Job Purpose

The WASH Officer is responsible for the overall WASH activities planning, implementation, monitoring and reporting of the Life-saving multi-sectoral humanitarian assistance to address the most critical needs of internally displaced people in Mekelle IDP Camps, Tigray Regional State funded by EHF. This project encompasses activities in Mekelle IDP Camps and the officer will be responsible for provision of WASH kits and improved hygiene and sanitation practice including gender -based violence (GBV) establishing selection and complaint handling committees, set up right-holders targeting criteria, as well as continuously collect data in IDP Camps, Mekelle- Tigray to serve as an input for the upcoming development project. 

Duties and Responsibilities of the Position Holder

  • Lead the response activities of WASH emergency in need of internally displaced people, IDP Camps, including monitoring of project quality, M&E and budget management at Mekelle IDP Camps, Tigray regional State. 

  • Produce study and design documents including: construction specifications, bill of quantities and construction schedule for the water and sanitation works to be carried out in the project area of IDPs as necessary;

  • Carry out supervision of construction activities related to water supply;

  • Facilitate sanitation and hygiene activities targeting internally displaced People and host communities in the different center of Mekelle IDP Camps. 

  • Primarily responsible for planning, implementation, monitoring and evaluation of the overall interventions of WASH in close coordination and consultation with the concerned project staff;

  • Ensure efficient utilization of resource such as construction materials, manpower, properties, etc.;

  • Regularly participate in the regional and zonal level WASH Cluster meetings about IDPs and provide updates to the immediate supervisor or project coordinator;

  • Establish and train water users' committees for each of the water supply systems rehabilitated/constructed;  

  • Lead the development of procurement, activity and budget plan for WASH-related activities;

  • Participate in procurement activities related to WASH.

  • Proactively conduct assessments and prepare proposal for new projects in WASH;

  • Work closely with the project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;

  • Provide technical backstopping and guidance to the community facilitators; 

  • Prepare periodic and timely reports and submit to the project coordinator periodically as per the agreed reporting timelines;

  • Follow procedure as outlined in the LWF Staff Rules, Collective Agreement and other Operation Manuals;

  • Perform any other duties as assigned by his/her supervisor.

Required Minimum Qualification and Experience

  • Bachelor’s or master's /Degree in Civil and hydraulic Engineering from a recognized university/college 

  • Relevant experience of at least 2 years preferably in an international NGO

Skills Required Attitudes and Attributes:

  • Experience in working with various donors and familiarity to donor requirements (e.g., BPRM, ECHO, EU, UN agencies, SIDA, GAC)

  • Experience in food security, livelihoods, WASH and Protection is preferred.

  • Basic knowledge of CHS Accountability Standards and Humanitarian principles including the Code of Conduct, Protection, Age and Disability Inclusion in Humanitarian activities.

  • Creative and able to work with limited resources.

  • Ability to work independently with minimal or no supervision.

  • Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.

  • Previous related experience in INGO set up is advantageous.

  • Computer skills including ability to use SPSS, Kobo Collect, Survey CTO, etc;
