PSI Ethiopia is embarking on a new innovative project in Ethiopia called Delivering Innovations in Self-Care. 

This project will support the FMOH to introduce DMPA-SC for self-injection as a part of the method mix in Ethiopia. PSI Ethiopia’s support to the MOH for the simultaneous introduction and rollout of DMPA-SC PA and SI will build on the lessons learned, best practices, and materials already developed through PSI’s global flagship program, DISC, Discovering Innovations in Self-Care. At the user level, a communications ecosystem will be created to support women across their self-injection journey. At the community level, word of mouth and support structures will be created through experienced users and communities. At the provider level, a focus on mindset shifts will improve the support providers give women for self-care.

 

We are looking for an  Officer, Quality Assurance and Training who will be responsible for supporting the Advisor, Quality Assurance and Training with the implementation and operations of self-care interventions such as DMPA-SC SI within the DISC framework and aligned with the FMOH’s introduction and scale-up plan. This individual will support cross-functional teams, partnerships with key stakeholders and provide programmatic and administrative support.

Main Duties and Responsibilities:

The Quality assurance and training officer will work under the supervision of the Project Director, DISC country Lead to ensure smooth implementation of the program. S/he will support implementation activities, monitor deliverables, and help ensure timely reporting.

Key Responsibilities:

Capacity Building and Training:

  • Facilitate and coordinate training sessions for healthcare providers on DMPA-SC provision, self-injection counseling, and client-centered approaches.
  • Ensure training logistics including venue readiness, availability of materials, and preparation of practicum sites
  • Supervise the role plays, practical sessions and assess competency acquisition of training
  • Organize and support the logistics of project events including meetings, workshops, site visits and other project events,
  • Coordinate with trainers, facilitators, participants, guests, and vendors to ensure smooth delivery of planned events.
  • Support the integration of self-care approaches into routine Family Planning services.

Supportive Supervision and Mentorship:

  • Conduct and facilitate post-training follow-up and mentoring to reinforce skills and ensure practical application.
  • Undertake regular facility visits to assess FP service quality, with emphasis on DMPA-SC provision.
  • Apply quality assurance (QA) assessment tools to identify service gaps, develop corrective action plans, and track implementation progress.
  • Provide coaching to providers to strengthen empathy counseling and adherence to self-injection protocols (eligibility criteria, observation checklists, and job aids).
  • Monitor supply chain challenges within facilities for FP commodities and liaise with EPSS, FGAE and other stakeholders for timely solutions 
  • Summarize facility performance and escalate systemic issues requiring administrative action.
  • Identify additional facility-level support needs (e.g., refresher trainings, review meetings, job aids).

Data Use and Monitoring:

  • Collect, validate, and analyze service delivery and training data in collaboration with FGAE focal and PSI M&E team.
  • Monitor uptake, continuation, and client outcomes of DMPA-SC/self-injection.
  • Ensure data quality at facility level through supportive supervision, coaching, and RDQAs.
  • Track facility-level commodity use, stock-outs, and wastage rates.
  • Facilitate client satisfaction surveys and analyze results to improve service delivery.
  • Monitor trends in method shift (e.g., DMPA-IM to DMPA-SC self-injection).
  • Promote data-driven decision-making for continuous quality improvement.

Coordination and Representation:

  • Serve as PSI’s focal point for quality assurance in DISC-supported sites/ facilities
  • Maintain effective communication with regional health bureau, FGAE, facility heads, and other stakeholders to ensure alignment with national standards and policies.
  • Represent the DISC project in relevant technical meetings, workshops, review forums, and joint supervision visits.

Communication, Documentation and Learning:

  • Document and share lessons learned, success stories, and best practices related to DMPA-SC service initiation and quality improvement.
  • Contribute to donor reports, technical briefs, and periodic program updates.
  • Prepare briefing notes, talking points, and presentation materials for donor, government, and stakeholder engagements.
  • Strengthen communication and collaboration between PSI/Ethiopia departments, FGAE, government bodies, and other key stakeholders.
  • Support knowledge management and institutional learning within the project team.

Qualification and Experience: 

  • At least two (2) years with a Master’s or four (4) years with a first  Degree in Nursing, Public Health, Midwifery, or related field.
  • Experience in family planning/reproductive health programs, preferably in quality improvement and training roles.
  • Experience working with DMPA-SC or other injectable contraceptives is highly desirable.
  • Strong facilitation, coaching, and mentoring skills.
  • Familiarity with self-care, Client-centered Counselling, and task-sharing in FP service delivery is a plus.
  • Excellent written and verbal communication skills in English and local languages

Competencies:

  • Client-centered and rights-based approach to service delivery.
  • Field-oriented with willingness to travel frequently to public health centers in Addis Ababa.
  • Ability to work collaboratively with government counterparts and facility-based staff.
  • Strong problem-solving and analytical skills.
  • High level of integrity and professionalism.
  • Provide administrative and coordination support for sub-award management, including organizing partner meetings and follow-up.

  • Experience working on youth or adolescent-friendly reproductive health programs.

  • Understanding of quality assurance tools and monitoring systems in health programming.

  • Experience in facilitating trainings and/or supporting training logistics.

  • Familiarity with Ethiopian MOH systems and administrative procedures.
