The main purpose of the Position
Performing autonomously, specific complex / advanced installation, maintenance works and repairs depending on technician’s specialization (requiring special/qualifications/training), according to supervisor’s instructions and MSF standards and procedures, in order to ensure a proper functioning and maintenance of MSF equipment, installations and infrastructures
Accountabilities
Performing autonomously, all necessary complex / advanced installations, maintenance and repairs (i.e. requiring special qualifications/training), according to the supervisor’s instructions and executes any needed tests after any repair or maintenance. Including the following functions:

AdvertisementQualified Mechanic
Biomed Technician
Making suggestions regarding any repair or maintenance work needed in MSF electrical installations, equipment and/or vehicles and assisting logistics department for any relative work needed.
Managing the stock of consumable items, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage.
Responsible for the equipment and tools, including extinguishers, checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.
Keeping working area clean and tidy.
Ensuring that all record sheets and books related to logistical maintenance are always completed. Preparing needed reports before and after any repair or required maintenance.
Immediately informing the line manager of any problems that arise in the course of the work, particularly with regard to damage, loss, theft or attempted break-ins.
Working in collaboration with other specialised technicians and workers, if necessary, or managing a small team of workers.
MSF Section/Context-Specific Accountabilities
Accountable for the installation, maintenance, and repair of all coordination facilities, including offices, warehouses, guest houses, and the Expat family house.
Develop and implement preventive maintenance plans for all MSF facilities, equipment, generators, electrical systems, sanitary systems, plumbing systems, and infrastructure to ensure optimal performance and minimize breakdowns.
Follow up on maintenance requests and ensure timely execution of maintenance activities across all coordination facilities.
Carry out preventive and corrective maintenance of electrical installations, including distribution boards, wiring systems, lighting systems, sockets, and other electrical infrastructure.
Conduct regular inspections and condition assessments of offices, warehouses, guest houses, staff residences, water and sanitation systems, electrical installations, and other MSF infrastructure, and report identified risks with recommended corrective actions.
Supervise and monitor contractors and external service providers during outsourced maintenance, construction, and rehabilitation works to ensure compliance with MSF standards, safety requirements, and technical specifications.
Monitor the condition and performance of technical installations and equipment, identify potential failures or risks, and recommend corrective measures to minimize service interruptions.
Troubleshoot and resolve electrical and electromechanical issues affecting facilities and equipment to ensure operational continuity.
Support infrastructure improvement and rehabilitation projects by preparing technical specifications, Bills of Quantities (BoQs), cost estimates, and work completion verification reports.
Ensure compliance with occupational health, safety, and environmental standards, including electrical safety, fire safety requirements, and safe working practices.
Monitor the condition and expiry dates of fire extinguishers across all coordination facilities and initiate timely servicing, refilling, or replacement when required.
Monitor and analyze utility consumption, including electricity, water, fuel, and generator usage, and propose measures to improve efficiency and reduce operational costs.
Maintain accurate and up-to-date maintenance records, technical reports, equipment histories, and related documentation to ensure proper traceability.
Coordinate emergency maintenance interventions and respond promptly to technical incidents to ensure the safe and continuous operation of all facilities.
Supervise and monitor the functionality, maintenance, and performance of submersible pumps, booster pumps, and water distribution systems in warehouses and other facilities.
Monitor pest control measures, identify signs of infestation, assess potential entry points, and ensure appropriate pest control interventions, particularly in warehouse facilities.
Monitor and supervise the condition, performance, and functionality of dehumidifiers to ensure uninterrupted operation in warehouses, archives, and storage areas.
Implement and monitor Planned Preventive Maintenance (PPM) programs for cold-chain equipment, refrigerators, and related systems.
Ensure the proper installation and safety compliance of warehouse racking systems in accordance with recognized storage and warehouse safety standards.
Support the Logistics Coordinator Assistant in asset identification, coding, inventory control, and compliance with MSF asset management procedures.
Perform any other related duties assigned by the line manager.
Job Requirements
Education:
Essential: Diploma in Electrical, Mechanical, or Electromechanical Engineering from a recognized technical college or university.
Desirable: Bachelor's degree in electrical engineering, Mechanical Engineering, Electromechanical Engineering
Experience:
Essential: Minimum 2 years of hands-on experience in facilities maintenance, electrical installation and troubleshooting, office equipment maintenance, and basic plumbing and sanitation systems.
Desirable: Previous experience in MSF or other NGOs, particularly in managing technical infrastructure and maintenance activities
Requirements
Essential: English language skills (Speaking, Writing, Reading) work proficiency and Local language.
Essential: Computer literacy, able to use Microsoft applications like Outlook, word and excel.
