Background & Purpose of the position:
Ethiopia Health Sector Transformation Plan II and the Ethiopia Program for Results (Hybrid) for Strengthening Primary Health Care Services (PforR for SPHCS) are committed to the delivery of essential and equitable health care services, especially for the most vulnerable population- women and children, by improving access to and equitable provision of high-quality PHC services, with a focus on RMNCAH+N, while strengthening health systems. The advisor will provide technical support to MoH to ensure successful implementation of HSTP-II and Hybrid project through providing technical support on health care financing.
Specific Tasks:
Support in strategic and operational planning of primary health care and RMNCH+N interventions at national and regional levels
Assist in strengthening Primary Health Care Services at the Federal and Regional levels by conducting timely capacity gap assessments.
Support the achievement disbursement linked indicators and program of action of the Program for Results (Hybrid) for Strengthening Primary Health Care Services
Work closely with the RMNCAH+N, Diseases prevention and control and Community engagement and primary health care executive offices in MOH to ensure that agreed technical inputs and quality of health care are achieved.
Assist in networking with other relevant stakeholders (Government, NGOs, CSOs, private sector) in areas of business-related practices, as well as in coordinating other staff in organizing and conducting training, research, and the implementation of HCF reforms.
Provide technical assistance in assessing feasibility, designing implementation arrangements, management, and follow-up of complementary health financing initiatives in Ethiopia.
Provide technical expertise to MOH in producing advocacy tools for increased resource allocation and utilization in the health sector.
Plan, schedule, and logistically facilitate events approved in the work plan and participate in the implementation of health financing interventions at the Federal level and regional level.
Assist MOH in areas related to HCF, governance, resource mobilization, and other activities assigned by the MOH
Identify domestic and international donors, develop concept paper, and grant proposal for those donors
Develop advocacy paper on the health system key achievements , return on investment and other key advocacy areas including funding landscape analysis and programmatic implementation brief overview.
Support SDG advocacy document to attract more donors contribution towards SDG performance fund contribution
Support in programmatic implementation of various donor grants against the key deliverables, monitor its implementation of key deliverables, and provide detail technical analysis and feedback for key programmatic performances.
providing technical assistance for developing distribution key of health activities for the Ethiopian national health account analyses
Provide technical assistance to ministry of health on resource mobilization and allocation of resources
Assist the ministry of health by developing health care financing implementation prototype manual revision
Assist the ministry of health to develop health care financing reforms quick reference for easily implementation of the reform components at health facilities level
Develop and provide technical assistance on the preparation of prototype health care financing structure for regional health bureau.
Follow the approval and dissemination of the newly revised health care financing strategy and work on the cascading of the strategy at all level
Carryout any other tasks related to Primary Health Care Services as may be required by the Ministry of Health
Reporting:
Expected Deliverables and Time Frame:
Prepare quarterly and annually SDG performance fund programmatic report
Work on Disbursement linked indicators progress report.
Follow up the achievement disbursement linked indicators and program of action of the Program for Results (Hybrid) for Strengthening Primary Health Care Services
Detailed action plans to address identified performance gaps and to meet the agreed DLIs.
Prepare Intermediate DLIs verification report in-collaboration with relevant offices and Agencies.
Education
Master’s degree in public health
Experience
Technology Skill:
Good knowledge of Microsoft word, Excel and Monitoring and Evaluation related software
Good Command of English speaking and writing
Language Requirements

Excellent management, supervision/mentoring and organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines.
Technical competency: expected to have good knowledge of Microsoft work, Excel and ME software.
Problem-Solving Skills: must be adept at analyzing complex problems and devising effective solutions. This involves breaking down problems into manageable components, identifying patterns, and applying appropriate algorithms and data structures.

Time Management and Prioritization: Ability to manage time effectively, prioritize tasks, and meet deadlines is crucial, especially when working on multiple projects simultaneously or in a fast-paced environment.
Note:
Policy both parties should be aware of:
HR firm will manage all the recruitment process based on HR policies and procedures.
No contract may commence unless the contract is signed by MoH and the consultant.
Consultants will not have supervisory responsibilities or authority over the Client budget.
