Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
Accountabilities
Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
MSF Section/Context Specific Accountabilities
Somali Region Emergency Response Unit (SRERU) has been actively working in Somali Region since 2023 focusing on 4 scenarios with flexibility for others as and when needed.
• Vaccine Preventable Diseases: Measles
• Cholera
• Acute mass displacement (due to conflict or natural disasters)
• Nutritional emergencies
The emergency response is implemented in collaboration with Regional Health Bureau (RHB) and PHEM.
Specific Accountabilities
Core Responsibilities and Tasks
Participate in project planning, designing strategy and support MTL in implementation of the activities. Represent project in MSF meetings when delegated by MTL.
Support MTL for implementation of MSF’s relevant medical guidelines and protocols for during each intervention.
In absence of MTL or when deputed, lead interventions as MTL within project and support other projects in mission when needed.
Ensure quality of standards are maintained during implementation and support the team for the same.
Together with MTL, participate in planning and implementation of training of both MSF and RHB healthcare staff as required.
Ensure proper documentation of all activities (training materials, protocols, trip plans, passive/active surveillance, advocacy, etc).
Along with MTL, implement use of standard data collection tools that are aligned with RHB format during interventions.
With MTL and NAM, to be responsible for trip planning and pre-departure organisation.
With MTL, ensure post-intervention activities are followed as per SRERU protocol.
Supervise Medical Doctors with activities and ensure quality of work.
Support medical doctors for staff health as and when needed.
Support and check translation of relevant medical documents to Somali as and when needed.
Participate and contribute to medical reporting – sitreps, monthly/quarterly medical reports, health dashboards, assessments ToRs, reports and intervention reports
Emergency Response: Assessment and Intervention
On receiving alert, liaise with team to gather necessary information to understand and confirm the emergency, and ensure feedback from team for response.
Assist in planning, preparing and conducting the initial MSF’s response for an outbreak.
Lead the assessment team when needed. Ensure MSF standard tools are used for all assessments. Prepare the assessment report, trip report, with recommendations for further action in a timely manner.
Participate in epidemiological surveillance & collection of line lists for epidemic prone disease (meningitis, measles, cholera) cases in close contact with Somali Region Regional Health Bureau (RHB).
Along with the team, assess the crisis, identify the needs for various resources (HR, logistics) to support planning.
Assist and guide the team to ensure the collection of area maps, population numbers, local health system status, and contacts of local authorities as needed for assessment or interventions.
Participate in security analysis of context of outbreak areas.
Assess the RHB’s response capacity in each scenario of medical emergencies and quickly adapt where gaps are identified or recommended.
Monitor and collect relevant information on:
Regional trends of outbreaks of epidemic and non epidemic illnesses.
Food security problems with consecutive nutritional crisis
Water shortage issues and challenges due to climate change.
Population displacement due to conflict or natural/man-made disasters.
Needs analysis and actor mapping
Medical Supply
Together with the MTL and NAM identify medicines and medical materials required for SRERU activities as per scenario
Ensure adequate supplies and track consumption (while in the field and during active surveillance activities) along with MTL.
In coordination with the MTL and Supply team maintain and follow up stock in the Warehouse and provide support to SRERU pharmacy supervisor in the management and organising of the pharmacy
Together with the pharmacy supervisor maintain emergency boxes & first-aid boxes (in the office, warehouse, guest house and vehicles) and monitor expiry dates and recommend swapping for use or donation.
Together with the NAM, prepare explo kits according to SRERU Eprep/EPP scenarios & ensure all the time there are enough kits for assessment.
Along with MTL, ensure use of standardized kits for interventions
Participate in TSR analysis and IMO along with MTL
Liaise with relevant authorities for expired drug destruction alongwith Watsan team
Liaise with health bureau for donation of medical items and support supply team for the same.
Networking / Representation:
Engage and network with RHB defined staff, City Health defined staff, regional Public Health Emergency Management (PHEM) and other defined agencies staff in liaison with the MTL and Project Coordinator (PC)
Represent MSF as a potential partner for collaboration with the RHB and/or other aid agencies in case of relevant emergencies in the state when delegated by MTL and PC.
Assist in building a network with relevant partners, organisations and authorities in the visited locations in order to be informed on time about onsets of outbreaks or other emergencies in the region
Participate in various cluster meetings as and when needed. Ensure MSF participation in said meetings and update engagement tracker accordingly.
Actively engage in regional medical and nutrition working groups, and introduce MSF as a potential partner for collaboration with relevant agencies in case of emergencies
HR: Training and Coaching
To train Clinical Officers and Medical Doctors on MSF standards, protocols and/or Ministry of Health/WHO protocols. To be responsible for organising and conducting specific trainings for the said health workers as required
To assess the quality of work and procedures of the Medical Doctors and Clinical Officers in case management (clinical care), implement needs gaps, evaluate and recommend
To supervise and coach the medical team during intervention and, responsible for their roster, daily data collection and ensure the patients receive the proper care and support according to MSF standards
To update the emergency pool on regular bases in collaboration with HR department & evaluate availability and licenses, and share update pool list with MTL.
To participate in recruitment process when needed
