Position Purpose
The Procurement Specialist is responsible for the strategic and operational management of the organization’s procurement activities, ensuring the timely, cost-effective, and compliant acquisition of goods, services, and works required to support business operations. This role ensures procurement processes deliver value for money, mitigate risk, and align with organizational objectives.
The Procurement Specialist oversees sourcing, purchasing, contract administration, supplier management, and procurement governance. The role acts as a central authority for procurement standards, ensuring transparency, efficiency, compliance, and alignment with operational needs and budgetary controls.
Key Responsibilities
A) Procurement Strategy & Spend Management
Develop and maintain a procurement strategy aligned with organizational goals and operational requirements.
Manage the end-to-end procurement lifecycle, including sourcing, tendering, evaluation, award, and contract close-out.
Maintain an accurate and up-to-date procurement register covering suppliers, contracts, purchase orders, and spend categories.
Advise management on sourcing strategies, make-or-buy decisions, and cost-optimization opportunities.
B) Sourcing, Purchasing & Operational Procurement
Ensure timely and efficient procurement of goods and services to support business operations.
Develop and manage sourcing plans for recurring and strategic procurement categories.
Oversee purchase requisitions, purchase orders, and delivery coordination with internal stakeholders.
Ensure continuity of supply and availability of critical goods and services.
C) Contract, Tender & Compliance Management
Manage supplier contracts, framework agreements, and service-level agreements (SLAs).
Prepare and administer RFQs, RFPs, and tenders in accordance with procurement policies.
Ensure procurement activities comply with internal policies, ethical standards, and applicable laws.
Maintain contract compliance, renewal tracking, and supplier obligation monitoring.
D) Procurement Risk & Value Management
Identify procurement-related risks (supply, financial, contractual, reputational) and implement mitigation measures.
Ensure segregation of duties, transparency, and audit readiness across procurement activities.
Support risk assessments related to suppliers, contracts, and sourcing strategies.
Contribute to fraud prevention and ethical sourcing initiatives.
E) Operational & Stakeholder Coordination
Coordinate closely with Operations, Logistics, Finance, Events, and other departments to understand procurement needs.
Translate operational requirements into clear procurement specifications and scopes of work.
Support planning for project-based, event-related, and urgent procurement requirements.
Ensure procurement timelines align with operational delivery schedules.
F) Supplier & Vendor Management
Source, evaluate, appoint, and manage suppliers and service providers.
Negotiate pricing, commercial terms, and contractual conditions to achieve best value.
Monitor supplier performance against KPIs, quality standards, and delivery timelines.
Address supplier performance issues, disputes, and escalations effectively.
G) Cost Control & Budget Management
Support the preparation and management of procurement budgets.
Monitor procurement spend against approved budgets and forecasts.
Identify cost-saving, consolidation, and efficiency opportunities across spend categories.
Ensure value-for-money procurement decisions in line with approved financial controls.
H) SOPs, Documentation & Governance
Develop and maintain procurement SOPs, templates, and standard operating guidelines.
Ensure accurate documentation of procurement records, contracts, approvals, and supplier files.
Support internal and external audits related to procurement activities.
Drive continuous improvement in procurement processes and controls.
I) Reporting & Performance Management
Prepare regular procurement reports covering spend, savings, supplier performance, and risks.
Track procurement KPIs and report variances with corrective action plans.
Provide management with insights on market trends, supplier risks, and sourcing opportunities.
Escalate critical procurement issues with clear recommendations and solutions.
Qualifications & Experience
Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance, or related field.
Bachelor Degree and 4 years or Master and 2 years work experience. The person must have 2 years experience at experienced level in similar position. of progressive experience in procurement, sourcing, or supply chain management.
Experience managing goods and services procurement across multiple categories is required.
Experience working with suppliers, contracts, and cross-functional stakeholders is essential.
