Oromia Development Association (ODA) invites committed, experienced and competent applicants for the following position. 

Introduction 

Estimates for 2022 show that there are more than 3.9 million zero-dose and under-vaccinate children in Ethiopia. Among these 1.5 million are estimated to be in Oromia region. These include 64,732 zero-dose and 143,128 children in the conflict-affected of Kelem Wellaga and Horo Gudru Zones. This gap in immunization coverage has led to frequent outbreaks of vaccine-preventable diseases, particularly measles. The main goal of the CSO engagement project is to increase immunization coverage and reduce the number of zero-dose and under-vaccinated children in 10 conflict-affected woredas. This vacancy position is to employ project staff for implementation of the project. ODA will plan to recruit project staff at Regional office, Zonal and Woreda level. The target Woredas of Zero-Doze immunization and under immunization are Kelem Wolega zone (eight Woredas of Saden Chanka,Hawa Gelan , Lalo kile,Gawo Kebe,Seyo,Dambi Dollo,Dale Wabera and Dale Sadi )of  Oromia Region.

2. Category:  Community Development Program Division 

Report To:  Regional  EPI project Manager

3. Duties and Responsibilities

  • Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the community Development Program Division , Project manager and  Technical Specialists, Managers; and Research Development and Resource mobilization,

  • Conduct and track data collection, analysis and interpretation for the project under implementation ;

  • Develop and submit quarter, bi-annual and annual program  and project planning and reports;

  • Facilitate and organize annual/bi-annual program performance review and  learning meetings in collaborating with project manager and technical team members;

  • Schedule and manage project meetings, supportive supervision and monitoring sessions  in collaborating with Project manager;

  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in implementing project activities and developing plans to minimize or eliminate such bottlenecks;

  • Take part in the  development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance;

  • Develop project results framework implementation, evidence and knowledge development and dissemination as well as quality assurance in monitoring and evaluation;

  • Strengthen partner relationships with all major donors, mid-level donors, and support Donor Liaison Coordinator in building strong relationships with support offices ;

  • Develop indicators and monitoring strategies for the project; and Conduct capacity assessment on existing monitoring and evaluation system,

  • Conduct monitoring and evaluation works including experience in conducting performance progress and impact evaluations; formatting logical frameworks, overseeing project monitoring systems and/or evaluating projects;

  • Conduct data validations, planning, quality controls, qualitative and quantitative statistical sampling, information analysis, Evidence and knowledge development and dissemination; 

  • Plan and design implementation of assessments; developing analytical reports; and conducting survey/field research;

  • Document manually, and Upload annual reports and knowledge development and dissemination, IEC/SBC, success and learning of each projects and overall program on website, telegram, Goggle sheets, dashboards and other media outlet in collaborating with other program and ICT team and draw lessons and successes;

  • Develop and maintain updating all required project documentation, including schedule, risk issues , data base system and others;

  • Develop performance monitoring output and impact indicators; and monitor all project activities, expenditures and progress towards achieving the project output;

  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;

  • Provide feedback to the Project Manager on project strategies and activities;

  • Commits to support all the efforts of the ODA to prevent and respond to SEA allegations: adhere to the ODAs code of conduct, 

  • Perform  other duties assigned by the immediate supervisor 

4. Qualification:  MA/MSC Epidemiology, GPH, BA/BSc in Health and Other related fields,

4.1. Work Experience:  Minimum of 6 years for MA/MSCor 8 years for BA/BSc of relevant experience with government; national or international organizations in planning, monitoring and evaluation in public health, expanded immunization, child health or related fields.

Previous work in qualitative and quantitative methods, developing analytical reports; and conducting survey/field research; developing/preparing monitoring and evaluation guideline and strategic plan; and data management is preferred.  

4.2.Skills  Excellent written and spoken skills in Afaan Oromoo, Amharic and English languages;

  • Thorough knowledge of Microsoft Office suite applications, including Word, Excel and Power point;

  •  Experience in strategic planning and performance measurement;

  • Experience analyzing and manipulating data contained in database(s). Strong analytical written communication public speaking and inter-personal skills.

  • Demonstrated experience in drafting and authoring weekly monthly and quarterly reports, bi-annual and annual;

  • Work requires great flexibility and ability to adapt to a changing environment and the capacity to provide sound analyses and work under time pressure.

  • Proven experience in monitoring and evaluation or social science research using techniques such as needs assessments surveys interviews and focus groups.

  • Progress and impact assessment logical frameworks and program/project evaluation. Experience with data validations; planning; quality controls; qualitative and quantitative statistical sampling; information analysis; the design and implementation of assessments; developing analytical reports; and conducting survey/field research
