Position: Grant and Finance Director
Reports to: Chief of Party (CoP) & Program and Grant Operation Director
Supervises: Finance, grants, compliance and relevant project support staff
Duty Station: Addis Ababa, Ethiopia, with frequent travel to project sites
Project Coverage: Central Ethiopia, Sidama, South Ethiopia and Southwest Ethiopia Regions
Employment Status: Full-time-Fixed term for one Year

Position Purpose
The Grant and Finance Director provide strategic leadership for the FFHPCT Project’s financial management, grant administration and compliance. The position ensures effective budgeting, expenditure control, financial reporting, donor compliance, internal controls, risk management and value for money, while supporting project results, accountability and sustainable transition.
Key Responsibilities
- Strategic Financial & Grant Leadership: Lead project financial and grant-management functions and advise the CoP and management on financial performance, resource utilization, compliance, risks and corrective actions.
- Budgeting & Financial Planning: Lead budget preparation, review and revision; align budgets with approved work plans, activities and milestones; monitor utilization and variances; and provide financial analysis for resource allocation and management decisions.
- Financial Management & Reporting: Oversee expenditures, cash-flow, reconciliations, advances and financial transactions; ensure costs are allowable, reasonable, properly authorized and documented; and ensure timely and accurate financial reporting and budget-versus-actual analysis.
- Grant & Award Compliance: Maintain grant-compliance systems and award-management trackers; monitor donor terms, reporting requirements, milestones and key obligations; and coordinate grant modifications, approvals and required documentation.
- Partner & Consortium Financial Management: Review partner budgets and financial reports, monitor compliance and financial performance, assess capacity gaps, and provide targeted financial-management strengthening.
- Internal Controls & Risk Management: Maintain effective financial controls, segregation of duties, authorization and reconciliation systems; identify control weaknesses; prevent and address financial irregularities; and escalate significant risks.
- Procurement, Cash & Asset Oversight: Coordinate with operations and procurement teams to ensure compliant and properly budgeted procurement, effective cash management, and proper accountability for project assets and resources.
- Donor Compliance & Audit: Ensure compliance with donor financial requirements; coordinate internal, external and donor audits/reviews; respond to findings and ensure timely implementation and closure of corrective actions.
- Results-Based Financial Management: Work with the CoP, MERL Director and technical teams to align resource utilization with project performance and milestones; provide financial inputs to performance reviews and support evidence-based resource allocation and adaptive management.
- Transition & Capacity Strengthening: Provide financial inputs to transition and sustainability planning and strengthen staff and partner capacity in budgeting, financial controls, reporting and donor compliance.
Required Qualifications & Experience
Education
- Master's degree in Finance, Accounting, Business Administration, Financial Management, Economics or a related field.
Experience
- At least 10 years of progressively responsible experience in financial management, grants management, accounting or financial compliance.
- At least 5 years of senior financial/grants management experience with large-scale donor-funded programs.
- Demonstrated experience managing USG-funded awards, preferably USAID/PEPFAR or other U.S. Government-funded programs.
- Strong experience in budgeting, financial reporting, expenditure control, grant compliance and audit management.
- Experience managing complex, multi-region and/or consortium-funded programs.
- Demonstrated experience in partner/subaward financial management and capacity strengthening.
- Strong knowledge of internal controls, financial risk management and fraud prevention.
- Experience linking financial management with program performance and results-based management.
- Experience with NGOs, development organizations or public-sector programs in Ethiopia is highly desirable.
- Experience in project closeout, transition and sustainability planning is an advantage.
