Mahibere Hiwot for Social Development (MSD) is a legally registered Ethiopian civil society organization founded in 1999 inEthiopia. Over the past two decades, MSD has grown into a reputable national NGO with its head office in Addis Ababa and operational presence across several regions. It implements integrated development and humanitarian programs in health, child protection and GBV, livelihoods, migration, governance, and environmental protection. MSD works closely with government bodies, communities, and international partners such as USAID, UNICEF, UNFPA, GIZ, and others to bring sustainable change and improve the lives of vulnerable populations in Ethiopia.

MSD is a non-partisan, non-profit, local NGO working closely with communities across Ethiopia. Its current operational mandate covers seven regional states and Addis Ababa—with its headquarters located in Addis Ababa. 

MSD in collaboration with the EJR/DRA Project invites qualified and experienced consultancy firms to submit Expressions of Interest (EOI) for the following assignments:

  1. Salary Scale Survey with Organizational Structure
  2. HR Policy Development

1. Salary Scale Survey with Organizational Structure

Activity:
Conduct a comprehensive Salary Scale, Job Grading, and Benefits Package Study for MSD.

Type of Contract:
Fixed-time contract based on the selected firm’s quotation.

Duration:
One (1) month

Due to the current inflationary situation in the country, MSD’s management has decided to revise the existing salary scales, job grading structure, and related benefits packages. Accordingly, MSD invites qualified consultancy firms to conduct a thorough review and recommend an updated and competitive compensation structure, job titles, job descriptions, grading, and other relevant indicators.

Duties and Responsibilities:

The selected firm is expected to:

  • Define a fair, equitable, and competitive total compensation and benefits package aligned with MSD’s strategy and goals.
  • Develop a consistent compensation philosophy in line with MSD’s organizational culture and objectives.
  • Assess employee needs through organizational psychology surveys to identify motivational and engagement factors.
  • Ensure that compensation practices comply with current legislation (e.g., pay equity, human rights).
  • Use data-driven methods to recommend direct financial, indirect financial, and non-financial compensation mechanisms.
  • Prepare job descriptions, analyses, evaluations, classifications, and grading.
  • Participate in salary and labor market surveys to determine prevailing pay rates and benefits.
  • Differentiate pay systems to strategically invest in workforce segments that contribute the highest value.
  • Demonstrate strong verbal and written communication skills in English.
  • Complete the assignment and deliver the final report within the agreed time frame.

2. HR Policy Development

In line with MSD’s strategic direction and the need to ensure compliance with national labor laws, donor regulations, and international best practices, MSD is seeking qualified consultancy firms to review, revise, and update its existing Human Resources (HR) Policy Manual.

The goal of this assignment is to develop a comprehensive, practical, and compliant HR Policy that reflects both development and humanitarian operational contexts, ensuring clear guidance for staff management and organizational growth.

Duties and Responsibilities:

The selected firm will be expected to:

  • Conduct a thorough assessment of the existing HR policy and related procedures.
  • Align the revised HR policy with Ethiopian labor laws, relevant donor regulations, and international HR standards.
  • Integrate policies that reflect both development and humanitarian programming contexts.
  • Update sections related to:
    • Recruitment and selection
    • Employee onboarding and orientation
    • Compensation and benefits
    • Leave and working hours
    • Performance management systems
    • Disciplinary and grievance handling procedures
    • Learning and development
    • Safety, security, and safeguarding provisions
    • Exit and termination procedures
  • Provide clear guidance and tools to ensure the policy is practical and implementable across MSD’s head office and field operations.
  • Conduct consultative workshops with MSD management and key staff to collect input and build ownership of the policy.
  • Deliver the final policy document, including implementation guidelines and orientation materials.

Qualifications for the Salary Scale Survey with Organizational Structure

  • Minimum of six (6) years of relevant work experience, preferably within the NGO sector.

Qualifications for the HR Policy Development

  • Minimum of six (6) years of proven experience in HR policy development and review, preferably with NGOs.
  • Demonstrated knowledge of Ethiopian labor lawsUSAID and other donor HR compliance frameworks, and humanitarian HR practices.
  • Strong facilitation and consultation skills.
  • Excellent English writing and communication skills.
