Cordaid Ethiopia Office – Staff Retreat 2025

1. Background

Cordaid Ethiopia organises annual staff retreats to foster team cohesion and build staff capacity in various ways. These retreats provide a valuable opportunity for staff to reconnect outside the regular work environment, strengthen interpersonal relationships, and enhance a positive organisational culture.

The 2025 year-end retreat will bring together approximately 100+ staff members for a two-day event that combines relaxation, team building, and professional development. One of the key components of this year’s retreat is a training session on Change Management and Adaptability, in light of Cordaid’s global transition towards Locally Led Development (LLD) over the coming years.

The training aims to equip staff with the mindset and tools necessary to navigate change confidently and to proactively prepare for the forthcoming transition. The session should be interactive, uplifting, and engaging — ensuring participants return energised, informed, and optimistic about the future.

2. Objective of the Consultancy

The consultant will design and deliver an engaging and interactive training session that:

  • Builds staff capacity to manage change and uncertainty.
  • Encourages adaptability and a growth mindset.
  • Reinforces trust in the organisation’s direction and leadership.
  • Aligns with Cordaid’s global LLD movement and the local context.
  • Integrates fun, team-building, and wellness elements appropriate for a retreat setting.

3. Scope of Work

The consultant shall design a tailored training programme (approximately one to one and a half days within the retreat) and develop a training module that includes, but is not limited to:

  • Understanding organisational change.
  • Emotional intelligence and resilience.
  • Effective communication during uncertainty.
  • Team cohesion and trust-building.
  • Incorporation of games, storytelling, and creative exercises.
  • Provision of post-training materials and recommendations.

4. Deliverables

The consultant will be expected to provide:

  • A detailed training agenda.
  • Facilitation of interactive sessions using adult learning principles.
  • Pre- and post-training assessment tools.
  • A final training report in both soft and hard copies, written in English.

5. Duration and Location

  • Tentative Dates: 13–14 November 2025 (exact dates and venue to be confirmed).
  • Duration: One to one and a half days within the two-day retreat programme.

Note: The technical criteria will account for 80% of the overall score, while the financial proposal will account for the remaining 20%.

7. Required Qualifications

  • Postgraduate degree in Human Resource Management or a related field.
  • Proven experience in organisational change, leadership development, and/or HR consulting.
  • A minimum of seven (7) years of practical and relevant experience working with international non-governmental organisations (INGOs) in Ethiopia — the more extensive the INGO experience, the more preferred.
  • Strong facilitation, communication, and analytical skills, with emphasis on interactive and inclusive methods.
  • Ability to think strategically and foster a psychologically safe, supportive, and motivating work environment.
  • Excellent report writing skills.
  • Proficiency in English (spoken and written), as the training will be delivered primarily in English.
  • Certificate of excellence or official letters confirming the successful facilitation of similar trainings for INGOs within the last five years (additional references are an advantage as stated in the evaluation criteria above).
  • Copy of renewed trade license and registration, tax clearance, TIN, VAT, and other relevant legal documents in accordance with Ethiopian law.

8. Confidentiality

All information gathered and documents produced under this assignment shall be treated as confidential and shall not be shared with any other party without the prior written consent of the Country Director, Cordaid Ethiopia Country Office.

9. Payment Terms

Payment will be made in Ethiopian Birr (ETB) upon successful completion of the training session and submission of all required reports, in line with Cordaid’s regular procurement procedures.

10. Conflict of interest

Cordaid staff are required to declare any conflict of interest and may be removed from the process if such a conflict exists. 

Vendors must also disclose any conflicts of interest, especially if they were involved in preparing the TOR (e.g., specifications, cost estimates, etc.). 

Interested candidates must declare if: 

  • Any of their owners, officers, or key personnel are related to Cordaid staff, involved in procurement, or affiliated.

11. Supplier/Consultant Code of Conduct, Fraud, Corruption

  • Cordaid upholds the highest standards of ethics and integrity in procurement. It has zero tolerance for fraud, bribery, kickbacks, or any form of gift or gratuity monetary or in-kind. Collusion, including bid-rigging among vendors or with Cordaid staff, is strictly prohibited.

  • Vendors are selected solely on merit and must demonstrate strong business ethics. Any attempt to influence the process through unethical means will result in disqualification.

  • Additionally, Cordaid has a policy that requires staff to disclose when participating, potential conflict of interest due to the staff-member’s relationship with a vendor, and if necessary, to refrain from participation in a procurement involving that vendor.

  • Statement of availability and commitment to complete the assignment within the stipulated timeframe.
  • Detailed and comprehensive budget outlining all foreseeable costs, including daily fees (inclusive of taxes) for all team members.
