About the Ethiopian Red Cross Society 


The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 14 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.


ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Summary

The Public Health and WASH Division Manager will oversee, manage, and lead public health and WASH programs and initiatives aimed at disease prevention and health promotion, in collaboration with pertinent departments and divisions within the national society, Ministry of Health, Ethiopian Public Health Institute, Ministry of Water and energy, Regional and sub-regional offices, and other key governmental and non-governmental organizations in the public health and WASH sector. The role includes responsibility for planning, program and team management, resource mobilization, monitoring and evaluation, policy development and advocacy, risk communication, and public health emergency response to ensure the development of resilient health systems, and access to safe and adequate WASH services at all levels.

Specific Duties and Responsibilities  

  • Develop and implement the division's strategic plan to achieve public health and WASH goals and activities in alignment with the NS goal;
  • Provide technical support on disease prevention and control activities in particular for the country priority public health emergency diseases in collaboration with national, regional and sub-regional public health offices; 
  • Supports the technical assistance provided to branches in project management related to public health and WASH; 
  • Support identification and scaling up of community based health and care interventions that are evidence based and cost effective using CBHFA, BCC, Community based disease surveillance, Community Based Nutrition
  • Interventions, and other approaches;
  • Participates in coordination and task force meetings, and related forums on matters of Public Health, WASH and related activities;
  • Represents the Society and participates in experience sharing and related forums on matters of public health, and WASH;
  • Participate and contribute in different national sectoral clusters, such as Health cluster, WASH cluster as well as guide and support ERCS branch offices to engage in similar clusters at regional and sub-regional level;
  • Collaborates closely with other pertinent divisions and work units to ensure
  • coordination and integration in order to surpass outcomes while carrying out public health and WASH project activities for the benefit of impacted and at-risk populations as well as to satisfy national society's funding agency accountability;
  • Contribute on the development of public health and WASH policies and recommend changes to existing policies that improve health and WASH outcomes;
  • Advocate for public health and WASH funding, resources, and policy changes at the local, regional, and national levels;
  • Prepare and manage the division’s budget, ensuring efficient allocation of resources and funds;
  • Secure and manage grants and external funding for public health and WASH initiatives;
  • Oversee the division’s financial performance, ensuring compliance with financial regulations and accountability;
  • Play leading role on creating conducive working atmosphere for staffs under his/her supervision and develop team synergy and follow up of their performance;
  • Provides coaching/ mentoring to subordinates and team members on program quality standards, management quality procedures on public health and WASH projects/ programs best practices;
  • Utilize public health and WASH data to inform decision-making and program planning.
  • Ensure the development of public health and WASH reports, research papers, and communication materials;
  • Ensure proper implementation of strengthening primary health care, and WASH activities which will focus on strengthening at household, community and institutions (health and schools) by working in collaboration
  • with the ministry of health, Ethiopian public health institute, Water and Energy, and other relevant sector ministries at each levels;
  • Work closely with the national public health institute, regional, sub-regional and other stakeholders on public health surveillance and early warning activities to detect public health diseases and events early and respond timely;
  • Preparing for and responding to public health emergencies, such as natural disasters, and disease outbreaks by mobilizing team and effective deployment of trained volunteers, and provide public health, WASH and related support to the communities in collaboration with other stakeholders; 
  • Coordinating preparedness, and emergency response plans with responsible government sectors, and communities;
  • Implement quality improvement initiatives within the division to enhance the effectiveness and efficiency of public health and WASH services;
  • Conducting research in partnership with other department within the society, and with other responsible stakeholders, from national to each level to identify risk factors, health trends, access to water and behavioral
  • factors, and effective interventions;
  • Design/review training materials and provide capacity building training for public health, and WASH professionals, emergency responders, staff and volunteers on public health and WASH related fields;
  • Review and assess the impact of public health programs and use findings to guide improvements;
  • Supervise and follow up best practices and lesson learnings are documented and
  • communicated collected from different types of project evaluations at all levels of the public health and WASH projects of the society;
  • Reports his/her performance to the Health and WASH director periodically;

Job Specification

  • Second/ First degree in General Public Health, Environmental Health, Community Health, Medical Doctor, Global Health, Epidemiology, Health economics, Public health policy, and Social works and 
  • 8/10 years’ relevant work experience, out of which 4/6 years’ in managerial position. Experience in RCRC and other NGOs is preferred.
