Position Title: Woreda Program Officer
Reports to: Regional Program Manager (with technical support from thematic Coordinators)
Duty Station: Assigned Woreda, with frequent travel to kebeles/communities
Contract Type: Full-time, Fixed Term (renewable based on performance and funding)
Role Purpose
The Woreda Program Officer will be responsible for the day-to-day implementation, coordination, and monitoring of the Biqu Wetat Programme at the woreda level. The role ensures that youth in target communities benefit from integrated services in education, livelihoods, MHPSS, WASH, and protection.
The Officer will serve as the focal point for AISDA at the woreda level, coordinating closely with government offices, community structures, TVETs, schools, and private sector actors to deliver program interventions effectively and in line with the needs of conflict-affected and disadvantaged youth.
Key Responsibilities
Programme Implementation
- Support the roll-out of program activities in education, livelihoods, MHPSS, WASH, and protection at woreda and kebele levels.
- Mobilize youth, communities, and local institutions to actively participate in program interventions.
- Facilitate community dialogues, trainings, and awareness campaigns.
- Ensure interventions are inclusive of girls, youth with disabilities, and other marginalized groups.
Coordination & Partnership
- Serve as the primary liaison between AISDA, woreda government offices, community leaders, and youth groups.
- Coordinate with woreda bureaus (education, health, livelihood, youth & sports, WASH) for smooth program delivery.
- Engage with local private sector actors and service providers to strengthen youth opportunities.
Monitoring, Reporting & Learning
- Collect and submit timely and accurate data to the Regional MEL Coordinator.
- Track progress of activities and share field updates, challenges, and lessons learned.
- Document success stories, case studies, and community feedback.
- Participate in monitoring visits, reviews, and learning sessions.
Safeguarding & Accountability
- Ensure all activities comply with AISDA’s safeguarding, gender equality, disability inclusion, and PSEA policies.
- Promote safe and inclusive environments for youth participation.
- Facilitate community feedback and complaints mechanisms.
Required Qualifications & Experience
- Bachelor’s degree in Education, Social Sciences, Public Health, Development Studies, or related field.
- Minimum 5 years of relevant experience in community-based program implementation (experience with youth-focused or humanitarian projects preferred).
- Minimum of 3 years Proven Experience in managing and coordinating multi-sectoral projects at regional, zonal or woreda level
- Experience working with woreda government structures, schools, TVETs, and community-based organizations.
- Knowledge of participatory approaches, community mobilization, and youth engagement.
- Familiarity with humanitarian and development programs in conflict-affected settings.
- Strong written and spoken communication skills in Afarigna is required
