Background

Center for Justice is Ethiopia’s premier human rights CSO that develops and promotes fair, effective and proportionate responses to criminal justice problems. CJ works to promote criminal justice system that uphold rule of law, justice and human rights, prioritizes alternatives to imprisonment and has rehabilitation and reintegration at its core. 

CJ is deeply committed to advancing SDG 16, which promotes peace, justice, and strong institutions. We work to ensure that human rights standards are upheld within detention facilities and advocate for meaningful reforms in line with international human rights principles. 

Center for Justice (CJ) is working for systemic and service changes in the Ethiopian Criminal Justice System to create a just, humane and effective prison and penal system by influencing decision –makers, opinion formers and the public and integrating innovation and technology in prisoners’ rights , health and rehabilitation .It also working on Standardization and Rights –Based Practices in Prisons. It also offer legal aid and representation to individuals who cannot afford it (the poor and vulnerable), focusing on their rights and protection.

Program Pillars 

The core areas of the programme comprise Humane Criminal justice System ,  Green Prisons (Clean and Renewable Energy Solutions); Technology and Innovations in Prisoners’ Rights;   Human Rights in Criminal Justice System;  Accountability and Transparency  ;  Access to Justice &Legal Empowerment ;   Prison Industry Hub and  Organic Prison Farm as a Strategy for Prisoners Rehabilitation  and Prison Internal Revenue  Transformation ; Correction, Rehabilitation and Community Reintegration of Inmates ; Non-Custodial Alternatives; Health in Detention: Mental, Physical, and Substance Use; Coordination and Governance . Our pillars for change over the next four years, ensuring humane treatmnet, dignity and respect for the fundamental rights of all detainees remain at the heart of prison and penal reform. 

Pillar 1:  Human Rights in Criminal Justice System, aims to ensure a higher respect for human rights within detention and custodial facilities in Ethiopia by promoting and ensuring conditions in detention centerscomply with the Nelson Mandela, Bangkok and Tokyo Rules, The African Commission on Human and Peoples’ Rights and other national, regional and international human rights frameworks  .

Pillar2: Monitoring Places of Detention ,   aims to contribute to the respect of human dignity of persons deprived of their liberty by enhancing transparency, accountability, and the overall integrity of detention practices in Ethiopia 

Pillar 3:  Rule of Law , Justice and Governance , aims to strengthen institutional and administrative capacities of justice institutions, promote good governance and accountability,  enhance access to justice service  through legal aid and  legal empowerment , capacity-building and public awareness-raising and improve key legislation and legal framework that promote and respect human rights.  Main  legal framework intervention areas will cover policy/legal framework, institutional and practical implementation levels, with the focus on: consolidation of criminal justice policy, legislation and judiciary practice in line with international standards with respect to the liberalization of criminal proceedings, including strengthening the application of non-custodial pre-trial preventive measures and sanctions, alternative sanctions in criminal cases, improvement of probation services and release on parole mechanisms and better treatment and re-socialization of inmates by improving the regulatory and policy framework . 

Pillar 4:  Green Prisons (Clean and Renewable Energy Solutions)

Aims to: 

  • Provide stable, environmentally friendly and cheap sources of energy, protecting prisoners’ basic needs and keeping vital digital systems operational 
  • Integrating sustainable initiatives into prison systems. This encompasses initiatives such as promoting energy efficiency, waste reduction, and other environmentally responsible practices within prison facilities
  •  Improving environmental conditionswithin and around prisons throughimplementing sustainable practices in prison operations and addressing issues like illegal dumping and pollution of local water sources. 
  • Reducing the negative impact of prisons on communities by addressing the environmental footprint of prisons to protect the health and safety of people living in nearby communities. 
  • Improve inmate health and well-being by increasing access to clean water, adequate sanitation, and effective hygiene education by implementing necessary infrastructure like safe water sources and latrines, 

Pillar 5: SMART PRISONS: Technologies and Innovation, aims to ensure safe and humane custody such as data analytics, and smart infrastructure for influencing operations, rehabilitation, and policy.

Pillar 6:  Non-custodial alternatives to imprisonment (like restorative justice, diversion, fines, community service), aims to avoid unnecessary use of incarceration for minor and non-violent offences; reduce prison overcrowding; provide greater community involvement in the management of criminal justice; and avoid institutionalization by promoting early release and reintegration into society and reduce recidivism. 

Pillar 7:  Rehabilitation and Reintegration   ,aims  reduce re-offending, protect society and rebuild lives by rehabilitating people in contact with criminal justice systems, ensuring their successful reintegration into society and empowering them.

Pillar  8: Correctional Staff  Basic Training, aims to strengthen the capacity of the Ethiopian prison administration and staff to tailor and adapt their management, rehabilitation, and reintegration. Improving prison management capacity involves enhancing staff skills through targeted training, awareness creation and Support to the Prison College, implementing modern management systems, strengthening stakeholder collaboration and improving infrastructure and technology

Pillar 9: Prison Industry Hub and Organic Prison Farm as a Strategy for Prisoners Rehabilitation and Prison Internal Revenue  Transformation, aims to 

  • Establish/strengthen integrated prison farms and industry hubs aim to rehabilitate prisoners by providing them with valuable skills and vocational training, reducing recidivism by preparing them for successful societal reintegration, and generating revenue. It also aims to   develop prison land and resources into productive bases or profit centers, provide work programs and compensation for inmates and generate revenues to supplement the Prison's yearly appropriated funds support the prison system and contribute to the nation's economic development. These programs also enhance food security through modern farming practices and foster a sense of purpose and positive engagement among inmates, ultimately contributing to public safety and a more humane prison environment. 

Pillar 10: Prisoners Health Care: Mental , Physical and Substance Abuse:   aims to promote better prison health practice and improve health care services for prisoners

Pillar 11:  Coordination ,Collaboration and Networking , aims to increase collaborations, networking  and engagements with stakeholders working in the criminal justice system.  

Pillar 12: Instutuional Development, aims at enhancing independence, impartiality, transparency, good governance, effectiveness, efficiency and sustainability of CJ as an organization fit for its mission and mandate.
