With over 25 years of experience in Ethiopia, JSI has implemented over 60 projects, focusing on improving health outcomes, quality, and equity in access to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. JSI has actively contributed to various areas, including primary health care, community health programs, data use, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Activity Overview:
Data Use Partnership Workstream 1: Enhancing National and Regional HIS Technical Assistance, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia's Health Sector.
Embedded in the RHB, the position holder ensures the alignment between the project implementation and the government priorities. He builds TA on HIS so that the RHB demonstrates capacity to lead, coordinate and implement IR initiatives. He liaises the RHB with the central project team, coordinates all the project activities, ensures the proper use of resources in light of the project vision and goal. In addition to the coordination role, he is responsible for implementing planned activities in data use, data quality improvement, key digitization efforts and HIS governance. Extending creative and high impact interventions to the different case teams within the regional HB will be their main duties.
The position holder will be responsible for assisting the RHB in strengthening the ecosystem of data quality assurance and information use for monitoring and evaluation, learning, and informed decision making. He will be responsible for maintaining regular communications with zones, woredas, and health facilities and assist the day-to-day technical data use and related activities. He/ she will act as a trainer for building the capacity of health managers and staff on health information system management, HIS mentoring, data quality assurance, data analysis and information use. He/ she is expected to have a hands-on experience in health information management system design and strong analytical and presentation skills, with analysis of statistical significance or survey results.
Job Summary
Technical Responsibility
Provide programmatic guidance and technical assistance to strengthen data demand and use at the regional level and below.
Support RHB on implementation of data quality assurance techniques at all levels in the region, engage in conducting data quality review and provision of feedback, ensure that the data quality feedback given is used for improving the data quality
Participate and facilitate analysis of data, visualization of data and promoting data use practice at all levels in the region
Facilitate the use of DHIS2 and other information system tools for data analysis and visualization to enhance data driven decision making.
Liaise with the national HIS and Data Use specialistto ensure regional implementation of appropriate strategies and tools developed at the national level for strengthening the use of health data, identify data needs at different levels, and build capacity to implement.
Support the regular reporting of IR model Woreda/facility assessments, analysis and feedback to improve the reporting status and the IR model status. ,
Facilitate the use of data through the application of innovative approaches at regional, woreda, health facility, and community levels.
Build capacity on demand for and ability to use routine health data for evidence-based decision making at regional and lower levels through ensuring functionality of data use platforms and organizing mentorship, supportive supervision, training and workshops.
Support RHB in proactively identifying, documenting and sharing lessons learnt and best practices across the regional key HIS stakeholders.
Identify and mentor champions of information use at regional and lower levels and further develop their capacity as leaders for improving data-informed decision making.
Support the community health information system including efforts to digitize it.
Support and strengthen the regional HIS governance, coordination platforms, accountability and other dimensions
Support the coordination of HIS partners in the region in to enhance resource mobilization, avoid duplication of efforts and ensure the realization of the regional HIS plans and HIS strengthening efforts
Participate and support strategic and annual planning forums at regional and woreda level.
Attend HIS related forums in the region and represent DUP accordingly
2. Regional Coordination Roles
Coordinate planning, monitoring and review of DUP’s work in the respective regions.
Serve as DUP’s point of contact in the region.
Give regular updates to the head of the RHB and to relevant departments about the overall support that DUP is providing. Get their feedback and make sure it is addressed well.
Serve as the main point of contact for DUP’s internal project management matters.
Compile and share progress updates, planned activities and challenges every two weeks to the cluster leads.
Organize and submit quarterly and other reports as required to DUP central office
Address challenges that the DUP team face in the region by working closely with the respective cluster lead, central office team and RHB leadership.
Make the necessary logistics arrangements by discussing with the central office team to effectively organize training, field visits, workshops, etc.
Conduct weekly status update session among DUP’s regional team member (s) – review priorities, progress, challenges and share summary of the discussion points to the cluster lead.
Serve as the point of contact for coordination of DUP’s work with JSI projects, CBMP University and other partners.
Accomplishes other related activities as assigned by the cluster lead
Qualification
Education
Master’s Degree in Health Informatics, Information Systems, or Public Health from a reputable University required.
Language Proficiency
Excellent verbal and written communication skills in both English and Amharic. Additional local language is an asset.
Experience
Minimum 7 years of relevant professional experience, specifically in the Ethiopian health systems.
Diverse set of professional experience both in government and non-government context; and at lower and higher level of the health care system required.
Expertise in using DHIS2 and other health information system is a plus
Expertise in statistical software and computer use proficiency required.
Ability to maintain confidentiality of company information
