CONSULTANCY: TERMS OF REFERENCE FOR DIHR ADDIS ABABA EU TJ PROJECT MANAGER

1 Background

The Danish Institute for Human Rights (DIHR) is seeking to hire a project manager specialised in ensuring compliance to EU general and specific conditions / PRAG based in Addis Ababa.

DIHR is Denmark’s National Human Rights Institution (NHRI). The Ethiopian Human Rights Commission (EHRC) is Ethiopia’s NHRI. Since 2019, the two institutions have partnered to strengthen EHRC’s institutional capacity to monitor and report on human rights, provide human rights education, and assess the human rights compliance of legislative and executive frameworks.

DIHR manages the EU-funded project “Strengthening the Ethiopian Human Rights

Commission’s Capacity to Support the Implementation of a Human Rights-Compliant Transitional Justice Process.” The project promotes a transparent, accountable, inclusive, participatory, victim-centred, and human rights-compliant transitional justice process in Ethiopia. The project runs for 18 months from 1 February 2026. EHRC is co-applicant and lead implementer.

The DIHR Addis Ababa Transitional Justice Project Manager (DIHR AA TJ PM) will be a key player in the project.

2 Responsibilities

The EHRC has its own Transitional Justice Coordinator and a dedicated team responsible for planning, implementation, monitoring, and reporting of the project. Accordingly, the role of the DIHR AA TJ PM will be to ensure strict adherence to EU

general and specific conditions, log frame and budget including full compliance with PRAG rules across all areas of project planning, implementation, procurement, financial management, documentation, and reporting.

The role focuses on hands-on support and guidance, with the objective of strengthening EHRC’s ability to manage EU-funded grants independently and compliantly.

The DIHR AA TJ PM will also be responsible for fostering strong communication and collaboration between the EHRC project team and the wider DIHR project team in both Addis Ababa and Copenhagen.

The DIHR AA TJ PM reports to the Department Director for Human Rights, Africa, at DIHR Copenhagen and works under the operational leadership of the

Copenhagen‑based Project Manager.

3 Tasks

  • Ensure project implementation is aligned with the approved proposal, logical framework, workplan, and EU PRAG requirements.
  • Facilitate effective coordination and collaboration between DIHR and EHRC.
  • Provide oversight and guidance on financial management, procurement, and compliance.
  • Monitor progress, risks, and use of resources, and support timely problem‑solving.
  • Contribute to high‑quality documentation, reporting, and audit processes in line with EU standards.

4 Qualifications and experience

  • Master’s degree in Project Management, Political Science, Development Studies, Law, or a related field.
  • At least six years of experience in international project implementation or coordination, including team leadership (required)
  • Proven experience managing EU‑funded projects, including PRAG‑compliant procurement, budgeting, and reporting (required).
  • Demonstrated ability to manage complex, multi‑stakeholder projects with strict compliance requirements (required).
  • Experience in transitional justice and/or human rights is an asset.
  • Strong interpersonal, organisational, analytical, writing, and reporting skills.
  • Fluency in English and Amharic (spoken and written).

5 Conditions of Consultancy

The consultancy is based in Addis Ababa, Ethiopia. Applicants must reside in Ethiopia and have a work permit. DIHR does not cover any relocation expenses. The consultant is responsible for all applicable taxes.

Duration: 16 months Start date: 1 April 2026
