Main Purpose
Transporting MSF staff, patients and materials under good safety conditions and responsible for the fleet maintenance and the appropriate use and maintenance of MSF vehicles, in accordance with MSF rules, standards and protocols in order to have the vehicles in optimal running conditions and to ensure their safe, reliable and roadworthy operation.

Driver
As a driver, performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules to provide a safe, smooth and efficient service. Responsibilities are same as stated in the Driver JD (as per attached).
Conducting daily/ pre trip vehicle checks, identifying and reporting any technical or safety defects before operating the vehicle and ensuring that safety critical defects are immediately reported and the vehicle is not used until appropriately assessed.
Mechanic
As mechanic, in charge of maintaining all MSF vehicles and generators, ensuring that they are in good working condition and that they have the necessary materials and equipment, such as tools, emergency box, radio, spare parts, etc. Tasks include fixing minor mechanical problems and liaising with the Fleet Supervisor for major mechanical problems. Ensuring that staff have and uses the appropriate protective materials
Carrying out preventive maintenance, basic diagnostics and troubleshooting, routine inspections and minor corrective repairs on MSF vehicles and where applicable, generators within the limits of own technical competence and available tools/ equipment.
Identifying mechanical, electrical, braking, suspension, tyre, cooling and other technical defects and taking appropriate action or escalating them when they are beyond own capacity.
Ensuring that vehicles are technically safe and fit for operation following maintenance or repair before they are returned to service.
Ensuring that appropriate personal protective equipment (PPE) is available and used during maintenance and repair activities.
Maintenance Planning and Servicing
For the fleet management, responsible for planning and organizing the weekly check-up and service of the vehicles according to MSF policies and procedures.
Following the established preventive maintenance schedules and manufacturer recommendations, ensuring that servicing and required maintenance are planned and carried out in a timely manner to minimize vehicle breakdowns and downtime.
Following up on outstanding repairs and maintenance actions and informing the relevant supervisor of vehicles requiring additional technical attention.
After every service, repair and check-up, completing the necessary documentation, including logbooks, check-up sheets and other required maintenance records.
Reporting mechanical breakdowns and significant technical issues to the relevant supervisor in a timely manner.
Breakdown management
In the event of a breakdown, conducting an initial diagnosis and assessing whether the vehicle can be safely repaired on site.
Carrying out basic repairs where feasible and safe, and escalating or coordinating vehicle recovery and external repair for major or specialized faults in accordance with MSF procedures.
Ensuring that vehicles are not returned to service following a breakdown until the necessary technical checks and repairs have been completed and the vehicle is considered safe and fit for operation.
Maintenance Records
Ensuring that all records and documents related to vehicle maintenance are completed accurately and kept up to date, including logbooks, check-up sheets, service and repair records and other required reports.
Ensuring that maintenance records accurately reflect preventive maintenance, servicing, repairs, breakdowns, inspections, parts and consumables used, and other technical interventions.
Providing the required maintenance and fleet reports to the relevant supervisor in a timely manner.
Providing a monthly field log/report addressing, at a minimum, the progression of activities, difficulties encountered and the plan of action for the coming period.
Spare Parts and consumables
Managing the stock of vehicle maintenance consumables, maintaining stock cards, conducting physical inventories and initiating replenishment requests as required to avoid shortages.
Monitoring the availability and consumption of critical spare parts, lubricants, fluids and other vehicle maintenance materials and anticipating replenishment needs in coordination with Supervisor.
Ensuring that vehicle maintenance materials are used appropriately and in accordance with MSF procedures.
Ensuring that materials and consumables are used appropriately and in accordance with MSF policies and procedures.
Tools, equipement and workshop safety
Responsible for the tools and equipment required for vehicle maintenance, including emergency and safety equipment, ensuring they are correctly and safely used, maintained and renewed when necessary, and that the inventory is kept up to date.
Ensuring that tools and equipment are maintained in safe and serviceable condition and that appropriate PPE and safe working practices are used during maintenance and repair activities.
Vehicle Safety and equipement
Carrying out regular checks to ensure that required safety and emergency equipment is present, serviceable and appropriately maintained.
Ensuring that vehicles have the required operational and safety documentation and equipment in accordance with MSF requirements and applicable local regulations.
Reporting missing, damaged or unserviceable safety equipment and following up on corrective action as required.
Assisting in the briefing and coaching of drivers on daily vehicle checks, correct vehicle use, preventive maintenance, early identification and reporting of defects and appropriate action in case of breakdown.
With the Logistics Manager, identifying training needs for drivers and making appropriate recommendations regarding suitable trainers or training support.
Supporting the identification of recurring technical problems or incorrect vehicle-use practices and providing appropriate feedback to drivers and the relevant supervisor.
MSF Section/Context Specific Accountabilities
Ensuring that the preventive maintenance schedules for vehicles operating in the Begi project are implemented and followed up, with overdue or outstanding maintenance and repair requirements identified and communicated to the relevant supervisor.
In the event of a breakdown, conducting an initial diagnosis, informing the line manager and, where the repair is beyond the capacity or resources available in the project, supporting the coordination of external repair with validated mechanic workshops in Assosa, following the required approval process.
Supporting the coordination of vehicle recovery and external repairs when a breakdown cannot be safely or appropriately resolved within the project, ensuring that the required approvals and communication are completed.
Supporting the identification of recurring technical problems or incorrect vehicle-use practices and providing appropriate feedback to drivers and the relevant supervisor.
Supporting the Logistics team in identifying technical training and coaching needs for drivers based on observed vehicle-use practices, recurring technical problems and maintenance requirements.
