Job Description
Job Purpose
To lead the Foundation's finance and budget management based on the principles of transparency, accountability, control, economy, and effectiveness; ensure the proper and effective use of financial support obtained from founding institutions by aligning it with the Foundation's strategic and annual plans.
Main Duties
Develop, improve, and monitor the implementation of the Foundation's finance and budget policies, systems, and operating guidelines;
Coordinate the Foundation's annual budget by aligning it with strategic and annual plans;
Review program and institutional expenditure budgets and present budget priorities to management;
Manage the recording and utilization of financial support obtained from founding institutions in accordance with the approved plan and purpose;
Forecast income and expenditure flows and coordinate cash flow plans;
Periodically analyze budget performance and budget variances and present corrective recommendations;
Prepare financial reports accurately and on time and submit them to the Chief Executive Officer, the Board, and other appropriate bodies;
Manage the strengthening of the Foundation's cash, bank, and payment systems;
Strengthen financial internal controls and identify financial risks;
Coordinate external and internal audit processes and ensure that documents required for audit are submitted on time;
Coordinate the timely fulfillment of financial legal and institutional obligations;
Provide financial analysis, decision support, and resource utilization recommendations to management.
Job Requirements
Education
Accounting, Finance, Financial Management, Economics, Business Administration, or a related field.
Level: Master's Degree; professional certifications such as ACCA, CPA, CMA, or similar are additional qualifications.
Experience
Minimum 7 years of relevant finance experience, of which at least 2 years at a management level. Experience in finance management in civil society organizations/NGOs is preferred.
Professional Competencies and Skills
Financial management, budget preparation and control, financial analysis, cash flow management, internal control, audit, report preparation, and team leadership.
Reporting To: Chief Executive Officer.
