As an international co-operation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.
In Ethiopia, GIZ has been working for more than 40 years in bilateral co-operation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The project Land Governance III supports the Ethiopian government in reforming the land governance system. In particular, it supports land governance institutions in addressing spatial trade-offs and challenges between food security, biodiversity protection and climate mitigation. Besides advising on policy development, the regulatory and institutional framework, the project also supports the organisational and capacity development of land administrations as a prerequisite to implement reform measures and facilitates partnerships to solve concrete spatial trade-offs in selected critical landscapes.
The project, in collaboration with the Central Ethiopia Regional State, has selected the Arekit Lake area in Gummer Woreda and the Hambaricho Mountain eco-tourism area in Kambata Zone as critical landscape sites. The main goal of the project in these critical landscape areas is to prepare Participatory Land Use Planning (PILUP) and establish a multi-stakeholder partnership (MSP). Implementing these two instruments requires active participation and coordination of all key and primary stakeholders to address the pressing challenges affecting these sites. In addition to steering the PILUP and MSP processes, the Regional Advisor will also play a central role in facilitating emerging project activities, particularly those related to responsible agricultural investment through improved land governance and land consolidation measures to address land fragmentation. These areas are expected to grow in importance as the project expands its engagement in the region. To ensure effective coordination, the Regional Advisor is expected to reside close to one of the intervention sites, enabling continuous interaction with local partners and regular follow-up on implementation progress. This sustained, ground-level presence will significantly strengthen stakeholder coordination, enhance facilitation efforts across the different project components, and ultimately contribute to achieving the project’s overall objectives in the region.
To facilitate and co-ordinate the project activities in Central Ethiopia Region, a regional advisor will be recruited.
Responsibilities
Organise planning workshops in critical landscapes, participatory and technical mapping
Support the field activities and follow up PILUP development in the critical landscapes
Conduct consultations and dialogues at the grassroots level
Coordinate of technical capacity building measures to all project implementers and stakeholders at regional level and ensuring the proactive engagement of women, youth, and local communities as well as tangible/intangible project benefits
Facilitate the approval of plans and reports from regional steering and technical committee and to provide decisions for its implementations
