Contract type

Valid until completion and formal acceptance of all agreed deliverables, including the 12-month post-deployment support period.

Payment

Negotiable, based on the available budget. Payment will be made in phases upon completion and approval of the agreed deliverables for each phase.

Background & Objective

Since 2022, MWF, in partnership with the Ministry of Health with support from the NCDI Poverty Network, has implemented PEN-Plus project at Addis Zemen (Amhara) and Muketuri (Oromia) Primary Hospitals, continuously enrolling and providing comprehensive care for patients with severe NCDs. Currently, these hospitals are using paper-based system for clinical care in which we plan to replace by reliable longitudinal patient tracking, reporting system with excellent data-quality control checks. In addition to these two primary hospitals, MWF is closely working with MOH and Regional Health Bureaus to scale-up the service to 150 primary hospitals by 2030.

MWF invites qualified individual consultants to customize, configure, test, deploy, document, and support a DHIS2 Tracker-based longitudinal patient data-management platform for PEN-Plus clinics — covering registration, clinical documentation, follow-up, cohort monitoring, dashboards, and reporting, with future interoperability with Ministry of Health platforms and national standards.

Scope of Work

Requirements & System Design

Review PEN-Plus clinical/program workflows and existing forms; engage stakeholders to produce a complete System Requirements Specification (SRS); define functional and technical specifications (infrastructures, hosting options, security, backup/disaster-recovery, interoperability); define organization units, user roles, and access permissions.

DHIS2 Tracker Configuration

Configure a patient-level DHIS2 Tracker program with unique patient ID, demographics, and diagnosis; disease-specific enrollment/follow-up forms; cohort-register functionality; referral, outcome, missed-appointment, and loss-to-follow-up tracking; document all custom development.

Reporting, Dashboards & Data Quality

Automated disease-specific dashboards (diabetes, cardiovascular disease, asthma, and other agreed conditions) enrollment, retention, outcome, mortality, and donor-reporting. Monthly, quarterly, bi-annual and annual cohort report generation. Validation rules, duplicate detection, and data-quality monitoring.

Interoperability, Deployment & Security

Configure test and production environments; ensure reliable online/offline operation on desktop and tablet; support integration with Ministry of Health HMIS/EMR platforms using national standards and APIs (incl. HL7/FHIR); implement role-based access, audit trails, encryption, backups, and disaster recovery; comply with Ethiopian and MWF data-protection requirements.

Testing, Go-Live, Training & Support

Execute configuration, integration, security, and user-acceptance testing; obtain documented MWF sign-off before go-live; manage data cleaning/migration with MWF approval; prepare go-live and rollback plans; deliver role-based training and manuals for administrators, clinicians, and M&E/IT staff; provide a minimum of 12 months' post-deployment technical support and maintenance under an agreed SLA.

Key Deliverables (Summary)

  • Inception report, work plan, and risk register

  • Approved System Requirements Specification (SRS): including infrastructure

  • Functional/technical specifications and architecture, security, and migration plans

  • Configured test environment, then secured production DHIS2 system

  • UAT results, defect log, and signed acceptance record

  • Full source code, metadata, and configuration documentation

  • Administrator/user manuals and training materials

  • Go-live report and knowledge-transfer report

  • Minimum 12 months of post-deployment support, with periodic reports

Preferred: experience with Ethiopia's Ministry of Health/HMIS/EMR standards, NCD/chronic-care workflows, HL7/FHIR interoperability, and DHIS2 certification.

Job Requirements

Required Qualifications

  • Master’s or Bachelor’s in software engineering, computer science, information systems, health informatics, or a closely related field (plus substantial directly relevant experience may be considered).

  • 5+ years leading complex DHIS2 implementations, including DHIS2 Tracker/patient-level cohort systems and dashboard development.

  • Evidence of at least two completed DHIS2 Tracker or comparable patient-level health-information system assignments/preferably longitudinal system.

  • Experience on with Java, PostgreSQL, APIs, systems integration, secure hosting, and DHIS2 administration.

  • Experience with user roles, validation rules, audit trails, backups, disaster recovery, and secure handling of patient-level data.

  • Ability to gather requirements, prepare specifications, and manage testing/deployment, and deliver full technical handover.

  • Experience in closely working and training of administrators, clinicians, M&E teams, and program staff.
