ORGANIZATIONAL OVERVIEW 

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referenda, and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on the enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the Deputy Head – Planning, Monitoring, Evaluation and Learning (PMEL) Department Position who meet the following requirements.

Job Summary

The Deputy Head, Planning, Monitoring, Evaluation and Learning (PMEL) Department supports the Head in leading the department’s strategic planning, monitoring, evaluation, and learning functions. This role ensures the effective implementation of NEBE’s strategic plan by overseeing data collection, performance tracking, institutional learning, and reporting. The Deputy Head plays a key role in strengthening NEBE’s evidence-based decision-making, supporting risk management, and coordinating with stakeholders on electoral governance.

Duties and responsibilities

  • Primary Responsibilities of the D/Head, PMEL:
  • Assist in the development and execution of NEBE’s strategic plan.
  • Support the design and implementation of performance monitoring systems for electoral programs and operations.
  • Support the development of knowledge-sharing platforms, including reports, workshops, and after-action reviews.
  • Assist in preparing detailed reports on NEBE’s performance, project outcomes, and electoral program effectiveness.
  • Support the development of partnerships for research, evaluations, and capacity-building initiatives.
  • Assist in organizing training sessions for NEBE departments on planning, M&E methodologies, and data utilization.
  • Assist in supervising and mentoring PMEL staff to enhance their technical and analytical skills.

Required Skills & Qualifications:

  • MA/MSc or Ph.D. in Economics, Statistics, Math, Management, and other relevant fields

  • 9 years and Masters | 7 years and Ph.D. | 4 years in a leadership role

  • Knowledge of PMEA or MEAL system, preferably in the context of elections or governance-related programs.

  • Knowledge of Election cycles and Strategic Management.

  • Know how to think strategically and devise long-term strategies   

  • Familiarity with electoral laws, regulations, and processes is advantageous.

  • Knowledge of and proficiency in quantitative and qualitative data analysis techniques.

  • Knowledge of PMEL methodologies, tools, and best practices.

  • Knowledge of data analytics and proficiency in quantitative and qualitative data analysis techniques,

  • Knowledge of the socio-economic situation of the country,

  • Know how to perform analysis and interpretation of data

  • Strategic management skills,

  • Resource allocation and Budget management skills,

  • Demonstrated leadership and managerial capabilities to lead a team effectively,

  • Delegation skill,

  • Time Management skills,

  • Relationship building and communication skills,

  • Negotiation and Persuasion skills,

  • Excellent written, oral communication, and presentation skills, with the ability to convey complex information to diverse audiences,

  • Strong organizational skills and attention to detail,

  • Proven analytical skills, which include collecting, synthesizing,  and analysing it all,

  • Strong report writing skills to internal and external partners,

  • Excellent ability to identify significant capacity building opportunities,

  • Organizational skills, with the ability to undertake multiple tasks,

  • Fluency in English and Amharic required (written and spoken),

  • Adaptability/ flexibility,

  • Willingness to adhere to all principles of confidentiality and impartiality, 

  • Data protection/Sensitivity,
