GIZ is undergoing a reorganization worldwide and in Ethiopia in preparation for the S4GIZ-System. Starting January 1, 2026, the administration of GIZ projects globally will be managed through dedicated Service Units in collaboration with the respective country offices. In Ethiopia, three Service Units have been established, one for each Cluster.
The Climate Change Cluster Service Unit (CCC-SU) is one of these three Service Units created under the new S4GIZ-System. The CCC-SU will efficiently support 15 projects within the Cluster. Additionally, the Cluster will be responsible for managing the Service Units in the Regional Offices located in Hawassa, Jigjiga, Bahir Dar, Arba Minch, Jinka, and Gambella.
The CCC-SU is currently seeking qualified candidates for the position of Finance Specialist, with the duty station in Jigjiga.
Core Tasks:
Manage all financial job orders and assignments within the area of responsibility and serve as the primary point of contact for advising managers, project teams and staff on financial matters related to EU co-financed activities.
Provide specialist technical support to colleagues and project staff on EU co-financing requirements, financial procedures, budget management, eligible expenditure and financial reporting.
Ensure that applicable EU contractual, financial and compliance requirements are clearly communicated and appropriately applied within the project.
Coordinate and monitor financial processes related to EU co-financed contracts, financing agreements, grants and local subsidy agreements, ensuring compliance with applicable GIZ, EU and contractual requirements.
Monitor the implementation and financial fulfilment of agreements and contracts, including commitments, payments, reporting obligations and closure requirements.
Contribute to the development and improvement of financial tools, templates, procedures and instruments for EU co-financed activities and ensure that changes to EU and corporate requirements are appropriately integrated.
Ensure that financial matters within the area of responsibility are addressed promptly and professionally. Resolve routine issues in accordance with applicable rules and escalate complex financial, contractual or compliance matters as appropriate.
Contribute actively to continuous improvement of financial processes, internal controls and risk management within EU co-financed activities.
Ensure proper financial documentation and knowledge management, including maintaining complete and auditable records of financial transactions, contracts, reports, approvals and supporting documentation.
Support project staff, partners and recipients in understanding and applying relevant financial procedures and EU co-financing requirements.
Perform additional tasks as assigned by the line manager. Areas of responsibility may be adjusted according to the operational requirements of the Country Office and EU co-financed projects.
Main Activities
Finance Responsibility
Support the financial setup, implementation and monitoring of EU co-financed projects, ensuring compliance with applicable EU contractual requirements, GIZ policies and approved budgets.
Manage and monitor EU funds, co-financing resources, commitments, expenditures, cash flow, receivables, payables and remaining balances, including the preparation of financial forecasts and expenditure plans.
Conduct regular budget-versus-actual analysis, identify variances and financial risks, and provide timely advice to management on corrective measures.
Coordinate and review EU financial reports, invoices, claims and supporting documentation to ensure accuracy, completeness, eligibility and timely submission.
Manage the financial aspects of financing agreements, grants, local subsidy contracts and other EU-related agreements, including payments, advances, settlements and closure.
Provide financial guidance to project teams, partners and recipients on EU financial requirements, eligible expenditure, documentation and reporting obligations.
Ensure effective internal controls, proper financial documentation and compliance with applicable EU requirements, including fraud prevention, sanctions and other relevant compliance measures.
Support and coordinate audits, expenditure verifications and financial reviews, and ensure timely follow-up and resolution of audit and internal control findings.
Act as the main financial focal point for EU co-financed activities, coordinating with service unit, Administrative Unit, project teams, partners and relevant EU stakeholders.
Monitor financial implementation at Jijiga egional offices, provide technical support to regional teams and ensure consistent application of EU and GIZ financial procedures
Maintain accurate, complete and auditable financial records and ensure effective financial risk management throughout the project cycle.
Job Requirements
Competences:
B.A. Finance, Accounting, Economics, Business Administration or a related field.
Minimum of 5 years work experience in a similar environment
High degree of initiative, efficiency, team-working, integrity and accountability
Attention to detail and accuracy
Ability to work under pressure and patience
Thorough knowledge of GIZ instruments and procedures
Confidential handling of data and information
Previous experience in GIZ finance unit /GIZ Software’s
Qualifications and Experience:
Significant professional experience in financial management of EU-funded/EU co-financed projects.
Strong knowledge of EU financial regulations, eligibility of expenditure, financial reporting and audit requirements.
Excellent analytical, coordination, communication and advisory skills.
Fluency in English; knowledge of relevant local languages would be an advantage.
