PUI in Ethiopia:

Following the North Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.

And has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.

The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is implementing humanitarian assistance in Debatie, Bullen, Dangur and Pawi woredas while in Afar, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, Wasama and Dallol woredas of Afar region in Kilbati Rasu zone.

PUI is working with Expertise France to integrate SRH and GBV protection activities in its ongoing project in Afar region targeting Abala area.

For this purpose, PUI is actively recruiting new staff in various disciplines of health, PSS and protection to be part of Roving Protection and Medical Team (RPMT) based in Abala town, Afar region, Kilbati Rasu zone and support four health centers in Abala and Wasama woredas.

Overall Objective:

Under the supervision of the Protection Specialist, and in close collaboration with the RMPT team, the GBV Case Management Officer will provide high-quality, confidential GBV case management and counseling services, facilitate emotional support groups, and contribute to awareness raising, referrals, and capacity building. The position will ensure survivors of gender-based violence receive timely, survivor-centered, and appropriate services in accordance with international standards, GBV SOPs, and PUI’s protection strategy in Afar. 

Tasks and Responsibilities

Case Management & Psychosocial Support.

  • Provide GBV case management services, including needs assessment, action plan development, safety planning, referral, follow-up, and case closure, in line with GBV SOPs and the guiding principles of safety, confidentiality, respect, and non-discrimination.
  • Deliver confidential counseling services for survivors referred to case management.
  • Record and safely store GBV case data in the GBVIMS/GBVIMS+ systems, adhering to inter-agency information-sharing protocols.
  • Provide tailored technical support for child survivors, ensuring case management and referrals are age appropriate.

Emotional Support & Community Engagement.

  • Facilitate emotional support groups for women and girls at risk of or affected by GBV.
  • Conduct awareness-raising and information dissemination sessions to encourage survivors to seek support and access services.
  • Share survivor-centered messages on available services and referral pathways.

Capacity Building & Service Linkages.

  • Deliver basic GBV training to PUI staff and frontline actors on core GBV concepts, guiding principles, and safe identification and referral mechanisms.
  • Strengthen referral pathways through safe linkages to health care, psychosocial support, legal, and other multidisciplinary services, based on updated service mapping and SOPs.
  • Advocate for service gaps and raise challenges in GBV response with the Protection Specialist and wider RMPT team.

  Emergency Support & Risk Mitigation.

  • Support the provision of emergency assistance such as dignity kits and emergency cash for GBV survivors in line with program guidance.
  • Participate in risk mitigation activities, including safety audits and protection monitoring, under the supervision of the Protection Specialist.
  • Contribute to strategies that reduce risks and vulnerabilities of women, girls, and other at-risk groups to GBV in the Afar context.

 Coordination & Reporting.

  • Work closely with RMPT team members to ensure integrated and coordinated GBV programming.
  • Contribute to internal and donor reporting on GBV case management activities.
  • Participate in coordination meetings and capacity-building initiatives as required.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.

Required Qualifications and Professional Experience

  • Bachelor’s Degree in social work, Counseling, Psychology, Gender Studies, Health or a related field.
  • Minimum 4 years of  which 2 years proven experience in direct GBV case management and survivor-centered service provision.
  • Experience in psychosocial support, protection programming, or empowerment initiatives.
  • Previous work experience with communities on GBV prevention, awareness raising, and service provision.

Desirable

  • Knowledge of early marriage consequences and prevention strategies.
  • Experience supporting GBV risk mitigation in humanitarian settings.
  • Experience direct handling of survivor center GBV case management.

Required knowledge & skills:

  • Strong knowledge of GBV guiding principles, case management standards, and referral protocols.
  • Familiarity with child protection, psychosocial support, and reproductive health principles.
  • Good understanding of GBVIMS and safe data handling.
  • Excellent communication and psychosocial first aid (PFA) skills.
  • Computer literacy, including Microsoft Office (Word, Excel, Outlook).

Other Requirements
