About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 14 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
I. Details of the vacant position
Job Title: Senior Human Capital Development Expert
Terms of employment: Permanent after probation period
II. Job Summary
Under the direct supervision and control of Human Capital Development Manager, the senior Human Capital Development expert participates in the planning, organizing, coordinating, managing & monitoring the capacity building activities of the Society; participates and contribute in formulating the capacity building policies and procedures of the Society; Participates in different: Capacity Building Assessment studies, system improvement HRD strategy, Policy, Systems and structure & OD studies.
III.Specific Duties and Responsibilities
In participation with Human Capital Development team, promote and enable a working environment that nurtures "a learning-together" attitude and practice;
Participate in planning and implementation of Human Capital Development activities of staffs at all levels and systems improvement activities of the Society;
Participate in development of manual that guides systems development and improvement of policies and procedures;
Under the general direction of the Human Capital Development Manager, identify systems gaps & recommend appropriate solution works in collaboration with other work units,
Participate in the Development and revision of human resource training and development policy framework, strategies, procedures and other systems of the Society; and ensures its proper implementation both at national and branch level;
Ensure that capacity building components are incorporated in projects/programs and annual plan of the NS;
In consultation with Human Capital Development Manager, prepares/reviews and implements leadership and staffs competency framework;
Assess training needs of the NS & design appropriate staff development plan to fill the gaps based on strategic human resource development programs which are aligned with performance evaluation, strategic and program plan;
Plan, organize, facilitate, and monitor the implementation of leadership/staffs training and development programs identified based on training need assessments at HQ and branches;
In consultation with the HR Administration and Capacity Building Manager, Designs and implements human development initiatives such as tailor-made training, on-job training & long term courses for staffs;
Participates in action research, twinning arrangement, changing working culture, peer learning, coaching and mentoring and others;
Participate in promoting team spirit across the organization to increase efficiency, effectiveness and reduce fragmentation;
Assist initiatives undertaken for the prevalence of horizontal integration between HQ and branches, work units, to enhance internal communication and operational effectiveness;
Keep documentation of success stories and good practices on capacity building to enhance learning, knowledge management and scaling up;
Participate in Ensuring that all systems are supported by appropriate technologies in order to enhance efficiency and effectiveness of each of the work units.
Participate in Studies, development and formulation of the National Society’s employee’s performance measurement system
Explores innovative methods and practices of building up the Society’s knowledge outreach, such as through e-learning, resource center and other mechanisms that promote critical reading and facilitate the implementation of the same.
Participate in institutional and organizational assessments, development of capacity building plans, and track the progress over time.
Participate in studies and recommendations of management tools that further enhance human resource management, development, appraisal and reward systems at all levels of the National Society to sustain a highly motivated staff;
Develop capacity building materials and facilitate tailored training and technical assistance for HQ and Branches.
Facilitate networking opportunities and local stakeholder experience sharing events.
In consultation with the Division Manager or the Director, develop and lead the implementation of systems and structures of coordination and interaction between the Head Office and the Branches;
Get involved in Identifying capacity building requirements for governance and volunteers at the branches and lead the implementation of capacity building initiatives working in collaboration with others;
Get involved in supporting branches to implement and strengthen their capacity for program design, resource mobilization, reporting, monitoring and evaluation.
Conduct exit interview and examines matters of employee turnover together with Human Resource Administration unit and to come up with possible solutions to the problems;
Provide support to supervisor and staff on skills and capabilities development.
Contribute to the adaptation and maintenance of a competency-based curriculum package for training implementing work unit to deliver services in line with relevant programmatic and national guidelines.
As assigned by the Division Manager or the Director, work with the M&E team in the monitoring and evaluation systems to ensure the impact of training initiatives, monitor technical quality of trainings and oversee post training follow-up support;
Performs other related duties and responsibilities of the organizational development as assigned by Human Capital Development Division Manager.
V. Job Specification
Second/ First degree in Pedagogical Science/Social Work/Sociology/Social Anthropology/ Social Psychology/Applied Psychology/Public Administration/Management/Political Science & International Relations/Regional and Local Development Studies/Development Studies
6/8 years of relevant work experience, out of which 3/4 years in senior position
