Common Vision for Development Association (CVDA) is an indigenous, non-governmental, non-for-profit, humanitarian aid association. It was established on October 28, 2005 by a group of dedicated persons from diverse social, economic, professional and religious backgrounds.

CVDA has been re-registered and licensed by the Ethiopian Ministry of Justice, Charities and Societies Agency, on November 30, 2009 as an Ethiopian Residents charity in accordance with the Charities and Societies proclamation No. 621/2009 with registration No. 0588. As per 1113/2019 proclamation also re-registered on July 30, 2019.

It has permission to work at the national level so far operates marginal parts of Benshangule Gumuz Region, Central Ethiopia, South Ethiopia, South West Ethiopia, Sidama region (17 woredas), Oromia Region (16 woredas in West Showa Zone, Borena Zone, Guji Zone, west Guji and west Arsi) Afar Region; Zone 5; Delfefage, Dewe, Telalek, HadeleEle and SumuRobi Zone 3; Gewane and Gelalo and City Government of Addis Ababa.

CVDA is member of National Health Forum of NGOs and National Children and Youth Forum of NGOs under CCRDA. Beside this it is member of Consortium of Reproductive Health Association (CORHA), Union of Ethiopian Women and Children Association (UEWCA), Ethiopian Extractive Industries Transparence Initiative/EEITI/, Ethiopia Civil Society Coalition for Scaling up Nutrition/ECSC-SUN/ and Afar Region Health Partner Forum.

Key ACCOMPLISHMENTS

CVDA has successfully implemented different food security, environmental conservation, income generating and HIV/AIDS project in collaboration with different stakeholders. On environment conservation activity; highly degraded land rehabilitated through soil and water conservation measure, area enclosure, vetiver grass and indigenous tree plantation, gabion established, stone and soil bund established, conservation agriculture introduced, biogas technology introduced and established, fuel wood saving stove established at HH level, spring water developed, washing stand, shower established.

Food security and Income of target group improved through beekeeping, poultry farm, fruit tree plantation/ apple, mango and orange plantation/, vegetable garden, false banana plantation, vetiver grass bank. Other group established group and individual business such as hair dressing, tea room, sugar and edible oil distribution, dairy farm, stone production, shower room and etc. On HIV prevention, care and support program target group and large community awareness raised on HIV prevention and living with HIV, counseling service, economic strengthen and improving balance diet intake, engaging in income generating activities, access for clinical service through referral linkage.

Over all over 68 projects were implemented in different region and woredas since its establishment. CVDA has 141 full time staffs and 1740 volunteers.

1. Description of the Vacancy

The American state Department Funded Family Focused HIV Prevention Care and Treatment Services (FFHPCT) is aimed to strengthen local HIV epidemic management in order to accomplish the three 95 targets/goals. HIV mitigation services for children at risk concentrate on case finding and connecting undiagnosed children living with HIV to treatment, improving health outcomes through HIV viral load suppression, and creating interpersonal, family, and community norms to achieve HIV and violence prevention.

To serve families infected or affected with HIV who are newly diagnosed, at high risk of default, or do not achieve viral suppression. Hence, this TOR is to employee Knowledge Management Specialist who is responsible for creating, organizing, and managing FFHPCT Project information and data systems. He/she will provide data quality improvement and use support to CVDA organizational staff. He/she will also assist with data utilization for quality improvement, design quality improvement strategies and plans, and lead their implementation. He/she will support CVDA in producing quality knowledge management products, such as abstracts, manuscripts, and success stories.

