JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access to, reproductive, maternal, neonatal, child, and adolescent health (RMNCAH) services, primary health care (PHC) including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change. 

Project Overview 

The Strengthening Service Delivery (SSD) Project focuses on building upon and leveraging previous and current Gates Foundation, and other, investments to improve the quality of downstream, supply-side integrated services accessed often by women, newborns, children, and youth. Through this award, JSI, with partners including Engender Health, Ethiopian Midwives Association, Family Guidance Association of Ethiopia, in Supply Health, Think Place, and local universities and development associations, aims to strengthen the service delivery structures through locally-led technical assistance. Together, we’ll work to further expand structures and processes improvements to enable better care offerings in reproductive, maternal, newborn and child, adolescent health and nutrition (RMNCHN) services. Our work will also focus on improving last-mile supply delivery and commodity management disconnects. The eCHIS scale up project is funded by Children’s Investment Fund Foundation (CIFF) contributes to the national eCHIS scale up woreda coverage and is accompanied by improved reproductive, maternal, child health, nutrition and other preventive health services.

Position Summary

The Digital Health Advisor leads the implementation of digitization activities of the SSD project including but not limited to the development and customization of e-learning materials/blended learning materials, learning management systems, job aids, digital reference tools,  tools, job aids, virtual supervision and mentorship tools, feedback and mentorship platforms across project intervention areas. The advisor will coordinate with SSD’s and eCHIS technical experts and sub-grantees to identify interventions that need digital support and undertake an inventory of the available digital tools for possible customization for the project’s context. S/he will also work closely with MoH and other stakeholders to design, develop, and deploy the digital blended and logistic system platforms and tools. The advisor will provide technical support and training for the field teams of the project and follow up with and monitor the implementation of the digital interventions. 

Duties and Responsibilities

  • Lead the digitization strategies of the SSD project work on eCHIS for RMNCH key indicators tracking (including zero dose, delayed vaccination, MNCH cohort, family planning); MNCH cohort establishment and follow up; optimize eCHIS for service delivery including supply chain module; develop, monitor and maintain interactive dashboards to track indicators and progress in the above;

  • Support digital work in supply chain management data visibility and related innovations; 

  • Conduct inventory of available digital learning, supply chain, AI tools and processes to RMNCH, Nutrition services, and supply chain management systems and customize to the SSD contexts.

  • Collaborate with other technical teams to develop digital tools and visualization platforms for RMNCH, Nutrition, supply chain, virtual mentorship and monitoring of project activities;

  • Customize tools and platforms such as  DAGU, iHRIS, eCHIS supply and logistic module, and others to the SSD project scope and approaches

  • Support eCHIS project and platform work on data use and visualization;

  • Build the capacity of central and field-level teams on the rollout and use of developed digital tools.

  • Provide ongoing technical support and troubleshoot the implementation of developed digital tools in the project areas/demonstration sites.

  • Work closely with different departments such as MCH, Digital Health, Human resources Lead executive Office and other executive offices of the MoH in the design and implementation of digital training and tools.

  • Collaborate with and provide technical guidance for the project sub-grantees 

  • Collaborate with MEL and Communication team to establish a monitoring system (e.g., indicators and data collection methodologies) and prepare protocols and tools to track reach of effectiveness of digitization of interventions. 

  • Partake in the documentation of lessons from innovations in the area of digital health and preparation of documents like technical briefs, lessons learned, best practices in collaboration with specific technical advisors and communication team, and share with stakeholders on different fora.

  • Participate in the planning and implementation of research in relation to digital health interventions. 

  • Represent the project in various relevant technical meetings, working groups, and conferences.

  • Perform other duties as assigned 

  • MSC or Advanced degree in software engineering, computer sciences, or another equivalent technical field with additional trainings in data science, data analytics, visualization.

  • At least five years of hands-on experience in the design, development and implementation of e-learning, digital tools, and data visualizations preferably in the area of RMNCAH programs.

  • Experience working and communicating with government officials, and other organizations in the field.

  • Knowledge of common health information management systems and digital global goods (e.g., DHIS2, OpenLMIS, OpenIMIS and Commcare). 

  • Experience in working on the eCHIS platform is an asset 

  • implementing technology-based solutions with users including user research, field testing, and training. Experience in defining and measuring the performance of digital products. 

  • Experience in setup and managing business intelligence tools such as PowerBi, Ai, Superset, Metabases, Tableau, or other data visualization platforms 

  • Experience with standard documentation practices, including in-line documentation, technical and functional specifications, user manuals, etc.

  • Strong communication and interpersonal skills as well as creativity, critical thinking, and problem-solving, with the ability to translate and communicate technical concepts to non-technical colleagues and stakeholders.

  • Effective verbal and written communication and presentation skills.

  • Proven experience working along the health system - from the community, primary health care units, and referral hospitals and conversant with the Ministry of Health Digital Health Blueprint

  • Self-motivated and team player with excellent attention to detail

  • Experience in interacting with local governments, international organizations and civil society representatives is desired. 

  • Speaking of more than one local language is a plus.
