We are looking for a a Monitoring, Evaluation, and Learning advisor to design and develop an appropriate and viable M & E system to ensure PSI/E projects and programs are performed as planned and bring the desired impact through monitoring, evaluation, research, and documenting lessons learned. The Monitoring, Evaluation, and Learning (MEL) advisor will be responsible for the planning and implementation of MEL activities required for the success of Family Planning (FP), Maternal, Newborn and Child Nutrition & Health (MNCNH), Immunization, and Primary Health Care (PHC) projects. In partnership with internal departments and partners, s/he will develop necessary M&E frameworks, tools, indicators as well as facilitate baseline, midline and endline evaluations of the projects as deemed necessary. The MEL Advisor shall ensure that the projects collect, clean, store, and use high-quality data for reporting on projects’ progress, effectiveness, and results consistent with the overall project design, expected results and Performance Indicator Tracking Table (PITT). The MEL Advisor will work closely with the program directors, managers, and project technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decisions, and to provide project updates, as required.
Job Responsibilities:
Oversee and lead the MEL activities of Family Planning (FP), Maternal, Newborn and Child Nutrition & Health (MNCNH), Immunization, and Primary Health Care (PHC) projects in collaboration with area office leads and partners.
Develop, manage, and implement a monitoring and evaluation system (performance monitoring plan) for the Family Planning (FP), Maternal, Newborn and Child Nutrition & Health (MNCNH), Immunization, and Primary Health Care (PHC) project that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, learning, and adaptation.
Provide training, assistance, and consultation, as needed, on data interpretation and use and reporting.
Maintain electronic and paper-based MIS systems for data capturing, tracking, reporting all quantitative program service statistics, data storage and other activity data.
Lead collection of periodic data reports and compilation of narrative reports.
Communicate information obtained through MEL activities to program staff, and external stakeholders, to enable informed decision making.
Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
Prepare the MEL section of the annual work plans, and of review or updates of it, as needed.
Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan.
Oversee or lead any assessments including project related surveys and evaluations, and the implementation of the MEL system on a day-to-day basis to inform project to inform programming decisions.
Conduct learning workshops with stakeholders to evaluate progress, identify areas for improvement/adjustments to activities and strategies to ensure alignment with objectives, foster transparency and accountability
Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
Lead learning agenda for the project and support integration of evidence into routine practice.
Prepare inputs for regular and ad hoc reports pertinent to the projects MEL activities; .
Perform other related duties as assigned by the immediate supervisor
Qualification and Experience:
At least six (6) years with a master’s or eight (8) years of experience with a first degree in statistics, economics, social science, public health, or any other related discipline is required
Experience in Family Planning (FP), Maternal, Newborn and Child Nutrition & Health (MNCNH), Immunization, and Primary Health Care (PHC) projects
Demonstrated experience in use of qualitative and quantitative methods for data analysis.
Experience in monitoring and evaluation outcomes and associated data collection tools, systems and methodologies
Experience developing trigger monitoring tools, performance monitoring plans and associated data collection tools systems and methodologies.
Other skills
Excellent written and, verbal skills in English and Amharic as well good inter-personal communication skills
Willingness to travel outside Addis Ababa.
Demonstrated ability to work independently with minimum supervision.
Excellent interpersonal skills and good team spirit.
Ability to follow deadlines, accuracy, and attention to detail.
Strong management skills and experience on technical project implementation
