ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referenda, and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on the enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the Deputy Head – Election Operations Department Position who meet the following requirements.

Job Summary
The Deputy Head of Election Operations supports the Head of Election Operations in planning, coordinating, and executing all electoral activities. This role assists in logistics management, security measures, and results declaration. The Deputy Head of Election Operation collaborates with relevant departments and regional offices to ensure seamless election operations and upholds ethical principles throughout the process.
Duties and responsibilities
Primary Responsibilities of the Head, Election Operations:
Support in Comprehensive Election Planning:
Collaborate with the Head of Election Operations in developing comprehensive election plans for various levels of elections and referendums.
Logistics and Resource Coordination:
Assist in coordinating logistics, resources, and personnel to ensure the smooth execution of all electoral activities.
Support the planning and allocation of resources effectively to support operational needs.
Security Measures:
Collaborate with the Head of Election Operations in implementing and managing security measures to safeguard the integrity of the electoral process.
Assist in liaising with relevant security agencies to ensure a secure environment during elections.
Vote Counting and Results Declaration:
Participate in supervising and administering the process for vote counting, result tabulation, and the timely declaration of election results.
Ensure accuracy and transparency in the results declaration process.
Election Planning Support:
Provide support in the development of detailed election plans, including clear timelines and milestones, in collaboration with relevant departments and regional offices.
Polling Stations and Voter Registration:
Assist in ensuring the establishment of polling stations for each level of elections and referendums.
Support effective voter registration and the preparation of accurate voter lists.
Assist in the recruitment and training of polling station staff.
Polling Staff Training:
Collaborate in the development of training materials for polling station staff.
Support the planning and execution of training sessions to prepare election officials and volunteers for their roles.
Dispute Resolution Support:
Provide support in handling election-related disputes and complaints at each level.
Assist in ensuring fairness and transparency in dispute resolution processes.
Collaboration with Stakeholders:
Collaborate closely with regional offices, Election ICT, Election Logistics, international observers, and other relevant stakeholders.
Support the Head of Election Operations in ensuring seamless coordination and implementation of operational activities.
Ethical Guidelines:
Uphold ethical principles, including impartiality, transparency, and neutrality, in all election and referendum-related activities.
Budget and Resource Allocation Support:
Assist in planning and allocating resources, including budget requirements, for all operational activities at each election level and for referendums.
Support efficient resource utilization.
MA or Ph.D in Management, Economics, and other relevant fields
9 years and Masters | 7 years and Ph.D. | 4 years in a leadership role
Strong understanding of electoral processes, procedures, and legal frameworks.
Effective project management and coordination skills.
Knowledge of security protocols and measures related to elections.
Excellent communication and negotiation skills.
Analytical thinking and problem-solving abilities.
Commitment to upholding ethical principles and maintaining impartiality.
Financial management skills for budget planning and resource allocation.
