GENERAL DESCRIPTION OF THE ROLE:

The Participatory Rangeland and Integrated Watershed Management Advisor will provide technical leadership for the development of four participatory rangeland management plans and eight integrated watershed management plans for PLACE project in Nyangatom and Dassenech Woredas, South Omo Zone, South Ethiopia Region. The role will ensure that the planning process is informed by sound technical assessments, local knowledge, pastoral resource-use systems, customary governance arrangements, and the environmental and livelihood context of the target areas.

The Advisor will facilitate inclusive and conflict-sensitive engagement with pastoral communities, customary institutions, local government, and other relevant stakeholders to develop context-appropriate and sustainable natural resource management solutions. Working closely with the GIS and Geospatial Planning Advisor, the postholder will ensure that the resulting plans are spatially informed, technically feasible, locally supported, and sufficiently detailed to guide implementation and monitoring.

KEY AREAS OF ACCOUNTABILITY/DUTIES

A. Participatory Rangeland Assessment and Governance Analysis

  • Review project documents, relevant studies, existing natural resource management plans, and the FAO-commissioned watershed assessment to inform the assessment methodology and planning process.

  • Establish the methodology and work schedule for desk reviews, field assessments, stakeholder consultations, and data collection in coordination with the GIS and Geospatial Planning Advisor.

  • Conduct rapid field assessments and stakeholder consultations to understand local conditions, pastoral resource-use systems, management challenges, and community priorities.

  • Assess and document communal grazing areas, seasonal grazing patterns, livestock mobility routes, water resources, rangeland conditions, land degradation, competing resource demands, and opportunities for sustainable management and restoration.

  • Examine customary institutions, traditional resource management practices, existing bylaws, and relevant policies and institutional frameworks to identify governance gaps, capacity needs, resource-use conflicts, and coordination challenges affecting communal rangeland management.

  • Engage pastoral women, youth, customary leaders, community representatives, and relevant government stakeholders to incorporate local knowledge, resource-use priorities, and management needs into the planning process.

  • Work jointly with the GIS and Geospatial Planning Advisor to integrate field findings, spatial data, and resource-use information, ensuring that assessments and maps provide a consistent evidence base for management planning.

B. Participatory Rangeland Management Planning

  • Facilitate participatory planning in Bandira and Nakiya Kebeles in Dassenech Woreda and Kakuta and Nawyape Kebeles in Nyangatom Woreda, using assessment findings, geospatial information, and community priorities to develop four kebele-level rangeland management plans.

  • Facilitate the identification and prioritization of technically feasible and locally appropriate interventions for sustainable rangeland management, rehabilitation, restoration, and improved resource governance, considering land condition, degradation drivers, seasonal resource availability, pastoral mobility, customary management systems, and climate risks.

  • Ensure that plans reflect functional grazing landscapes and livestock mobility corridors, including areas extending beyond kebele boundaries where necessary, and address resource-use conflicts and coordination between communities and institutions.

  • Define priority interventions, their locations and rationale, implementation sequencing, stakeholder responsibilities, coordination and governance arrangements, indicative resource requirements, and measurable monitoring indicators.

  • Incorporate relevant geospatial maps and analysis developed jointly with the GIS and Geospatial Planning Advisor to support spatially informed and practical management decisions.

C. Integrated Watershed Assessment and Planning

  • Review the FAO-commissioned watershed assessment and conduct targeted field assessments and stakeholder consultations to verify watershed conditions, identify degradation drivers, and assess drainage, water resources, land-use pressures, and upstream–downstream relationships.

  • Work jointly with the GIS and Geospatial Planning Advisor to delineate and assess the relevant sub-watersheds associated with the eight water-point development sites, ensuring that planning covers the complete relevant hydrological units and necessary upstream and downstream areas.

  • Facilitate the identification and prioritization of technically feasible watershed management interventions, including soil and water conservation, land rehabilitation, natural resource restoration, and sustainable water-resource management, based on biophysical conditions, ecological processes, community livelihoods, and stakeholder priorities.

  • Develop eight integrated watershed management plans that specify priority interventions and their locations, technical rationale, implementation sequencing, responsible stakeholders, coordination arrangements, indicative resource and financing requirements, and measurable monitoring indicators.

  • Prepare practical implementation roadmaps for the watershed plans, outlining priority actions, responsibilities, resource requirements, timelines or sequencing, and monitoring arrangements.

D. Joint Review and Validation of Management Plans

  • Work closely with the GIS and Geospatial Planning Advisor to verify the consistency and technical quality of assessment findings, spatial datasets, maps, proposed intervention locations, and management recommendations.

  • Jointly present draft assessments, maps, and management plans to pastoral communities, customary institutions, and relevant government stakeholders for technical review and participatory validation.

  • Document stakeholder feedback and incorporate agreed recommendations into the final plans, ensuring that proposed interventions are locally supported, technically feasible, spatially appropriate, and aligned with relevant local government planning processes.
