The Center for Implementation Sciences (CIS) in Health at Addis Ababa University, in partnership with Emory University, Ethiopian universities, the Ministry of Health, and Regional Health Bureaus, is implementing the Saving Little Lives (SLL360) program to improve maternal and neonatal health outcomes.

SLL360 focuses on strengthening Small and Sick Newborn Care (SSNC) services and enhancing individual-level data collection through the Integrated Maternal and Neonatal Inpatient Dataset (IMNID) using DHIS2. The program applies a hub-and-spoke model, where a Data Quality Officer at a hub hospital supports 6–10 spoke facilities to ensure accurate, timely, and actionable data.

To expand SSNC efforts in alignment with national priorities, CIS seeks a qualified Data Quality Monitoring and Analyst to support the integration and use of IMNID for improved health system performance.

Job Summary:

The role involves supervising and supporting 15 Data Quality Officers based at hub facilities, each of whom supports six to ten spoke facilities within their catchment area, with total of 78 hospitals in the region. The Analyst provides technical guidance, data analysis, and feedback to strengthen data quality systems, enhance data use for action, and ensure continuous improvement across all levels of the program. Under the guidance of the regional program and evaluation coordinator and Principal Investigators the Data Quality monitoring and analyst will: 

  • Provide overall supervision, technical guidance, and continuous support to DQOs stationed at hub facilities.
  • Conduct regular check-ins, performance reviews, and feedback sessions with DQOs to discuss progress, challenges, and data quality issues.
  • Follow up with DQOs to ensure active support of facility staff in using the DHIS2 Tracker app, including data entry, synchronization, and troubleshooting.
  • Facilitate on-site and virtual mentoring for DQOs and facility-level staff to strengthen capacity in data recording, reporting, and analysis.
  • Organize and facilitate weekly meetings with DQOs to review progress, address challenges, and plan follow-up actions.
  • Monitor DQO performance and ensure accountability for implementing data quality improvement actions across all catchment facilities.
  • Organize and lead training sessions, mentorship visits, and refresher workshops for DQOs and facility-level staff on data quality improvement and DHIS2 Tracker use.
  • Provide continuous technical assistance to strengthen data management capacity within health facilities and catchment areas.
  • Promote a culture of data quality and data use for decision-making at all levels.
  • Provide clear, actionable feedback to DQOs for correction and follow-up on data quality issues.
  • Support and oversee data verification between source documents (e.g., patient registers, admission logs, case sheets) and DHIS2 entries.
  • Ensure all IMNID data meets established quality standards, including accuracy, completeness, consistency, and timeliness.
  • Provide data-driven feedback and analytical summaries to the implementation team, mentors, and regional data manager.
  • Track and document data quality improvement actions and monitor progress over time.
  • Collaborate with mentorship teams to integrate data quality findings into ongoing mentorship activities.
  • Analyze mentorship data and provide insights to mentors to inform targeted support for facility staff.

Supervision and Coordination:

The Data Quality Monitoring and Analyst will supervise 15 Data Quality Officers stationed at hub facilities. Oversee the IMNID data collected from 78 hospitals in the region. Each officer supports six to ten spoke facilities within their assigned catchment area. The Analyst works closely with the Regional Data Manager, mentorship team, and program implementation team to ensure high-quality data and promote evidence-based decision-making at all levels.

Qualifications and Requirements:

  • Bachelor’s degree in Public Health, Epidemiology, Biostatistics
  •  Minimum of 2–3 years of experience in health data management, monitoring and evaluation, or data quality assurance.
  • Demonstrated experience working with DHIS2 Tracker (individual-level data) in health facilities.
  • Strong analytical and problem-solving skills, with proficiency in data visualization tools.
  • Experience in supervising and mentoring field data staff.
  • Excellent communication and coordination skills 
  • Solid understanding of maternal and neonatal health indicators and data collection workflows.
  • Commitment to data ethics, confidentiality, and accuracy.

Preferred Skills:

  • Experience with data audit, validation, and quality improvement tools.
  • Knowledge of DHIS2 tracker for deeper understanding.
  • Familiarity with maternal and neonatal data system and data governance frameworks.
  • Previous experience working in a data analysis or quality monitoring.
