Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project.
Accountabilities
In collaboration with the- MTL and PC, planning, elaborating and reviewing the annual budget for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population.
Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the MTL on the development of the ongoing programs including the following: Designing, implementing and managing all Watsan interventions in the project. (Including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control
Conducting routine Watsan assessments in collaboration with project medical teams to identify Watsan needs at project level, and making recommendations for response activities to the line manager.
Ensuring the Watsan contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock
In collaboration with the MTL and HR, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area
Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioral practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Watsan activities in the medical intervention offering project proposals and work plans.
Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management
MSF Section/Context-Specific Accountabilities
All typical Watsan interventions in a healthcare facility (water supply, excreta disposal, grey water management, rain water management, waste management, hygiene, vector control, expired drugs disposal and infection control)
Create and maintain relationships with other WASH actors in the region and attend regular WASH meetings
Analyze monthly data collected, share information with WASH clusters, and advocate when needed
In close coordination with Watsan TR/MTL, ensure project emergency preparedness stock is available and refurbished ASAP after used
Supervise and coach projects’ WATSAN teams to ensure that all MSF-H projects in Shire region are meeting their objectives through following and being compliant to MSF standards, protocols and procedures. Share monthly Watsan report with MTL and WTR timely.
Review the MMR for trends that could be affected by Watsan interventions (AWD, HEV, Malaria, etc.)
Assist the supply team in periodically performing inventory checks on Watsan items and equipment.
Facilitate community engagement processes, including participatory design sessions, establishment of water user committees, and development of community-led maintenance plans.
Build the capacity of local authorities and community-based organizations in WASH service management and governance at outreach health post and at the community.
Manage and coordinate the regular desludging of septic tanks and cleaning of sanitation infrastructure, ensuring environmental and public health standards are met.
Establish and supervise regular inspection routines for all water infrastructure, including piping systems, storage tanks, and plumbing installations.
Coordinate timely maintenance and emergency repairs by providing essential materials and technical support to field teams and trained community members.
Lead community mobilization initiatives in collaboration with the HP team to encourage collective responsibility for water conservation, regular toilet cleaning, and environmental hygiene practices at the ICCM sites.
Support the formation of water and sanitation committees within the IDP communities to promote ownership and sustainability of WASH services.
Conduct refresher trainings and workshops for community WASH volunteers to maintain skills and motivation.
Set team objectives, conduct performance evaluations, and identify capacity-building needs.
Develop, implement, and adjust the Watsan operational plan for both IDP and host communities, integrating hospital WASH needs and sustainable hand pump repair strategies.
Coordinate hand pump repairs by sourcing local technicians and mobilizing quick-response repair teams.
Facilitate the establishment or strengthening of community Water User Committees (WUCs) responsible for first-line maintenance and cost-sharing mechanisms.
Engage local water authorities (municipal, regional) to formalize community responsibility and technical support structures.
Organize technical training for community volunteers on basic hand pump maintenance and simple repairs

Requirements
Education
Essential: Academic background in engineering or an equivalent relevant training Desirable: Watsan in Emergencies Training within MSF is strongly recommended
Experience
Essential: Previous experience in technical aspects of water and sanitation works.
Minimum of 6-months of hands on field emergency WHS professional experience in a humanitarian or international development setting
Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water
Management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
Desirable: public health background or experience
Languages
Mission language (English) essential; local language desirable
