The Economic Transformation Cluster (ETC) is a portfolio of projects under Germany’s development cooperation with Ethiopia, implemented by GIZ. These projects strengthen the country’s private sector so that MSMEs, start-ups, and growth-oriented firms can create jobs, raise incomes, and contribute to Ethiopia’s economic transformation. Implemented on behalf of BMZ and partners such as the EU, FCDO, and the Gates Foundation, ETC covers themes like enterprise development, finance, digitalization, skills, and sustainable production.

Evidence-based planning, knowledge management, and geospatial analysis are crucial to achieving these objectives. To strengthen the strategic use of data, information, and knowledge across cluster interventions, ETC seeks to recruit an Information & Knowledge Management Advisor. The position will support and lead the development and utilization of IT-enabled information & knowledge management products to improve program effectiveness, facilitate data-driven planning, monitoring, learning, and coordination among stakeholders.

Responsibilities and Duties

• Advice and support the cluster M&E team in developing, implementing, and maintaining data collection systems, dashboard, and reporting tools.

• Develop and assist the development of information management products such as dashboards, maps, fact sheets, and analytical reports (Using Power BI, QGIS).

• Ensure data quality, integrity, consistency, interoperability, and timely availability of cluster-wide information with global data & information management standards.

• Manage and analyze GIS-based products, including thematic and analytical maps, spatial analyses, and geospatial datasets.

• Support the documentation, organization and distribution of relevant cluster information, learnings, results, and best practices through existing platforms and other knowledge-sharing formats.

• Work closely with projects, partners and digitalization units to harmonize data standards and develop joint Information Management products for the cluster.

• Provide technical advice, training, and hands-on support to projects and partners on information management tools, methodologies, GIS, and data visualization.

• Perform other information & knowledge management, and GIS-related duties as needed by projects.

Qualifications 

• Master’s degree in data science, Information Management, Data Analytics, GIS, or a related field.

Professional Experience

• Minimum 5 years of professional experience in information management, GIS, or data analytics within development cooperation, or related sectors. 

• Proven track record of information management and producing information products such as analytical reports, maps, and dashboards.

• Experience in designing, implementing, and maintaining data collection systems, dashboards, and reporting tools

• Demonstrated analytical skills with the ability to translate complex data into actionable insights.

• Strong communication skills and ability to present technical information to non-technical audiences.

Specialized experience & knowledge

• Strong understanding of Information Management principles, data life cycles, and best practices.

• Strong hands-on experience with data collection, analysis, visualization and mapping tools (e.g. Power BI, ODK, Kobo Toolbox, Excel, QGIS).

• Proven ability to ensure Data Quality, Integrity & Standards

Languages

• English and Amharic English (required - full professional proficiency). 

German and other official Ethiopian (e.g. Amharic; Oromifia; Tigrigna) languages are an asset
