Position Overview / Scope of Role:
The Executive Director – Construction & Infrastructure is a C-suite level leader responsible for driving the planning, delivery, and optimization of OVID Holding’s large-scale infrastructure portfolio, spanning real estate, roads, utilities, and smart city development. Reporting directly to the Group CEO, this role oversees a complex ecosystem of subsidiaries, contractors, consultants, and functional units to ensure timely, cost-effective, and quality-assured delivery of all capital projects. This leader is accountable for ensuring project governance, execution consistency, and performance visibility across all construction wings, while actively contributing to the success of Project Phoenix and Vision 2030. The Executive Director champions lean construction, technological innovation, risk mitigation, and operational excellence, working closely with the Group’s Executive Team to align infrastructure execution with long-term business goals.

Top Roles and Responsibilities

 Strategic Leadership & Governance.

  • Define and drive the delivery strategy for all construction, urban development, and infrastructure programs under OVID Holding.

  • Implement and enforce project governance frameworks, including project gating, risk reviews, and quality checkpoints.

  • Ensure strategic alignment between infrastructure delivery and the company’s masterplans (e.g., OGGC Smart City, 60K Housing Initiative, etc.).

Project Execution & Portfolio Oversight

  • Oversee the execution of all major infrastructure and capital projects — from concept design through to handover.

  • Monitor timelines, budgets, milestones, regulatory compliance, and safety standards across all project sites.

  • Lead intervention and recovery strategies for underperforming projects or critical execution risks.

  • Enforce earned value tracking and real-time reporting on physical and financial progress.

 Subsidiary Integration & Cross-Functional Collaboration

  • Provide technical and operational leadership to OVID Construction, OVID Roads, and other implementation subsidiaries.

  • Facilitate integration between design, procurement, site execution, engineering services, and asset management functions.

  • Ensure alignment and communication between internal departments (Finance, HR, Legal, Strategy, and PMO) and external execution teams.

  • Embed standardized execution processes and performance scorecards across all subsidiaries.

 Contractor, Consultant & Stakeholder Management

  • Build and manage partnerships with general contractors, subcontractors, technical consultants, utility companies, and government agencies.

  • Negotiate and enforce contract terms to control scope, claims, variations, and delivery timelines.

  • Resolve disputes and escalations in a timely, strategic, and commercially sound manner.

 Innovation, Technology & Process Optimization

  • Drive the adoption of construction technologies such as digital dashboards, integrated ERP systems, and 3D modeling tools.

  • Champion lean construction methods, value engineering, and lifecycle asset optimization.

  • Promote process excellence through SOPs, performance benchmarking, and continuous improvement initiatives.

  • Integrate sustainability and climate resilience into project planning and materials sourcing.

Leadership, Team Development & Culture Building

  • Lead a multi-layered team of project directors, engineers, planners, and field managers.

  • Define KPIs, build succession pipelines, and foster a culture of performance, accountability, and safety.

  • Lead executive project reviews and communicate key performance trends to the CEO and Board.

Strategic Alignment & Special Projects

  • Contribute directly to Vision 2030 by aligning infrastructure with national, sectoral, and urban transformation goals.

  • Act as a senior champion for Project Phoenix by ensuring execution visibility, stakeholder trust, and milestone integrity.

  • Perform any additional duties as assigned by the Group CEO.

Key Interfaces & Reporting Lines

  • Direct Reports: Managing Directors of OVID Roads & OVID Construction, Project Directors, Engineering Heads

  • Internal Interfaces: Group CEO, COO, CFO, CCO, CTO, Chief Strategy Officer, CHR, PMO

  • External Interfaces: Contractors, Government Regulators, Utility Authorities, City Development Offices, Strategic Partners

Success Metrics / Key Deliverables

  • Percentage of projects delivered on time, within budget, and meeting required specifications

  • Construction and site performance versus baseline plans

  • Risk closure and claim resolution timelines

  • Reduction in project delays, cost overruns, and rework

  • Stakeholder satisfaction: Real Estate, Roads, Government Agencies

  • Project visibility and executive reporting quality

  • Group-wide standardization and best practice replication

Educational Qualification:

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related technical field

  • Master’s degree (MBA or MSc in Engineering Management) is highly preferred

  • Professional certifications such as PMP, PRINCE2, or Lean Construction are an added advantage

Experience:

  • Minimum of 15 years of experience in large-scale construction or infrastructure leadership roles

  • Proven track record in multi-billion birr portfolios across urban development, real estate, roads, and utility networks

  • Strong commercial, contractual, and regulatory experience

  • Demonstrated ability to lead multidisciplinary teams across multiple geographic sites and delivery models
