About the Role - Purpose:

Systems Strengthening & Governance

• Promoting and implementing the Agenda for Change Principles and activities
• Actively participate and conduct different WASH need assessment.
• Implementing cost recovery activities including work on the WASH service Level monitoring; WASH budget tracking and expenditure studies
• Support water board and district development and implementation of WASH investment plans. 
• Strengthen institutional frameworks and local governance for WASH. 
• Facilitate multi-stakeholder learning platforms and forums.
• Provide technical guidance on WASH service delivery and infrastructure. 
• Build capacity of local government and community structures (WASHCo, Water board). 
• Promote sustainable and climate-resilient WASH technologies.
• Prepare detail work plan for WASH systems strengthen activities and ensure proper implementation of the same.
• Daily monitoring and recording of field activities related to WASH-system strengthen and track the project planned activity progress daily.
• Produces activity progress reports and submit to the supervisor as per the reporting schedule.
• Works closely with Woreda Health and Water Offices towards efficient and effective implementation of the response 
• Works in collaboration with other Concern staff, government partners & key stakeholder.

Coordination and networking

• Closely work with community Groups (WASHCOs, clan leaders, community key figures) and Kebele administrator for WASH system strengthening activities
• Conduct different review meetings and workshop with woreda partners, WASHCo and community representatives on progress of the WASH system strengthen activities and beneficiary compliance and feedback management systems.
• Establish good working relationships with Concern staff, government bodies and other stakeholders
• Coordinate with other Implementing Partners (IPs) in harmonizing WASH system strengthen interventions
• Attending field based WASH Cluster meetings 

Planning, Reporting and Accountability

• Contribute to the preparation of internal and external reports 
• Engage in evidence-based advocacy for WASH policy reforms.
• At all times, adhere to policies and guidelines of Concern.
• Give technical support at kebele level staff on mainstreaming gender protection, accountability and DRR in the implementation of hygiene and sanitation promotion

• Ensure that all hygiene/sanitation promotion activities are documented and recorded including desegregated data and reported to the respective woreda team leader 

Capacity Building and Technical Supervision

• Adhere to the organizational values, policies and procedures (including human resources, finance and logistics).

• Coordinate planning, implementation, monitoring and evaluation of the programs/projects operated in the respective Woredas.

• Provide guidance to staff on any new program initiatives and assist them in the rollout of new initiatives or corrective actions.

• Provide technical support and advice to teams and ensure quality of the programmes.

• Coordinate regular data collection, compiling and reporting with closely working with the woreda team, programme stakeholders in Somali operational woredas .

• Liaise and ensure mutual support with line sectors and Woreda administration for effective joint planning, implementation and wash system strengthening for Concern activities.

• Conduct field visits and supportive supervision with key stakeholders and develop actionable plan based on the findings.

Monitoring, Evaluation, Reporting and Learning

• Develop annual, monthly and weekly work plans and ensure their implementation so that project implemented according to the approved donor proposals.

• Prepare and submit timely and high-quality written reports for Concern, external stakeholders and donors. This will include weekly and monthly reports.

• Review and provide feedback to draft reports produced by subordinates.

• Document and share feedback from all meetings and disseminating to the Supervisor as appropriate.

• Maintain a database of all projects data in the assigned Woreda. Work with the MEAL team to analyse data and produce report on monthly basis.

• Coordinate the Woreda team to capture and document success stories and case studies across the projects for wider sharing. 

Coordination and Liaison 

• Coordinate efficiently with the REGRADE team in respective woredas to ensure smooth program implementation through effective resource utilisation, joint planning and progress monitoring and maintaining good team sprite.
• Represent Concern in different coordination forums in the Woreda in relevant matters.
• Lead and coordinate regular team meetings and share the meeting minutes with relevant Concern staff.  
• Closely works with the Woreda line sectors and other agencies to promote and facilitate good working relationships, collaboration and clear communication. 

• Attend external meetings with on time information sharing that expected from Concern as required.

• Support need assessments as required and share assessment findings/reports on timely manner.

Human Resources

• Directly manage technical assistants ( for wash, health/nutrition ) in respective intervention Woredas 
• Set performance objectives for direct reports using the Concern PDR system and carry out performance development reviews. Also, paly leadership role and ensure all staff in the Woreda facilitated their PDRs. 
• Identify ways of increasing individual staff effectiveness and providing regular feedback on performance.
• Provide technical and managerial support to coach the Woreda team in order to build their capacity to perform their assigned roles and responsibilities,
• In collaboration with senior system assistant in respective woreda, address any HR issues in a timely and appropriate manner. 
• Ensure good collaboration and team sprit among Woreda level and across Concern.

Other

• Perform other duties as assigned by the line manager for the accomplishment of Programme objectives.

Essential knowledge, skills and experience

• Degree or equivalent in, Social work, Community development, Environmental Science, Water Engineering, Public Health, and related fields.

• 3-4 years relevant experience, with at least 1 year management or advisory experience. 

• Strong technical/programme knowledge in area of responsibility.

• Additional training in local governance, participatory planning and budgeting, gender and development
• At least three years’ professional working experience in Water governance and scheme administration
• Experience in the water, sanitation and hygiene sector
• Experience with development programmes (esp. participatory processes, community-based programmes, poverty reduction programmes)
