors and other relevant staff.

Some of the tools proposed include but not limited to:

  • Detail check list for desk review and secondary data collection tailored to each financial institution.

  • Key informant interview (KII) tools tailored to each financial institution and target interviewees

Coordination and Partners Involved

Proper coordination with key partners at the field level is of paramount importance for the success of the assessment and training delivery. Hence, it is required to closely work with all potential partners, Adeday MFI, Lideta MFI, Fana Youth SACCO, National and regional ER-CAP, to provide access to finance staff and others when necessary. 

Responsibilities 

The Consultant is expected to:

  • Submit an inception report detailing the methodology to be used including the main methodologies, the sampling techniques, the proposed source of data, procedure for data collection and analysis. The proposed assessment tools will be discussed and approved by First Consult Development before the commencement of the actual data collection.

  • Conduct rapid assessments based on the details discussed under each task.

  • Submit a first draft report incorporating suggestions and recommendations of the reference groups.

  • Submit a final report (electronic copies of PDF and Word formats).

  • Submit an electronic copy of all data collection tools, raw data, and data sets used.

  • Prepare and submit training material (in word document and Ppt) and deliver training. 

First Consult Development is expected to:

  • Recruit the consultant and finalize the consultancy agreement.

  • Share relevant documents with the consultant.

  • Provide inputs for the assessment, methodology, data collection tools, and report.

  • Closely follow up the assessment process ensuring quality control, daily debriefing, and meeting timelines.

  • Engage the team members in every step of the assessment to ensure inclusive and quality intervention design and quick implementation immediately after the assessment is completed. 

Timeframe / Schedule and Location:

The consultancy firm will work with ER-CAP project access to finance national and regional teams and its partners in the Tigray region Mekelle City. The study is expected to be completed within a maximum of two months upon signing of the agreement.

Working arrangement and Reporting 

The consulting firm will be working under a contract with First Consult Development and will report directly to the First Consult Development-ER-CAP Access to finance lead.  

The consultancy firm is expected to work within the required deadlines with high quality standards and be available in accordance with schedule, which can be adapted as needed. 

Required Qualifications

  • Having a team of experts for whom have educational background and practical experience in the financial sector.

  • Have team members/members with micro-insurance training certificates.

  • Knowledge and experience of credit life micro-insurance will be an advantage.

  • Previous experience of at least 5 years with NGOs and INGOs working on related assignments in the context of IDPs and host communities. 

  • Experience in facilitating in undertaking qualitative data collection and analysis.

  • Excellent presentation and representation skills in multicultural contexts.

  • Ability to work under pressure and meet tight deadlines.

  • Ability to translate complex technical ideas to a non-technical audience both verbally and in writing.

  • Knowledge and experience of embedding cross-cutting approaches as an aspect of organizational change.

  • Fluent written and spoken English and team members fluent in Amharic are required.

The potential consultant should prepare a budget based on the proposed methodology and resources required for the assignment. The financial proposal should include daily fees for the assigned personnel and the total cost to execute the assignment.
