Position Purpose

The MEAL Officer is responsible for leading the implementation and coordination of the project's MEAL framework and data management systems in alignment with Tearfund Quality Standards, Core Humanitarian Standards (CHS), and donor requirements. The post holder will oversee indicator tracking, lead Post-Distribution Monitoring (PDM) and surveys, establish and manage community feedback and response mechanisms (CFRM), conduct data verification, and produce high-quality reports. Additionally, the MEAL Officer will facilitate capacity development for project staff and local stakeholders, strengthen accountability to affected populations, and promote organizational learning across Tearfund and its partners.

Key Duties & Responsibilities

Lead the implementation and coordination of the project’s MEAL framework and data management systems.

  • Align project MEAL activities with Tearfund Quality Standards, Core Humanitarian Standards (CHS), and donor requirements.

  • Oversee project indicator tracking and conduct data verification.

  • Lead Post-Distribution Monitoring (PDM), baseline surveys, and quantitative/qualitative data collection.

  • Establish and manage Community Feedback and Response Mechanisms (CFRM) in accordance with CHS standards.

  • Produce high-quality monitoring, evaluation, and learning reports.

  • Facilitate capacity development for project staff and local stakeholders on MEAL processes.

  • Strengthen accountability to affected populations and promote organizational learning across Tearfund and its partner network.

Job Requirements

Required Qualifications & Experience

  • Education: BSc/BA in Agriculture, Rural Development, DRM, Economics, Social Sciences, Project Management, Development Management, Statistics, or a related discipline.

  • Professional Experience: Minimum of four (4) years of direct MEAL experience within NGO/INGO emergency or development contexts.

  • Sector Expertise: Demonstrated expertise in disaster risk financing frameworks, encompassing anticipatory action, parametric insurance, and trigger-based early warning, forecasting, and preparedness initiatives in remote settings.

  • Technical Skills:

  • Proven experience in designing and conducting PDM, baseline surveys, and data collection.

  • Practical experience establishing and managing CFRM according to CHS standards.

  • Proficiency in digital data collection platforms (KoboCollect) and data analysis tools (Excel, SPSS, Stata).

  • Technical knowledge of standard food security indicators (FCS, HDDS, HFIAS).

Core Competencies & Other Requirements

  • Strong quantitative and qualitative data analysis, presentation, and technical report writing capabilities.

  • Language Proficiency: Fluency in written and spoken English and Amharic. Fluency in the local language is essential (preference given to Ethiopian nationals).

  • Advanced computer proficiency (Google Workspace).

  • Cultural sensitivity and competence in working across diverse cultural contexts.

  • Excellent communication, capacity development, and interpersonal skills with community mobilization capacity.

  • Excellent time-management and multitasking abilities under pressure with strong attention to detail.

  • Alignment with Tearfund’s Mission, Values, and Beliefs.
