About the Role - Purpose:
The Programme Coordinator will lead the effective, efficient and timely implementation of the Multisector Emergency Response in Somali, Tigray, and Amhara Regions in Ethiopia in line with the approved programme award and its objectives and targets, ensuring high quality technical and managerial performance and delivery and effective financial management of the programme. This includes ensuring full compliance with Concern Worldwide procedures and adherence to donor guidelines and rules.
Particular emphasis will be required on the 100% achievement of planned outcomes to a high-quality standard in line with best standards of practice in Ethiopia and internationally, effective participation by and accountability to communities and other stakeholders in all programme locations.
Specific Responsibilities:
Programme Implementation
Oversee the development of the programme’s Detailed Implementation Plan (DIP) and other progress tracking tools, and, in consultation with the SC – Programme Implementation, PD, Area Coordinators and other key management in Ethiopia, Regional Director and Desk Officer, and Concern US management, adapt the DIP in a way that is responsive to changing conditions and operating environments.
Manage the timely and effective implementation of the “Multisector Emergency Response in Somali, Tigray, and Amhara Regions in Ethiopia” programme and delivery of agreed results – in line with relevant Concern policies, ensuring joint monitoring processes with communities and other stakeholders and identifying opportunities for adaptation or successful approaches capable of replication. This will involve actively supporting and coordinating with regional management and teams (Area Coordinators, Programme Managers, etc.), relevant sector coordinators/advisers and active engagement across all of Concern’s support systems (operations and finance). Ensure adherence of all activities and expenditure to Concern’s, the donor’s and other international best practice standards.
Liaising with the Operations Coordinator and relevant staff, prepare and regularly update the programme procurement plan. Actively participate in procurement processes and support in ensuring that these are strictly conducted in line with Concern’s and the donor’s policies and procedures. Track all procurements for the programme on a monthly basis, working with the procurement teams to address any delays or bottlenecks.
Working across Concern departments and functions, ensure timely and high quality internal and external reporting in line with Concern’s procedures and donor requirements. Undertake timely identification of implementation and programme quality issues and ensure that effective and prompt corrective action is taken as necessary – engaging with relevant Concern in Ethiopia senior management, the Horn of Africa regional desk, and Concern US.
Working with the Finance Coordinator (Donor Grants) and his team, Area Coordinators and other relevant staff, ensure effective financial management of the programme - including donor budgets, monthly financial forecasting, proper recording, reporting and tracking of expenditure in compliance with Concern’s and donor procedures.
Contribute to the capture and dissemination of learning for adaptation of the existing programme and to inform future programme development. Ensure that agreed recommendations from recent programme evaluations are implemented.
With the SC – Programme Implementation, contribute to identifying and managing key risks during implementation – actively engaging in the areas of security management, protection & safeguarding, fraud prevention, among others.
Actively keep up to date on best practice in development and humanitarian work and apply this as may be feasible.
Working with relevant management, identify gaps in capacity or understanding among teams engaged in this programme implementation and support in the development and rolling out of training etc. to help address these.
Ensure the project management and implementation process is conflict sensitive, adaptive to local situations, and Do-No-Harm principles and practices are employed during the programme lifetime.
Working with relevant managers and staff in Ethiopia and at global level, ensure that donor-approved accountability, empowerment of women, protection of people at risk of violence, systems strengthening approaches, DRR, etc. are fully integrated within the programme implementation.
Identify technical assistance needs and coordinate the effective provision of this amongst project staff, government counterparts, and beneficiaries.
Play a leading role along with the CD, PD, Senior Coordinator – Programme Implementation and Senior Coordinator – Programme Quality, in representing Concern with the donor at meetings, platforms, working groups, etc.
Monitoring, Evaluation, Accountability & Learning (MEAL)
Undertake monitoring visits to programme areas and provide feedback to Area Coordinators, regional Programme Managers, and Ethiopia head office management. Actively contribute to promoting joint planning, monitoring, learning reviews with communities and other stakeholders as feasible in the programme.
Assist in identifying lessons arising from the programme and getting these written up and effectively disseminated as part of contributing to the country programme’s advocacy objectives.
Support in ensuring that programme implementation staff are familiar with the principles of accountability, safeguarding and Concern's Feedback Complaints & Response Mechanism (FCRM) and ensure that information about Concern's accountability and Code of Conduct commitments are effectively disseminated among programme participants and wider communities during implementation.
Working with the MEAL Coordinator and other relevant staff, ensure that the programme FCRM is effectively maintained and adapted as necessary - with an emphasis on the safety of complainants and people affected and strict confidentiality. Support in ensuring that complaints received are properly handled and addressed (with sensitive complaints transmitted to the CD) in line with Concern’s procedures.
Code of Conduct & Associated Policies:
Fully adhere to and actively promote Concern’s Code of Conduct & Associated Policies. Play a leading role in ensuring that programme activities are carried out in a way that minimises the risk of abuse, harm or neglect.
Report immediately/promptly any actual or suspected breaches of Concern’s Code of Conduct & Associated Policies to the Country Director / HR Coordinator / (or via the other communication channels outlined in Concern’s polices) and promptly follow any direction given by the CD or other properly appointed/delegated staff – before taking any action.
Fully adhere to security protocols and procedures and play a leading role in ensuring that all management and staff engaged in this programme also do so. Contribute to on-going security management and planning as necessary.
Respect confidentiality and follow ethical guidelines.
General Emergency Response Commitment:

To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.
All managers are required to actively participate in any emergency response as and when required.

Undertake any other related duties as may reasonably be assigned by the Senior Coordinator – Programme Implementation (line manager for this role).
Requirements:
Essential:
Master’s degree or equivalent in Health & Nutrition, Water Resource Engineering, Environment, Social sciences, Humanitarian studies, or relevant technical field.
5-7 years relevant experience, with at least 3 years management or advisory experience including oversight and responsibility of technical components, staff management/coordination, budgets and reporting/proposals. Although not essential, candidates who have experience in managing a public health programme (health, nutrition and WASH) will have a distinct advantage.
Proven skills in coordinating senior managers and other colleagues to achieve common objectives and results. Excellent analytical skills and an ability to plan and think strategically. Delegation, time management and prioritising skills.
Excellent capability in programme and financial management.
Ability to influence, negotiate, represent, and consult effectively with key stakeholders (e.g. MoH, other agencies implementing integrated health, nutrition, and WASH programmes, donors).
Excellent communications and people engagement skills and proven capacity to effectively present complex information to different audiences.
Experience in security management in an insecure context including remote management and achieving results within difficult working environments.
Fluency in written and spoken English.
Demonstrated self-motivation and flexibility.
Commitment to principles of equal opportunities (gender, race & disability, etc.) and understanding of mainstreaming of cross-cutting issues within programming.
Desirable:
Integrated programming experience in Ethiopia – drought and conflict affected contexts.
Familiarity with Concern Worldwide systems and procedures.
