TERMS OF REFERENCE (ToR)
To prepare an online advocacy dialogue on: legal frame works and policies related to technology-facilitated Gender based-Violence (GBV)
Project title: Amplifying Women’s Voices: Addressing Digital Gender-Based
Violence in Ethiopia
The Ethiopian Women Lawyers’ Association (EWLA) was established at the federal level in 1995 by female legal professionals and was registered as a civil society organization. For more than 30 years, it has been working to stand for justice and equality for Ethiopian women. It implements 5 major programs: Legal & Policy Advocacy, Right Education & Service Strengthening, Comprehensive Free Legal Aid & Holistic Support, Professional Empowerment & Legal Networking, as well as Professional Ethics & Service Quality. The Association has its headquarter in Addis Ababa, and regional branch offices in Adama, Hawassa, Bahir Dar, Gambella, Asosa, Jigjiga, Semera, and Dire Dawa. Moreover, it has established 63 volunteer committees at zonal and district levels to reach women in remote areas and launched a multiligual Toll free Hotline center “7711” which provides services in Amharic, Afaan Oromo, and Tigrigna.
Currently, EWLA has been implementing a project titled “Amplifying Women’s Voices: Addressing Digital Gender-Based Violence in Ethiopia” in partnership with New Millennium Women Empowerment Organization (NMWEO), intending to:
Increase awareness and understanding of digital and social media-facilitated gender-based violence (GBV) among Ethiopian audiences.
Amplify the voices and lived experiences of Ethiopian women, particularly influencers, to challenge harmful norms and encourage public dialogue.
Strengthen public knowledge of existing legal protections and highlight gaps in addressing online GBV.
Promote accountability and policy engagement by influencing key stakeholders and decision-makers to respond more effectively to digital GBV.
The intervention challenges harmful online behaviors, amplifies women’s voices, promotes accountability, and strengthens awareness of legal protections, directly contributing to safer digital spaces and freedom of expression for women. Young women and girls, women influencers and content creators, online audiences, and policymakers are the major targets of the project.
Therefore, a consultant is required to prepare a PowerPoint presentation and facilitate an online advocacy dialogue on technology-facilitated gender-based violence, the legal frameworks and policies, aiming to:
increase awareness and understanding of digital and social media-facilitated gender-based violence (GBV) among Ethiopian audiences
Promote accountability and policy engagement by influencing key stakeholders and decision-makers to respond more effectively to digital GBV
Strengthen public knowledge of existing legal protections and highlight gaps in addressing online GBV
Purpose of the legal content
To contribute to long-term advocacy for improved laws, enforcement, and safer digital ecosystems
To increase engagement from legal actors and policymakers in stronger discourse on accountability
To shift public attitudes toward recognizing digital GBV as violence, not “normal” online behavior
Scope of the activity
Review national and international legal documents and laws on technology-facilitated crime.
Conduct a mini assessment on different legal cases on technology-facilitated GBV, which will be an input for the dialogue.
Prepare a PowerPoint presentation and conduct three consecutive online advocacy sessions on technology-facilitated gender-based violence
Participants
Participants will be drawn from justice sectors, Women and children bureaus, women-led organizations, media influencers, young women and girls active in social media from Federal and regional levels.
Deliverables
PowerPoint presentation on the issues of technology-facilitated GBV and existing legal and policy frame works
Facilitate three online advocacy dialogue sessions
Final session reports
Job Requirements
Qualifications and Experience
Advanced degree in Law/Human Rights and Social Sciences, Gender Studies, Development Studies desirable
Minimum of 2 years of experience in legal services, human rights, especially technology-facilitated GBV
Have additional legal experience and knowledge in technology-facilitated GBV
Experience in facilitating meetings via social media platforms.
Have a renewed license and TIN no
Can send technical and financial proposal
Time frame
The presentation time frame of the online dialogue will be on October 22, 29, and November 4, 2026.
