JOB DESCRIPTION

POSITION:           One Health Officer – Afar Region, Amhara Region, Tigray Region
REPORTS TO:      Regional Manager and Senior One Health Workforce Development Advisor, Health Security Activity
DUTY STATION:  Project HOPE Regional Office, Semera , Mekelle, Bahir dar
MINIMUM HOURS OF WORK: 40 hours per week

INTRODUCTION

The Health Security Activity (HSA) is a five-year US government funded initiative implemented by Project HOPE Ethiopia and consortium members, including Tufts University. Covering the Amhara, Afar, and Tigray Regional States, HSA aims to reduce the impact of infectious disease outbreaks by building resilient One Health surveillance, diagnostics, and workforce development capacities. The One Health Officer plays a pivotal role in enhancing One Health approach in the region, build One Health workforce capacities, ensuring pre- and In-Service professionals have expertise and skills to prevent, detect, and respond to health emergencies of national and international concern through strategic oversight and technical expertise as well as supporting the various OH related activities being implemented in Afar region.

DUTIES AND RESPONSIBILITIES

JOB SUMMARY

The One Health Officer – Afar will support the implementation of activities under Intermediate Result 3 (IR3) (One Health Workforce Development Capacity Enhanced) within the Afar Region. This position focuses on assisting in the planning, coordination, and delivery of workforce capacity-strengthening activities, support various OH activities coordinated by the regional OH counsel, providing logistical and administrative support, and facilitating communication among project partners in the region, with linkages to the national One Health coordination platform.

The specific duties to be carried out by the Senior One Health Officer - Afar are: 

  • Coordinate with regional One Health stakeholders to support the design and deliver of training, education, and professional development activities across human, animal, and environmental health sectors in Afar.
  • Assist with organizing regional workshops, seminars, webinars, and other learning events, ensuring technical content is aligned with national OH competencies and curricula.
  • Provide logistical and administrative support for workforce development programs, including participant communication, materials preparation, and event follow-up.
  • Support the establishment and mentoring of One Health student clubs, hackathons, and professional networks at regional universities.
  • Coordinate and support establishment and functionalization of woreda/district-level One Health platforms in Afar and provide technical backstopping for their operations.
  • Facilitate linkages between national and sub-national OH platforms (Regional, Woreda/district and community levels) to ensure coherence and upward flow of information.
  • Coordinate and support joint outbreak investigation and response efforts at regional and district levels by mobilizing trained One Health workforce (human, animal, and environmental sectors),
  • Maintain accurate records of training participants, outcomes, and related data in digital HSA tools, and contribute to alumni tracking systems (HRIS) for OH professionals.
  • Collect, compile, and format workforce development reports for review by senior staff, and contribute to IR3 MEL indicators (training, CPD, retention, OH networking).
  • Facilitate communication and collaboration between universities, government offices, national, regional and community-level One Health actors in Afar, including revitalizing and supporting the Regional One Health Coordination platform.
  • Support engagement activities for regional members of the One Health Networks and liaise with the national One Health Secretariat.
  • Document and share lessons learned, best practices, and innovations from regional workforce development initiatives, including success stories for Department of State (DOS) reporting.
  • Support the different activities planned and executed by the OH counsel in the region.
  • Perform other duties as assigned by the Regional Manager and Senior One Health Workforce Development Advisor or Tufts University faculty.
  • Master’s degree in public health (Human or Veterinary), veterinary medicine, environmental health, Infectious Diseases or zoonotic or related field (candidates with advanced degrees in zoonotic diseases, epidemiology, or One Health will be prioritized).
  • At least 5 years of relevant experience in One Health program implementation, workforce development, academia, curriculum development, public health, One Health leadership/project works, or related project support roles.
  • Demonstrated experience in project management, training program development, and stakeholder engagement is highly valued.
  • Solid background in zoonotic diseases, AMR in human and animal health, or epidemiology is highly desirable.
  • Strong organizational skills and attention to detail, with proven ability to coordinate multisectoral activities across veterinary, human, and environmental health sectors.
  • Ability to work effectively with a diverse team and regional stakeholders.
  • Strong communication skills in English; proficiency in Amharic desirable.
  • Proficiency in Microsoft Office and familiarity with digital reporting tools.
  • Must be currently residing in the Afar Region and able to work full-time from the regional office.
  • Ability to organize workshops, conferences, and virtual communities of practice to foster knowledge sharing.
  • Strong leadership and coordination abilities to manage One Health workforce development strategies. 
  • Proficiency in data analysis, digital tools, and the ability to develop curricula and continuing professional development programs.
  • Excellent interpersonal and collaboration skills for working with diverse stakeholders across sectors.