Key responsibility: 

The Business Development and knowledge management specialist is responsible for creating, organizing, and managing FFHPCT Project information and data systems. He/she will provide data quality improvement and use support to CVDA organization staff. He/she will also assist with data utilization for quality improvement, design quality improvement strategies and plans, and lead their implementation. He/she will support FFHPCT Project activity and other Project in producing quality knowledge management products, such as abstracts, manuscripts, and success stories. Beside expected to sustain the intervention thus responsible for securing funding from donors including UN agency, US America state department and other Multilateral Donors. She/He responsible for identifying all opportunities for CVDA across several technical and/or geographic portfolios; developing plans to compete for these funding opportunities; executing those plans, including oversight of pre-solicitation/pre-proposal activities, engage in proposal preparation and submission. Equally focus on the financial sustainability of CVDA thus develop strategy and business plan for CVDA engagement in business scheme. 

Detail Responsibilities:

  • Work closely with the M&E Director to produce quality monthly FFHPCT Project success stories, abstracts, manuscripts, and best practices.   

  • Working closely with the M&E Specialist to ensure the quality of data generated for decision-making. 

  • Together with the program staff, the candidate will conduct a service quality assessment and client satisfaction survey.

  • Design new QI projects and follow the implementation of the QI project at the coordination level.

  • Train Project staff on the use and benefits of the knowledge management system, data quality, and information use.

  • Working closely with the CVDA staff to ensure all designed QI projects are producing the required results.

  • Submit weekly, Monthly and quarterly plan and update for immediate supervisor. 

  • Monitor and assist the M&E specialist in the data cleaning and data modification process to ensure the quality of key MER and Custom indicators data.

  • Assist the M&E Unit in the design and development of electronic data management tools (Kobo and CommCare) for field data collection. 

  • Working closely with the M&E Specialist to ensure that all data quality, cleaning, and modification issues are properly resolved.

  • Closely works with CVDA staff to identify user requirements for the enhancement of the CommCare application.

  • Compile and submit weekly data quality, cleaning, and modification reports and submit to the M&E Director.   

  • Conduct action research to identify the factors that affect real-time data entry, data quality, and information use practices at the field office level.   

  • Actively participate in the documentation of experiences, lessons learned, case studies, and other technical documents related to the CommCare Application and UDS dashboard. 

  • Support the head office in preparing proposals and implementing resource mobilization schemes.

  • Performs other duties as assigned by the Immediate Supervisor.

Business Development 

  • Develop resource mobilization plans to operationalize the resource mobilization strategy of CVDA.

  • Ensure development of regular reports and analysis of the implementation plans, mapping between program priorities and donor opportunities, funding analysis, etc to be used by management for tracking progress against the targets, review and decision making.

  • Identify  grant  opportunities  and  develop  grant  proposals  in-line  with  agreed organizational procedures and in close coordination with Program Design Unit,

  • Identify and track relevant upcoming USA, EU, UN agency and other donors funding opportunities – through advance intelligence gathering, partner relationships, and other available resources – and inform for immediate supervisor 
  • Manage actions for pre-solicitation proposal preparations and bid planning including: teaming, bid strategy, development of win-themes, oversight of and contribution to technical design, drafting management and other sections of the proposal in advance of the solicitation.
  • Conduct baseline assessment in all project intervention site of CVDA/ in all CVDA program area with objective of using the assessment for proposal development.

     Represent the organization’s business development interests at relevant meetings, events, and within resource mobilization or donor-specific peer networks.

QUALIFICATIONS 

EDUCATION/TRAINING

  • MA/BSc/BA degree in Health Informatics, Epidemiology, Biostatistics, Economics, Sociology, business management, or related fields.

EXPERIENCE:

  • Minimum of four/six years respectively professional experience in similar position /relevant  experience  with a development organization/NGO.

 TECHNICAL AND OTHER SKILLS 

  • Attention to detail and analytical skill;

  • Proficiency in English, both verbal and written;

  • Utilizing programming and statistical software (such as SPSS or STATA). 

  • Practical skill in digital data collection tools such as Kobo or CommCare.

  • Good oral and written communication and interpersonal skills.

  • Experience in the FMoH and PEPFAR reporting system, such as DHIS2, DATIM, and SmartCare, is a plus.
