As an international co-operation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. 
In Ethiopia, GIZ has been working for more than 40 years in bilateral co-operation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The project Land Governance III supports the Ethiopian government in reforming the land governance system. In particular, it supports land governance institutions in addressing spatial trade-offs and challenges between food security, biodiversity protection and climate mitigation. Besides advising on policy development, the regulatory and institutional framework, the project also supports the organisational and capacity development of land administrations as a prerequisite to implement reform measures and facilitates partnerships to solve concrete spatial trade-offs in selected critical landscapes.

The project, in collaboration with the Central Ethiopia Regional State, has selected the Arekit Lake area in Gummer Woreda and the Hambaricho Mountain eco-tourism area in Kambata Zone as critical landscape sites. The main goal of the project in these critical landscape areas is to prepare Participatory Land Use Planning (PILUP) and establish a multi-stakeholder partnership (MSP). Implementing these two instruments requires active participation and coordination of all key and primary stakeholders to address the pressing challenges affecting these sites. In addition to steering the PILUP and MSP processes, the Regional Advisor will also play a central role in facilitating emerging project activities, particularly those related to responsible agricultural investment through improved land governance and land consolidation measures to address land fragmentation. These areas are expected to grow in importance as the project expands its engagement in the region. To ensure effective coordination, the Regional Advisor is expected to reside close to one of the intervention sites, enabling continuous interaction with local partners and regular follow-up on implementation progress. This sustained, ground-level presence will significantly strengthen stakeholder coordination, enhance facilitation efforts across the different project components, and ultimately contribute to achieving the project’s overall objectives in the region.

To facilitate and co-ordinate the project activities in Central Ethiopia Region, a regional advisor will be recruited.

Responsibilities

• Co-ordinate with the regional authorities on PILUP, Critical Landscape partnership, Land Consolidation (LC) processes and and responsible agriculture investment 
• Lead critical landscape partnership and collaboration with regional stakeholders
• Support the establishment of Regional Steering Committee (RSC) and Regional Technical Committee (RTC)
• Lead the formation of local level PILUP and LC task force and their continuous process in the development of PILUP and LC
• Lead the selection and formation of community representatives, including relevant cooperatives, and ensure their meaningful, gender-sensitive participation throughout the planning process.
• Ensure that marginalized groups—particularly women and youth—are actively represented in all committees and dialogue platforms
• Build networks and dialogues with private sector actors, cooperatives, and relevant regional authorities to understand different investment needs and land requirements, and ensure these are reflected in the land use plans
• Support all project events including multi-stakeholder dialogue, workshops and meetings in the region
• Organise regional Multi- Stakeholder Partnerships (MSPs) such as consultative workshops, regular RSC and RTC meetings, and public dialogues
• Support the establishment and implementation of Critical Landscape Multi-Stakeholder Partnership (CLS-MSP)
• Facilitate awareness raising activities by the CSOs, GIZ, consulting firm or regional partner
• Work closely with the consulting firm on its regional activities: 

• Organise planning workshops in critical landscapes, participatory and technical mapping

• Support the field activities and follow up PILUP development in the critical landscapes

• Conduct consultations and dialogues at the grassroots level

• Coordinate of technical capacity building measures to all project implementers and stakeholders at regional level and ensuring the proactive engagement of women, youth, and local communities as well as tangible/intangible project benefits

• Facilitate the approval of plans and reports from regional steering and technical committee and to provide decisions for its implementations

• Support the data collection including spatial data
• Collaborate with CSOs and other local actors at the regional level and integrate them in PILUP and critical landscape partnership process
• Conduct biannual or quarterly monitoring and evaluation meetings with regional partner bureau and provide feedback for implementing entities on their respective activities
• Serve as an M&E focal point at site level, supporting routine data collection and reporting.
• Follow up the implementation of local subsidy by the regional partner and CSOs 
• Support the project administrative works in the region
• Carry out other project assignments as requested by the superior

Education and Language

• University degree (master’s or equivalent) in Land Use Planning, Environmental Science or Natural Resource Management, geoinformatics, GIS, remote sensing, geography, or a similar discipline
• Fluency in English and Amharic (written and spoken) is required. Speaking Kembatigna or Guragigna is an advantage  

General Experience

• A minimum of five years professional experience in coordinating diverse stakeholders at various levels (regional, woreda and grassroot levels) of which at least two years’ experience in donor-funded projects, including those financed by EU and BMZ.

Specific Experience 

• A minimum of two years’ experience in community facilitation, co-ordinating various regional/local government institutions and private sector and NGOs, organising various consultative workshops and multi-stakeholder dialogues, establishing steering and technical committees, forming of local level task force, community mobilisation, and leading and co-ordinating multi-stakeholder partnerships.
• One year experience in participatory land-use planning processes, establishment and leading partnership or similar initiatives

Experience in supporting project administration activities and follow-up project implementation.
