Job Title: WASH Officer

Duty Station: Addis Ababa, with frequent travel to the field

Reports to: WASH Coordinator/Program Manager

  1. Organizational Background

Partnership for Pastoralists Development Association (PAPDA) is a national NGO legally

registered in Ethiopia, operating primarily in pastoralist and agro-pastoralist communities.

PAPDA implements multisectoral humanitarian and development interventions, including

WASH, Nutrition, Health, Multipurpose Cash Transfer (MPCT), Protection, Natural

Resource Management, Food Security, Income Generation, as well as other

emergency, development, and peacebuilding initiatives. The organization works to

improve community resilience, access to essential services, and sustainable development

in climate-fragile environments.

  1. Position Summary

WASH Officer will lead and support the planning, implementation, monitoring, and

evaluation of WASH programs in target communities. The role involves conducting field

assessments, designing water supply systems, overseeing construction, ensuring quality

standards, strengthening community engagement, and promoting digital solutions for

improved WASH service delivery. The officer will work closely with local authorities, cluster

coordination platforms, partners, and other sector teams to enhance integrated program

outcomes.

3. Key Roles and Responsibilities

3.1. Assessment & Planning

  • Conduct WASH needs assessments, feasibility studies, baseline surveys, and water
  • source mapping in pastoralist and agro-pastoralist contexts.
  • Develop detailed work plans, budgets, and technical implementation strategies for
  • WASH projects.
  • Participate in multi-sectoral assessments to ensure integration of health, nutrition,
  • protection, food security, and livelihood approaches.

3.2. Design & Technical Implementation

  • Design water supply system components including source development,
  • abstraction, distribution networks, storage facilities, and tap stand/point layouts.
  • Prepare BOQs, technical specifications, drawings, and standard design models for
  • water supply and sanitation infrastructure.
  • Support implementation of water treatment, sanitation and hygiene promotion,
  • household water management, and solid waste solutions.
  • Ensure use of digital tools (GIS, Kobo, mobile data collection, asset tracking) to
  • upgrade and modernize WASH systems.
  • Oversee contractors and suppliers during construction and rehabilitation works,
  • ensuring quality control and compliance with engineering and SPHERE standards.

3.3. Coordination & Partnership

  • Represent PAPDA in WASH cluster meetings at regional, zonal, and national levels.
  • Coordinate closely with government bureaus, NGOs, community structures, and
  • sector teams for integrated project delivery.
  • Facilitate community participation, capacity building, and establishment of WASH
  • committees for sustainability.

3.4. Monitoring, Evaluation & Learning

  • Continuously monitor project progress, conduct field visits, and ensure timely
  • reporting.
  • Lead post-implementation evaluations, functionality tests, and performance
  • reviews of constructed systems.
  • Document lessons learned, best practices, success stories, and innovations to
  • improve future programming.
  • Prepare high-quality periodic reports including weekly, monthly, quarterly, and final
  • donor reports.

3.5. Accountability, Quality & Compliance

  • Ensure compliance with PAPDA operational policies, donor guidelines, and
  • humanitarian standards including SPHERE and WHO WASH standards.
  • Verify quality of construction materials, technologies, and service delivery.
  • Conduct technical evaluation of service providers, contractors, and material
  • suppliers.
  • Promote gender, protection, and inclusiveness in WASH interventions.

Required Qualifications & Competencies

  • Bachelor’s degree in Water Engineering, Environmental Health, Public Health, Civil
  • Engineering, or related field (Master’s is an advantage).
  • Minimum of 3–5 years’ experience in WASH program implementation within
  • humanitarian/development settings.
  • Solid experience in water system design (gravity, pumped, solar, borehole, and
  • distribution networks).
  • Experience working in pastoralist/agro-pastoralist communities is highly desirable.
  • Proficiency in digital data collection tools (Kobo, ODK, GIS mapping) and MS Office.
  • Strong coordination, communication, report writing, and stakeholder engagement
  • skills.
  • Ability to work in remote areas, manage field teams, and meet deadlines.
