About the Organization

Development for Peace Organization (DPO) is an Ethiopian non-profit organization established in 2020 with a mission of striving to meet the humanitarian and developmental needs of societies regardless of race, color, religion or cultural background. We are legally registered to work in Ethiopia (Reg. 5164) as National NGO and as INGO in South Sudan (Reg. 4178), Somalia (Reg. NGOD/Moifar0422/022) and Kenya (OP.218/051/22-400/12732); it is also processing its registration in Yemen. We are currently seeking an experienced Construction Site Supervisor Engineer to join our mission-driven organization.

Purpose of the Role

The Construction Site Supervisor Engineer will be responsible for day-to-day supervision, monitoring, and quality control of the construction of a Health Center and Staff Residences in a new under-establishment refugee camp in Gambella. The role ensures that the contracted construction company executes all works in line with the approved Bill of Quantities (BoQs), technical specifications, drawings, and contractual agreements. The Supervisor will serve as the technical focal point on-site, ensuring compliance with engineering standards, safety regulations, and donor/government requirements.

Key Responsibilities

1. Construction Supervision & Monitoring

  • Oversee daily construction activities of the health center and staff residences to ensure adherence to the BoQs, designs, drawings, and signed contract.
  • Monitor progress against agreed timelines and work schedules, reporting delays or deviations immediately.
  • Inspect quality of materials, workmanship, and equipment delivered and used on-site to ensure compliance with specifications.
  • Conduct regular site inspections to verify that works are executed according to engineering standards, safety regulations, and environmental compliance.

2. Contractor Liaison & Compliance

  • Act as the client’s representative on-site and the first technical point of contact with the construction contractor.
  • Ensure the contractor complies with contractual obligations, construction methodology, health and safety standards, and agreed milestones.
  • Verify contractor’s interim payment requests through measurement, certification, and documentation of completed works.

3. Reporting & Documentation

  • Prepare and submit weekly and monthly site progress reports, including photos, test results, and site visit notes.
  • Maintain detailed site records, including construction logs, material delivery notes, inspection forms, and correspondence with contractors.
  • Report and escalate technical or contractual disputes, variations, or non-compliance issues.

4. Coordination & Communication

  • Liaise with internal stakeholders, including program, logistics, and finance teams, to ensure smooth implementation.
  • Support coordination with local authorities, community representatives, and relevant humanitarian coordination forums in Gambella.
  • Participate in site meetings with the contractor, donor representatives, and organizational management.

5. Safety & Compliance

  • Ensure occupational health and safety regulations are enforced on-site for both workers and visitors.
  • Promote safe construction practices and monitor compliance with environmental and social safeguards.

Qualifications & Experience

  • Bachelor’s Degree in Civil Engineering, or related field (M.Sc is an advantage).
  • Minimum of 5 years of experience supervising construction projects, preferably health and/or residential facilities.
  • Proven experience in contractor supervision, project monitoring, and quality assurance of civil works.
  • Strong knowledge of Ethiopian construction codes, standards, and BoQ-based contract management.
  • Previous experience working in humanitarian or remote field settings (advantageous).
  • Proficiency in MS Office, AutoCAD, Civil 3D, ETABS, and construction management software.
  • Excellent communication, reporting, and negotiation skills.
  • Ability to work under pressure in a challenging field environment.
